1. General Background
UNHCR in Ecuador aims to deliver protection, assistance, and durable solutions to forcibly displaced and stateless populations, including asylum-seekers, refugees, and other people in need of international protection, in partnership and close collaboration with national authorities, non-governmental organizations, and local communities. The operation is coordinated at the national level by the Country Office in Quito and is supported by a Field Office in Guayaquil, as well as field units in Esmeraldas, Manta, Tulcán, and Lago Agrio.
Ecuador is both a destination and transit country for people in need of international protection. Over the past two decades, Ecuador has hosted more than 78,000 recognized refugees (historically, the majority being Colombian refugees) and has become one of the main destination and transit countries for Venezuelan refugees and migrants in the region. Ecuador currently hosts more than 440,000 Venezuelan refugees and migrants, making it one of the countries with the largest Venezuelan populations in Latin America.
Since 2023, increasing insecurity across Ecuador has had a significant social and economic impact, affecting refugees, migrants, and host communities alike, while undermining protection and socio-economic inclusion efforts. These challenges have exacerbated existing vulnerabilities, particularly among refugees and migrants, many of whom work in the informal economy, lack access to social protection mechanisms, and struggle to meet their basic needs, including housing, food, and healthcare. As a result, targeted assistance remains a key component of UNHCR's response strategy.
The present Vacancy Announcement is being issued to recruit a CBI Assistant for the Country Office in Quito. Under the supervision of the Programme Associate, the incumbent will support the implementation and monitoring of UNHCR's Cash-Based Interventions (CBI), contributing to the timely, efficient, and accountable delivery of assistance to people of concern. In addition to supporting cash and voucher assistance activities, the incumbent will play a key role in budget monitoring and financial tracking of CBI programmes, ensuring accurate reporting, compliance with established procedures, and effective utilization of resources. The CBI Assistant will maintain close coordination with other UNHCR units, operational partners, financial service providers, and contractors to support the achievement of programme objectives.
2. Purpose and Scope of Assignment
The CBI (Cash-Based Intervention) Assistant is supervised by a CBI or Programme or Field staff at a higher grade. S/he performs a variety of functions related to cash assistance activities within the office. The supervisor defines work processes and provides regular advice and guidance.
The incumbent will maintain relations with other units within UNHCR on the delivery of cash assistance to persons of concern (POC). As per specific instructions, the incumbent may require liaising with operational partners and contractors working with UNHCR.

They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. 3. Duties
- Assist in maintenance of CBI payment records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports.
- Assist in preparation of recurring reports as scheduled and special reports as required.
- Assist in monitoring the implementation of the UNHCR CBIs including the delivery of all assistance item, monitoring of infrastructure, completion of home visits, etc.
- Export and manage data related to the cash assistance delivery to produce reports.
- Ensure proper filing and record keeping.
- Prepare background materials, working papers and tables for briefing and review sessions.
- Asist in data collection and reporting activities.
- Prepare routine correspondence.
- Liaise with POC, assistance beneficiaries, and partners.
- Direct incidents and problems to the supervisor when they cannot be resolved at their level.
- Perform other related duties as required.
