Project: Meeting target and Maintaining Epidemic Control (EpiC) Location: Yangon, Myanmar Report to: Senior Technical Advisor Assigned Period: contract up to September 30, 2026 (with possibilities of extension) FHI 360 is seeking applications from Myanmar nationals for the position of Technical Officer for the Meeting Targets and Maintaining Epidemic Control (EpiC) project in Myanmar. EpiC is a five-year global project, funded by the United States Government. The project provides strategic technical support to break through barriers to 95-95-95 by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among the high risk or vulnerable populations. In Myanmar, EpiC works closely with and build capacity of local, community-based organizations to address critical gaps and bottlenecks in the response to HIV to deliver HIV services tailored to the needs of high risk or vulnerable populations. Job Description The Technical Officer will play a key role within the EpiC Myanmar technical support scope of work, ensuring alignment with clinical teams and sub‑partners to deliver impactful, high‑quality technical services that support overall project implementation. Under the leadership and guidance of the Senior Technical Advisor, the incumbent is responsible for contributing meaningfully to the development of the EpiC Myanmar technical strategy and knowledge‑management processes. The role also includes developing adoption and training strategies, as well as designing and conducting training or adoption activities within assigned technical areas. Accountabilities Technical Responsibilities Provides technical support for implementing partners in the context of HIV response in Myanmar. Technical supports entail project-wise or mission-wise training for the partners, and preparing technical documents such as SOPs, guidelines or toolkits etc. Assists in providing technical support in the development and dissemination of tools, materials, reports, papers, and intervention for projects. Supports the Senior Technical Advisor in organizing and developing training programs, capacity-strengthening activities, and technical update sessions for partners, ensuring alignment with periodic regional and global updates from technical backstops. Supports the Senior Technical Advisor in developing knowledge management tools and products that effectively showcase the EpiC project portfolio. Assists the Senior Technical Advisor in updating the technical support plan for partners to ensure ongoing relevance and impact. Conducts regular reviews of national and global guidelines, support Senior Technical Advisor in disseminating contextualized updates to partner organizations within the EpiC scope of work. Conducts searches of published literature on evolving issues in assigned technical area. Collaborates with EpiC team members on technical support visits, providing constructive feedback to partners and contributing to the reporting process. Together with program and strategic information team, Technical Officer will facilitate the review of partner’s performance and outputs to ensure the project deliverables and compliance. Performs other relevant duties as assigned. Documentation, Reporting and Coordination Supports the preparation of technical documents and training reports under the guidance of senior technical advisor along with the projected technical support plan to the partners. Ensuring the proper archive of technical contents, files, correspondence for the EpiC internal use, whereby the reference can be made for the project technical team meetings and discussions. Supports communication and coordination with EpiC’s local partners for organizing the relevant meetings, workshops, seminars, etc. The events could be arranged either in-person or online. Applied Knowledge & Skills: Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues relevant to HIV service delivery. Articulate, professional, and able to communicate in a clear, positive manner with clients and staff. Excellent oral and written communication skills. Excellent organizational and analytical skills. Demonstrated proficiency with using Microsoft Office applications required. Ability to solve problems and implement corrective action as needed. Must be able to read, write, and speak a good command of English. Employees are expected to possess or have high potential for the development of these three fundamental competencies. Supervision Given/Received: Has no supervisory responsibility. Receives general instructions on routine work, detailed instructions on new assignments or projects. Typically reports to Senior Technical Advisor. Education and Work Experience Bachelor’s degree or higher in health, public health, epidemiology, social work or other relevant disciplines. Minimum of three years’ experience in designing, establishing, and managing monitoring systems, as well as experience working on projects that support high‑risk or vulnerable populations. Sound understanding of HIV/AIDS clinical care including anti-retroviral therapy (ART), sexually transmitted infections, Pre-exposure prophylaxis (PrEP), outreach strategies, and case management in the context of high-risk populations in Myanmar Solid experience strengthening technical capacity of local organizations through multiple methods such as coaching, training, result-oriented workshops or exchange sessions, etc. Familiar with the Myanmar Public Health sector, including national programs, International NGOs (INGOs), and Community-Based Organizations (CBOs) active in the HIV response. Previous working experience on HIV programs funded by international donors such as Global Fund and USAID would be regarded as an asset. Fluency in interpersonal, writing and oral presentation skills in English. Advanced level of Myanmar language is strongly preferred. Duty Station and Travel Requirements The position will be based in Yangon, Myanmar and work out of the FHI 360 Country office.
