Organizational Context and Scope
Under the overall supervision of the Head of Sub-Office (HoSO) in Cotabato, direct technical and administrative supervision of the National Migration Health Officer (MNCH) in Zamboanga, the successful candidate is responsible and accountable for supporting quality implementation of IOM’s health programming in Mindanao, particularly in Basilan, Sulu, and Tawi-Tawi (BaSulTa). The successful candidate is expected to work closely especially with Department of Health (DOH) Region IX, Ministry of Health (MOH) – BARMM, and its provincial and local constituents in BaSulTa, to strengthen local health systems, service delivery, and communities’ access quality care particularly for Maternal, Neonatal, and Child Health (MHCH) especially amongst the displaced and mobile populations.
1. Assist in the implementation of assessment, coordination, and technical assistance of activities related to health facility development, accreditation, and MNCH equipment provision, under the direct technical oversight of the National Health Officer for MNCH.
2. Support the coordination and liaison with government, health workers, and communities to strengthen compliance with government regulations and standards for health facility development and accreditation.
3. Provide technical and operational support to target Rural Health Units (RHUs) in preparing for and sustaining DOH licensing, BEmONC certification, and PhilHealth Maternal Care Package (MCP) and Newborn Care Package (NCP) accreditation, including through documentation, compliance tracking, and implementing corrective actions under the guidance of National Health Officer for MNCH.
4. Support the monitoring of facility renovation works, infrastructure improvements, and installation of MNCH medical equipment, ensuring compliance with approved technical specifications, workplans, and health facility standards, in close collaboration with Sr. Medical Engineering Associate and under the technical guidance of National Health Officer for MNCH.
5. Provide on‑site mentoring and technical assistance to health facility staff on development of plans, accreditation requirements and processes; operations and maintenance of MNCH equipment; and referral systems, documentation, and quality assurance mechanisms.
6. Support the organization and documentation of technical planning, meetings, orientations, site visits, and joint monitoring activities with government, development, and local partners, including preparation of minutes, technical notes, and follow‑up action points for health facility development and accreditation.
8. Assist in field monitoring related to the programme, including health facility accreditation and development, through regular visits, documentation including photo documentation, data collection, assessments, and reporting.
10. Support the integration of IOM standards, including Accountability to Affected Population (AAP), Prevention of Sexual Exploitation and Abuse (PSEA), Do-no-Harm, and Conflict sensitivity frameworks in coordination with project team.
11. Undertake duty travels in support of the programme.
12. Perform other duties as may be assigned.
