DESCRIPTION OF DUTIES:
Technical Officer, Regional Revolving Funds
The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking a highly motivated, results-oriented and collaborative Technical Officer, Regional Revolving Funds to support the efficient operation of the Revolving Fund for Access to Vaccines (RF) and contribute to ensuring sustainable, equitable access to vaccines, syringes and related supplies for Member States.
Under the general supervision of the Chief, Revolving Fund for Access to Vaccines (RRF/RF) and the direct supervision of the Technical Officer, Revolving Fund for Access to Vaccines (RRF/RF), the selected candidate will:
• Support the efficient and uninterrupted supply of vaccines and related products, ensuring alignment between planned deliveries, country demand and financial plans.
• Support demand planning activities, including the timely submission, validation and monitoring of country requirements, and coordinate solutions to address bottlenecks.
• Review procurement requisitions, track procurement and supply activities against approved demand plans, and contribute to procurement oversight processes.
• Coordinate processes related to Lines of Credit requests and allocations, monitor credit and capital accounts, and ensure compliance with established procedures.
• Monitor repayments and follow up on arrears, while supporting sound financial management practices.
• Oversee claims management activities, including claims submission, review of supporting documentation, provision of guidance and timely resolution of claims.
• Support process improvement initiatives and coordinate with Country Offices and key internal units to enhance operational efficiency.
• Contribute to maintaining policies and standard operating procedures, support communication and reporting activities, and assist with capacity-building initiatives.

What is required for this position?
Education
A bachelor’s degree in business administration, industrial engineering, logistics, finance or any field related to the functions of the post, from a recognized university.
Experience
Five years of combined national and international experience in logistics management with emphasis on vaccine management, international procurement, finance, and supply chain management.
Languages
Fluency in English or Spanish with working knowledge of the other. Knowledge of French and/or Portuguese would be an asset.
IT Skills
Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.
