Technical Programme Manager – Digital Health & Digital Transformation

Role Summary

Digital transformation is a critical enabler of better public services, stronger institutions and improved development outcomes. TBI is supporting the Government of Mozambique to accelerate national digital transformation initiatives, including a major Digital Health programme implemented jointly by MCTD and MISAU. The Technical Programme Manager will provide day-to-day technical coordination and programme management support, serving as the technical focal point for Digital Health while also contributing to broader digital transformation initiatives.

The Technical Programme Manager will be embedded across MCTD and MISAU and report to the Senior Digital Transformation Advisor. The role combines technical coordination, programme management, stakeholder engagement and implementation support. The postholder will coordinate technical activities, maintain implementation plans, facilitate collaboration across institutions, prepare high-quality presentations and briefing materials, track delivery milestones and support government counterparts in advancing Digital Health and other strategic digital transformation priorities.

Key Responsibilities

1. Technical Coordination & Programme Delivery

• Serve as the technical focal point for Digital Health activities.
• Coordinate implementation workstreams across MCTD, MISAU, PIUs, implementing agencies and partners.
• Maintain implementation plans, action trackers and milestone monitoring.
• Identify delivery risks and support timely resolution and escalation.
• Support broader digital transformation initiatives as requested.

2. Digital Health & Technical Support

• Support implementation of Digital Health initiatives, including interoperability and data-sharing initiatives.
• Contribute to technical discussions on digital architecture, Digital Public Infrastructure and data governance.
• Coordinate inputs from government technical teams and implementation partners.
• Support technical workshops and working groups.

3. Stakeholder Engagement & Communications

• Organise technical meetings and workshops.
• Prepare agendas, minutes and follow-up actions.
• Develop presentations, briefing notes, dashboards and technical summaries for senior officials and development partners.
• Maintain strong working relationships across ministries and partner organisations.

4. Monitoring, Reporting & Knowledge Management

• Track implementation progress against agreed milestones.
• Prepare periodic progress reports and decision papers.
• Maintain programme documentation and knowledge repositories.
• Document lessons learned and support continuous improvement.

Qualifications and Experience

• Bachelor's degree in Computer Science, Information Systems, Health Informatics, Software Engineering or a related field; Master's degree desirable.
• Approximately 5–8 years of experience in digital transformation, ICT programme management, Digital Health or related fields.
• Good understanding of Digital Health, Digital Public Infrastructure, interoperability, enterprise architecture concepts and data governance.
• Experience coordinating multi-stakeholder programmes or technology projects.
• Excellent organisational, planning and project coordination skills.
• Excellent presentation, report writing and communication skills.
• Ability to communicate effectively with both technical and non-technical audiences.
• Experience working with government and/or international development partners is desirable.
• Professional proficiency in Portuguese and English.
