Colombia continues being affected by a complex humanitarian crisis, characterized by multidimensional factors such as protracted armed conflict, natural disasters, and mixed movement/displacement dynamics (both internal and external displacement). Moreover, the crisis is exacerbated by the limited presence of state actors in several zones of the country, especially in hard-to-reach and rural areas combined with high poverty rates (36.6%) and food insecurity levels (30%) resulting in approximately 9.1 million people estimated in need of humanitarian assistance.
In parallel, Venezuela continues facing a severe humanitarian crisis, with nearly 8 million people having migrated since 2014, marking the largest exodus in Latin America. 7.9 million people are in need of humanitarian assistance due to the deterioration of basic public services and a deep economic crisis characterized by high inflation rates and lack of purchase power, resulting in an estimated 56% of its population living in extreme poverty. Moreover, according to the OECD, Venezuela also ranks among the top 3 countries with the highest increase in human fragility, while 40% of the population experience moderate to severe food insecurity and 62% face restriction on access to drinking water. Highly vulnerable communities, living in rural and border areas are affected the most, and 1.4 million children are estimated in need of protections assistance.
The Country Finance Manager (CFM) is a key member of the Management Team at country level. He/she will be responsible for Acted financial management in-country under the authority of the Country Director and Finance & Administrative Director in HQ. The CFM ensures that national legislation is adhered to, and that Acted’s financial standards are applied in terms of accounting, financial control systems, internal / external reporting processes, in order to ensure an efficient use of resources. He/She leads, provides technical support and capacity building to the country finance and administrative staff. The CFM shall alert the Country Director and Finance Director in case some major problems arise with a potential financial impact on the mission.
