Job Description:
Job Purpose:
Oversee the WASH intervention of WVB BRCR following the donor guideline, WASH sector standard and WVB strategy. He/she will be the focal person to manage WASH projects that have been awarded to BRCR if the management assigned him/her to do so and if needed he will provide strategic guidance to other WASH projects if needed. This position will maintain close collaboration with donor, wash sector, CiC, UNO for the smooth implementation of projects. Following the BRCR strategy and policies he/she will ensure the programmatic and financial achievement of the projects h/she has been assigned to.
Key Deliverables:
- Ensuring the provision of life saving WaSH services to the Rohingya Refugee population with the support of UNICEF and World Vision’s own fund.
- Responsible for developing the detailed program implementation plan, ensuring its smooth implementation, and manage the team’s performance of project tasks and activities.
- Ensure that regular monitoring and evaluation assessments are conducted both against project objectives and to ensure the quality of the programme, and provide on-time internal status reports and external donor reports.
- Responsible for donor communication, reporting.
- Doing various field assessment with the team to find the gap in life saving services both in refugee context as well as developing areas in the country.
- Participate in the development of new proposals and the World Vision annual country strategy.
- Preparing various concept notes, operation strategy, Sop, monitoring mechanism of projects.
- Oversee any other project as OIC like integration project as per organization demand.
- Oversee Warehouse management and follow up time to time.
- Make frequent field visits to provide technical support to field staff and partners, as well as provide guideline to filed staff for the smooth implementation of project activities by developing the workplan and detailed implementation plan.
- Decision making on the design of project components like fecal sludge treatment plant, solid waste treatment plant, water network etc.
- Work with the relevant department to plan, develop and manage budgets for the assigned WASH project(s).
- Manage the correct procurement of all necessary Infrastructure, WASH supplies and equipment for the assigned activities, ensuring minimum stocks are maintained and items are stored & distributed correctly.
- Coordinate and oversee petty cash requirements of the assigned team(s), ensuring all required paperwork is completed accurately and in a timely manner.
- Maintain and create strategic partnerships and networks with donor agencies, WASH sector, government offices like DPHE and I/NGOs. Currently an active member of WASH sector SAG (Strategic Advisory Group) on behalf of the organization, attending different technical working group as a representative of World Vision.
- Work closely with government and local representative for the implementation of project in the district and Upazila level.
- Manage and oversee the assigned team including recruitment, day-to-day management, development and appraisals etc.
- Involved in various technical and non-technical training of the staff, volunteers, other NGOs and stakeholders.
Key Responsibilities:
Program Management:
- Develop a detailed program implementation plan, ensure its smooth implementation, and manage the team’s performance of project tasks and activities
- Ensure that regular monitoring and evaluation assessments are conducted both against project objectives and to ensure the quality of the programme, and provide on-time internal status reports and external donor reports.
- Ensure that all data and information is updated, well organized and easily accessible; and those lessons learnt and best practice are capitalized.
- Develop appropriate targeting criteria and mechanisms to ensure the needs of identified vulnerable groups are met.
- Work towards the continual improvement of the processes and the technical implementation of the infrastructure WASH programme.
- Participate in the development of new proposals and the BRCR annual country strategy.
Technical Support:
- Make frequent field visits to provide technical support to BRCR field staff and partners.
- Manage the quality construction of all WASH infrastructures, ensuring good maintenance and sustainable processes are put in place.
- Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training.
- Ensure the careful use, regular servicing and appropriate replacement of all equipment, within budgetary constraints, for the assigned project(s).
Financial Management:
- Work with the relevant department to plan, develop and manage budgets for the assigned WASH project(s).
- Manage the correct procurement of all necessary Infrastructure, WASH supplies and equipment for the assigned activities, ensuring minimum stocks are maintained and items are stored & distributed correctly.
- Coordinate and oversee petty cash requirements of the assigned team(s), ensuring all required paperwork is completed accurately and in a timely manner.
Partnership, Networking & Advocacy:
- Maintain and create strategic partnerships and networks with DPHE, UNICEF and other UN agencies, WASH sector and I/NGOs.
- Represent WV at relevant local level coordination meetings involving local authorities, UN agencies and other NGOs.
- Staff Management:
- Manage and oversee the assigned team including recruitment, day-to-day management, development and training, appraisals, etc.
- Ensure good quality staff are attracted, retained and developed in the organization
- Facilitate regular staff meetings to ensure awareness of project objectives, and opportunity for feedback On-job coaching and technical supervision to develop ownership / responsibility for WASH activities.
Role requirement:
Educational Qualifications: BSc in Civil Engineering/Water Supply & Sanitation with Master’s in Public Health, Environmental science, URP, project management or related field.
Knowledge & Skills:
- Project Management in humanitarian setting specially WASH projects
- Wash Response in emergency
- Knowledge on Water supply Management in crisis
- Team management
- Water technologies for effective water management
- Sanitation technical knowledge like FSM management, FSTP management,
- Site Management
- Waste Management
- Familiarity with protection issues in WASH, gender & Inclusion in WASH and accountability to affected persons programming
- Knowledge of the UN system and the humanitarian community
- Excellent spoken and written Bangla and English.
- Must be ready to work in a multi-cultural environment
- Appropriate communication skill and approachable
- Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
Experience:
- 5 to 10 years’ relevant work experience in WaSH project management including 4 years of WASH experience in emergency specially in humanitarian settings.
- Should have experience working or managing large team.
- Working with various external stakeholders like WASH sector, DPHE, any govt. offices of Bangladesh will be preferrable.
Work Environment: Must be able to do multiple tasks and willingness to travel in various locations of BRCR as required with prior agreement
Salary: Negotiable
Availability: Candidates with immediate joining availability will be given preference.
Workplace: On-site (office-based)
Employment Status: 6‑month contractual position, with the possibility of extension subject to donor approval.
