GGGI is seeking Article 6's National Legal Expert to review existing laws and regulations for data and information collection systems and support the drafting of legal text based on the options and solutions for operationalizing Article 6 of the Paris Agreement in Togo.

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
GGGI is supporting the Republic of Togo to embrace the Green Growth transition model, in supporting the management of implementation of Strategic projects and programs.
Since August 2026, the Global Green Growth Institute (GGGI), in collaboration with the Ministry of Environment, Forest Resources, Coastal Protection and Climate Change (MERFPCCC), invites participants from the public and private sectors to the national meeting for the official launch of the project supporting the preparation and implementation of Togo’s Carbon Transaction Facility.
This project supports the Togolese government, under the leadership of the Ministry of Environment, Forest Resources, Coastal Protection and Climate Change, in implementing Decree 2023-034, which established the governance structure for Togo’s participation in carbon markets. A key component of this project is the update and development of governance frameworks for the Article 6 mechanism (Articles 6.2 and 6.4) and the carbon market, as well as capacity-building and support for the Technical Secretariat for Carbon Mechanism Management (STGMC) and the National Homologation Committee (CNH).
Article 6 Framework (incorporating the strategic vision) and operations manual will build on existing elements of the carbon market, such as relevant sectors and carbon market definitions contained in the decree. The project also proposes targeted training on Article 6 and decision-support for key CNH members to enhance their capacity to actively engage in international carbon markets. The results of these activities will help Togo scale up its climate action and mobilize finance and technologies to advance toward low-carbon development.
Through this project, GGGI aims to support and strengthen the capacities of the Togolese government, as a host country, to effectively participate in and contribute to the opening of international carbon markets.
This support will extend through the following two activities/results:
Activity 1.1: Build the capacity of government decision-makers (Technical Secretariat for Carbon Mechanism Management, National Homologation Committee, etc.) on Article 6 concepts
Recently, the Government has taken a formal decision to elaborate a revised decree that will establish a robust national legal and institutional framework aligned with Article 6 of the Paris Agreement, and fully coherent with complementary climate governance instruments.

This consultancy aims to engage an Article 6 Legal Expert to support the development of a strengthened legal and institutional framework for operationalizing Article 6 of the Paris Agreement in Togo by reviewing existing laws and regulations and drafting the required legal instruments. Working closely with MERF‑PCCC, the Consultant will produce an implementable Article 6 legal package - including a gap analysis, prioritized legal instruments (law/decree/arrêté), model cooperation agreements and authorization templates, and procedures for authorization, oversight, and tracking - ensuring full alignment with CMA decisions under Articles 6.2 and 6.4 and coherence with national climate governance instruments.
