PROJECT OVERVIEW
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State. EpiC is a global project that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control, strengthen global health security (GHS) and outbreak response, improve maternal and child health (MCH) nutrition, and addressing malaria. EpiC is led by FHI 360 with core partners Right to Care, Palladium International, and Population Services International. In the Philippines, the U.S. Department of State is funding EpiC to implement GHS activities, focusing on strengthening the Department of Health (DOH) and local government units in preventing, detecting, and responding to public health threats.
EpiC GHS provides strategic technical assistance with a national scale and strategic depth, focusing on the following Technical Areas, namely: Zoonotic Diseases, Biosafety and Biosecurity, National Laboratory Systems, Surveillance, Public Health Emergency Management, Infection Prevention and Control, and Evidence-Based Public Health Messaging and Community Engagement. All key activities are aligned with and informed by national policies and strategies, including the National Action Plan for Health Security 2025-2030 (NAPHS), the National Framework of the Philippine Health Laboratory System (PHLS), and the National Laboratory Strategic Plan (NLSP) 2025–2030.
JOB SUMMARY
The Technical Officer – Surveillance will serve as facilitator, and systems integrator supporting the implementation of EpiC-supported One Health and Health Security activities. The consultant will work closely with IHR-External Relations Unit (IHRERU) and relevant stakeholders to facilitate multisectoral collaboration, strengthen operational linkages across technical workstreams, and support the translation of policies and frameworks into practical implementation approaches.
The Technical Officer -Surveillance will help ensure that activities related to surveillance, disease intelligence, laboratories, genomic surveillance, preparedness, response, simulation exercises, and governance strengthening contribute to a coherent and functional One Health and Health Security system. The role will emphasize operational coordination, stakeholder engagement, problem solving, implementation support, and implementation of EpiC-supported One Health and Health Security activities at national and subnational levels.

The expected hiring salary range for this role is PHP 720,000 - 840,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
