Technical Officer, Access and Regulation of Health Technologies

The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking a results-driven and service-oriented Technical Officer, Access and Regulation of Health Technologies to support countries in improving access to quality medicines and health technologies, strengthening regulatory systems, and advancing public health priorities.
Under the general supervision of the PAHO/WHO Representative, and the direct supervision of the Advisor, Medicines, Health Technologies and Research (IMT), the selected candidate will:
• Provide technical support for the development, implementation, monitoring, and evaluation of technical cooperation projects and programs with national authorities and stakeholders.
• Contribute to strengthening regulatory frameworks for medicines, vaccines, and health technologies in alignment with international standards.
• Support the development and implementation of policies and strategies to improve access to and the rational use of medicines and health technologies.
• Promote intersectoral collaboration and support national initiatives across different levels of the health system.
• Support resource mobilization, planning, reporting, and knowledge management activities.
• Collaborate with partners to advance innovation, knowledge sharing, and technical cooperation efforts.

What is required for this position?
Education
Essential: A bachelor’s degree in pharmacy or in any other field related to the functions of the post from a recognized university.
Desirable: A master’s degree in public health or in any other health science would be an asset.
Experience
Essential: Five years of national experience in the area of Regulation, Medicines and Health Technologies, or any other related health field, including technical cooperation in institutions concerned with public health management or evaluation of medicines and health technologies.
Desirable: Experience in technical cooperation with international organizations and programs would be an asset.
Languages
Very good knowledge of Portuguese with working knowledge of English and Spanish. Knowledge of French would be an asset.
IT Skills
Demonstrated ability to effectively use current technology and software, spreadsheets, and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

• Strong professional oral and written communication skills, including report writing and presentations.
DURATION OF ASSIGNMENT
This is an initial 6-month assignment, with possibility of extensions, subject to satisfactory performance and funding availability.
