Purpose of the Advertisement
This advertisement invites applications for training leading to potential admission to the Norwegian Red Cross Emergency Response (ER) roster.
It does not relate to a permanent or specific position within the Norwegian Red Cross.
NoRC maintains a roster of trained and experienced specialist delegates who can be deployed at short notice to international emergencies, including natural disasters, armed conflicts, health emergencies, and climate-related crises.
Most delegates are usually employed elsewhere and are expected to have approval from their employers to take unpaid leave during deployment. While on mission, delegates are contracted by the Norwegian Red Cross and receive salary, in addition to applicable allowances.
Typical deployment duration is a minimum of six to eight (6–8) weeks, with emergency operations often lasting four months or longer.

NoRC specializes in deploying Emergency Response Units (ERUs) that provide:
-Prehospital Emergency Care
-Mobile and Fixed Health emergency clinics
-Emergency Hospitals
-Public health services
-Water, sanitation, and hygiene (WASH)
Working Conditions
Delegates must be prepared for demanding and unpredictable environments, which may include:
-Very basic living conditions, often in tents
-Long working hours under high pressure
-Limited resources and infrastructure
-Movement restrictions due to security conditions
-Rapidly changing contexts with limited information for decision-making

Water Supply Rehabilitation (WSR) Emergency Response Unit(ERU)
NoRC has specialized in WSR ERUs to support host National Societies to assess and deliver water supply to populations affected by disasters/crisis through rehabilitation and, if necessary, establishment of new water supply infrastructure. The Water Supply Rehabilitation (WSR) ERU consists of a small team of specialized delegates with limited equipment, able to support a host National Society to rapidly assess the state of the existing water system and improve the system.
The Team Leader of the Water Supply Rehabilitation (WSR) Emergency Response Unit (ERU) is primarily responsible for overseeing the deployment and operation of the WSR ERU. This includes conducting WASH assessments, planning of activities and the ensuring the effective mobilization of resources. The Team Leader works closely with the host National Society (NS), who are in the lead of the operation, coordinates with the International Federation of Red Cross and Red Crescent Societies (IFRC), and with other stakeholders. The Team leader manages a small team and is responsible for the implementation of the water supply rehabilitation activities.
The WSR ERU needs to operate flexibly, adapting to meet the specific needs of the affected communities. The Team Leader must facilitate the integration NS counterparts, support procurement processes within the NS or IFRC system, and oversee the training and development of the team. They are also responsible for ensuring that the ERU's operations are sustainable. This role requires a balance of professional and Red Cross experience to effectively lead the team and maximize the impact of the WSR ERU's interventions.

Required
-Advanced university degree (Master's or equivalent) in Engineering, WASH, or Public Health.
-Minimum 4 years of WASH program experience.
-Experience in humanitarian or development projects.
-Team leadership and project management skills.
-Knowledge of WASH standards such as the Sphere Project standards
-Strong computer literacy.
-Valid driving license (Category B – manual transmission).
-Certificate of good conduct (criminal record) from the country of residence.
Language Requirements
Mandatory: Advanced English language skills (minimum C1 level), both written and verbal
Preferred: Advanced French language skills (minimum C1 level).
Additional asset: Intermediate to advanced proficiency (B2 level or higher) in Arabic, Portugese, Spanish, or Russian.
Health Requirements
Candidates must be in good physical and mental health.
A pre‑deployment medical examination is mandatory.
Availability Requirement
All prospective delegates must be available for at least one deployment per calendar year.
Please be aware that the use of this capacity depends on operational needs in the field.
During deployment, delegates may be seconded to the IFRC, ICRC, or other Red Cross and Red Crescent Movement partners to support emergency response operations in crisis settings, including epidemics, armed conflicts, and natural or climate‑related disasters.
Candidates are responsible for planning work commitments accordingly and must obtain any necessary approvals from their current employers prior to applying.
Eligibility Requirement
Must be eligible for deployment to international humanitarian operations.

3. International Mobilization and Preparation—IMPACT Training—Mandatory (1 week) Dates: 20-26 September 2026.
IMPACT is a vital platform for enhancing knowledge of the humanitarian landscape, exploring specific approaches and tools within the Red Cross and Red Crescent Movement, and deepening our understanding of the fundamental principles.
The course includes presentations, working group sessions, simulation exercises, and mandatory online learning, all aimed at simulating real-world humanitarian scenarios and fostering collaboration within the Movement.
Location: nearby Oslo, Norway.
4. Hospital Training – Mandatory (1 week) Dates: 11–17 October 2026
Scenario‑based simulation of an Emergency Hospital (WHO EMT Type 2)
Includes a pass/non‑pass evaluation conducted by experienced humanitarian professionals.

Participation is limited; candidates not allocated a place this year will be offered an alternative opportunity
5. Profile‑Specific Training
Additional training may be required depending on the profile.
Please note all training participation is unpaid. The Norwegian Red Cross will, however, cover all necessary training‑related expenses, including travel, accommodation, and meals.
Deployments and Roster Status
Once all required training and onboarding processes have been successfully completed, candidates become eligible for deployment based on operational needs.
While inclusion in the ER roster does not guarantee immediate deployment, it ensures eligibility for consideration as opportunities arise.
The timing of a first deployment may vary and can take up to one to two years following completion of all processes, depending on humanitarian needs, individual readiness, and overall roster availability.
