The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page.
GGGI has a diverse portfolio of programs in developing countries around the world. These national programs, together with its global products and services, focus on achieving results through an integrated approach to green growth planning and implementation that is evidence-based and aligned with countries’ development priorities.
The Ministry of Environment and Natural Resources (MMARN) of the Dominican Republic, in coordination with the Global Green Growth Institute (GGGI) and with the support of the United Nations Environment Programme (UNEP) and the Global Environment Facility (GEF), is implementing the project “Strengthening the Dominican Republic’s Capacity to Generate Climate Information and Knowledge within the Framework of the Paris Agreement,” as part of the Global Capacity-Building Initiative for Transparency (CBIT), with funding from the Global Environment Facility (GEF).
This initiative corresponds to the second phase of CBIT support in the country (CBIT 2), with a duration of 36 months, and aims to consolidate and expand national capacities for the generation, management, and reporting of climate information through the development of a fully operational National Transparency System, the expansion of modules on risk/vulnerability and climate finance, and their integration into national planning and reporting processes. This will ensure sustainability, compliance with MRT requirements, and long-term capacity for climate transparency.
In this context, the project seeks to strengthen the Dominican Republic’s technical and institutional capacity to produce high-quality climate information, improve inter-institutional coordination, and promote knowledge generation that contributes to the fulfillment of national commitments on climate change and evidence-based decision-making.
The Ministry of Environment and Natural Resources (MMARN) is the lead agency for environmental management, natural resources, and climate issues in the Dominican Republic. In exercising the powers conferred by national legislation, it leads the formulation, coordination, and implementation of public policies aimed at protecting the environment, conserving natural resources, and promoting sustainable development.
With regard to climate change, the Ministry plays a strategic role in coordinating national efforts to strengthen resilience and promote low-greenhouse-gas-emission development, in line with national priorities and the commitments undertaken by the country under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. It also promotes the strengthening of institutional and technical capacities to improve the generation, management, and reporting of climate information, thereby contributing to transparency, evidence-based decision-making, and the Dominican Republic’s compliance with its international obligations.
GGGI’s support will focus on developing a fully operational National Transparency System, expanding the risk/vulnerability and climate finance modules, and integrating these into national planning and reporting processes. This will ensure sustainability, compliance with ETF requirements, and long-term capacity for climate transparency. This work focuses on improving data collection, addressing sectoral gaps, and enhancing the climate data management cycle—from planning and collection to analysis and dissemination—to produce high-quality information for international reporting and national decision-making.
The Transparency and MRV Officer will work full-time at the headquarters of the Ministry of Environment and Natural Resources (MMARN) and will report to the Senior Climate Action Officer at GGGI Dominican Republic. Additionally, they will maintain regular technical coordination and report to the MMARN’s Directorate of Climate Change Adaptation and Mitigation in accordance with the governance structure of the CBIT II project regarding the technical implementation of climate action activities.
The incumbent will support MMARN in strengthening the Dominican Republic’s National Transparency System (SNT) and its transition to the Enhanced Transparency Framework (MTR), contributing specialized technical expertise and coordination capacity at the institutional, sectoral, and reporting levels. This includes leading assigned technical components of the development of the SNT’s GHG inventory module and the Climate Data Management System (SGDC), and supporting their alignment with the IPCC Guidelines, the Modalities, Procedures, Guidelines (MPG), and the UNFCCC reporting requirements.
The objective of the Transparency and MRV Officer position is to provide specialized technical expertise and lead assigned technical activities that contribute to strengthening the Dominican Republic’s climate transparency system and support the country’s transition to the Enhanced Transparency Framework (ETF) of the Paris Agreement. The incumbent will be responsible for coordinating and delivering assigned technical components of the development and implementation of the National Transparency System (SNT), and supporting the establishment of robust measurement, reporting, and verification (MRV) processes for greenhouse gas emissions, mitigation and adaptation actions, monitoring of the Nationally Determined Contribution (NDC), and climate finance. Through technical guidance, institutional coordination, and quality assurance, the incumbent will support the design of data management systems, the development of reporting methodologies, and the implementation of institutional arrangements that enable the presentation of climate information in a consistent, accurate, and sustainable manner.
The position will also lead assigned technical activities to strengthen national greenhouse gas inventory systems, improve data collection and analysis processes, identify and address transparency gaps, and reinforce compliance with international reporting requirements. Furthermore, the position will contribute to building long-term national capacity through training, engagement with stakeholders, and the mainstreaming of transparency principles into sectoral policies and climate actions. Through technical reviews, support for report preparation, and collaboration with government agencies, consultants, and working groups, the incumbent will help the Dominican Republic develop the institutional and technical capacities needed to generate high-quality climate information, fulfill its obligations under the UNFCCC, and support evidence-based climate decision-making.
The incumbent must proactively engage in collaboration, knowledge-sharing, communication, and advocacy to advance the country’s efforts to fulfill its commitments under the Paris Agreement through the following actions:
The person holding the position of MRV Officer will be responsible for supporting and, in some cases, leading technical assistance activities as part of GGGI’s efforts in the Dominican Republic to promote integrated planning for green, climate-resilient, and low-emission growth. Relevant tasks will include:
The position of Transparency and MRV Officer corresponds to Grade G8 on GGGI’s national salary scale for the Dominican Republic. The initial annual salary ranges from USD 37,341, depending on the qualifications and experience of the selected candidate. GGGI contributes 15% of the base salary to a retirement or long-term savings plan, offers 27 days of annual leave, and provides private health insurance with dental and vision coverage.
GGGI is committed to providing a work environment with sufficient flexibility to accommodate diverse life-cycle circumstances and help staff achieve a better balance between work and their personal and family commitments, thereby promoting high performance, long-term productivity, and well-being.
