Background:

Under its Strategic Note 2026-2030, the Uganda Country Office advances gender equality and women's empowerment through three interconnected outcomes: (i) Reducing gender-discriminatory norms, values and structural barriers; (ii) Advancing transformative governance, equitable access to justice, human rights, sustainable peace and development; and (iii) Promoting gender-responsive decent employment, resilient livelihoods and increased household incomes. The Strategic Note is underpinned by cross-cutting priorities on gender data and statistics, UN system coordination, normative engagement, strategic partnerships, and gender-responsive climate action.
Placing women's rights at the centre of all its efforts, and in line with ongoing UN Development System Reform, UN Women leads and coordinates United Nations system efforts in Uganda to ensure that commitments on gender equality and the empowerment of women translate into action. It provides strategic leadership and technical support to advance gender mainstreaming, strengthen accountability for results, and support Uganda's national development priorities through effective partnerships with Government, the United Nations system, development partners, civil society, women's rights organizations, and other stakeholders.
UN Women adopted its Coordination Strategy to strengthen implementation of its UN system coordination mandate and to enhance accountability for gender equality and the empowerment of women (GEWE) across the United Nations system. This comes at a time of renewed emphasis on UN system coherence, accountability, and collective action to accelerate implementation of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs).
The overall objective of UN System Coordination is to support UN Women's mandate to lead, coordinate, and promote accountability for gender equality and the empowerment of women across the United Nations system, while advancing the system-wide implementation of gender mainstreaming commitments.
The United Nations Sustainable Development Cooperation Framework (UNSDCF) serves as the overarching framework for collective UN support to Uganda's national development priorities. Within this framework, UN Women co-chairs the Human Rights, Gender and Leave No One Behind Group (HRG-LNOB) and serves as Secretariat to the Gender Development Partners Group (GDPG), playing a central role in coordinating policy dialogue, advocacy, accountability, and collective action on gender equality and women's empowerment.
As the UN entity mandated to lead, coordinate and promote accountability for gender equality and the empowerment of women across the UN system, UN Women supports the implementation of global, regional and national normative commitments, including the Beijing Platform for Action, the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Sustainable Development Goals (SDGs), and other human rights frameworks. The increasing emphasis on coordination, accountability, gender mainstreaming, and implementation of normative commitments requires dedicated technical capacity to support policy engagement, knowledge management, partnership building, resource mobilization, and multi-stakeholder coordination.
To strengthen UN Women's coordination and normative functions in Uganda, the Country Office seeks to engage a Coordination and Normative Support Consultant to provide technical assistance, strategic advisory support, and coordination expertise in advancing gender equality and women's empowerment across the United Nations system and broader development landscape. The Consultant will support UN Women’s engagement in normative and intergovernmental processes, strengthen partnerships and accountability mechanisms, contribute to knowledge generation and capacity development efforts, and support coordination among UN entities, Government, development partners, civil society organizations, and other stakeholders.
Reporting to the Country Representative, and working in close collaboration with the Deputy Representative, the Coordination and Normative Consultant will provide strategic and technical leadership in advancing UN Women’s coordination and normative mandates.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
