Position Objective
The overall mission of the Events Management and Travel Unit (EMTU) in the Department of Corporate Services (DCS) is to provide efficient operational arrangements that enable dialogue and cooperation between GCF and its stakeholders and counterparts, thereby contributing to the successful delivery of institutional engagements and strategic objectives. EMTU ensures that GCF events and official travel are supported through fit-for-purpose policies, processes, and progressive services implemented with consistency, efficiency, and appropriate duty-of-care safeguards.

The Travel Officer, reporting to the Events Management Specialist, serves as the designated business partner for programming mission travel undertaken primarily by Regional Offices. The role provides advisory support and decision stewardship across travel planning, itinerary feasibility and optimization, policy interpretation, and duty-of-care considerations, with support from AI-based solutions as may be applicable.

The incumbent exercises independent judgment in complex and non-standard cases, ensures consistent, precedent-based application of the travel policy framework, and supports Regional Offices through proactive engagement, forward planning, and structured issue resolution, escalating only material or precedent-setting cases in a decision-ready manner.

Business Partnering and Decision Support

• Acts as the Travel Officer for Regional Offices on programming travel planning, advising on feasibility, sequencing, mission bundling, itinerary practicality, and cost-effective routing while ensuring duty-of-care considerations.
• Reviews and assesses programming travel requests and authorizations, applying the GCF travel policy framework accurately in complex and nonstandard cases.
• Develops policy-driven trade-offs and prepares decision-ready options for escalation, with clear rationale and precedent to support consistent outcomes.
• Analyses programming travel patterns and supports forecasting and cost baseline development, translating insights into actionable recommendations for planning and decision-making, leveraging AI-enabled solutions as may be applicable.

Stakeholder Engagement and Advisory

• Establishes and maintains sustained working relationships with Regional Offices as the primary Travel Officer, supporting forward planning and risk-aware travel decisions aligned to programme delivery needs.
• Provides consistent interpretation of policy requirements, supporting stakeholders in navigating complex scenarios, exceptions, and duty-of-care constraints.
• Serves as focal point for complex travel cases, resolving issues through structured analysis and coordination, and escalating only material or precedent-setting cases with clear recommendations.
• Contributes to the design and enhancement of travel systems, workflows, and controls to reflect programming travel requirements and institutional complexity.
• Ensures consistent documentation of decisions, exceptions, and trends to strengthen institutional learning and improve user experience.

Oversight of Travel Delivery

• Provides oversight and quality assurance of programming mission travel arrangements, ensuring complex itineraries are feasible, compliant, and aligned with duty-of-care requirements.
• Coordinates with internal stakeholders (including duty-of-care functions) to embed health, safety, and security considerations across travel decisions.
• Steers coordination with the Travel Management Company (TMC) and service providers, ensuring service quality and practical solutions in operationally constrained environments.
• Identifies process gaps and recurring issues and recommends improvements to enhance efficiency, compliance, and decision quality.
• Performs other related duties as required.

Requirements (Education, experience, technical competencies required of the job)

• Master’s degree in management/administration, travel management, tourism, hospitality, international relations, or a related field is required. A bachelor’s degree with additional two (2) years of relevant experience may be accepted in lieu of the master’s degree requirement.
• Minimum 5 years of progressively responsible experience in corporate travel management within a complex international or public sector organization, including demonstrated responsibility for complex cases requiring judgment and policy interpretation.
• Demonstrated experience in business partnering and advisory support, including the ability to build consensus, influence stakeholders through effective communication and sound judgment, and provide decision-ready recommendations.
• Hands-on experience with ERP systems (Oracle, SAP or similar), data analysis, travel forecasting, and cost optimization.
• Strong stakeholder management, communication, and problem-solving skills, with the ability to explain complex requirements and coordinate solutions across multiple actors.
• Ability to work under pressure and manage competing priorities in complex operational environments.
• Fluency in English is required; knowledge of Korean and another UN language is an advantage.
• Flexibility to work outside regular working hours when required to support time-sensitive travel operations.
