Job Description:
Job Purpose:
The main purpose of the position is to ensure Hygiene Promotion activities align with humanitarian standards, codes of conduct, and integrate crosscutting concerns such as gender, protection, and inclusion. Apply participatory approaches in program design, training, and tool/material development to enhance local ownership and sustainability. Also Lead the planning, implementation, and monitoring of community-targeted hygiene activities, including NFI distribution and reporting. Establish and maintain strong partnerships with government, UN agencies, and NGOs while representing the organization in coordination platforms. Manage and mentor hygiene promotion staff and volunteers, oversee budget planning and expenditure control to ensure effective program delivery.
Key Deliverables:
- Ensure hygiene promotion activities are implemented according to humanitarian standards, codes of conduct, and WASH sector guidelines.
- Deliver effective community-based hygiene promotion programs targeting different population groups (children, women, men, youth, elderly, and persons with disabilities).
- Integrate cross-cutting issues such as gender, protection, safeguarding, PSEA, inclusion, and environmental considerations in all activities.
- Provide regular technical support and mentoring to Hygiene Promotion Officers, CFRM Officers, and volunteers.
- Conduct training sessions and capacity-building activities for staff and community volunteers on hygiene promotion and disease prevention.
- Ensure use of appropriate hygiene promotion tools, methodologies, and behavior change approaches.
- Facilitate participatory approaches in program design and implementation to enhance community ownership.
- Promote behavior change communication (BCC) to improve hygiene practices in refugee/host communities.
- Organize community events such as global health day celebrations and awareness campaigns in collaboration with stakeholders.
- Develop and implement annual/quarterly hygiene promotion work plans aligned with project objectives.
- Ensure timely collection, management, and analysis of program data using tools such as KOBO.
- Submit timely narrative and progress reports to management and donors.
- Document lessons learned, best practices, and program achievements.
- Assess community needs and coordinate distribution of hygiene-related NFIs (e.g., soap, jerry cans, hygiene kits).
- Develop targeting strategies, distribution plans, and post-distribution monitoring mechanisms to ensure effective use of items.
- Establish and maintain strong partnerships with government, UN agencies, NGOs, and WASH sector actors.
- Represent the organization in WASH coordination meetings, technical working groups, and sector forums.
- Strengthen collaboration with Camp-in-Charge, Site Management Support, and partner agencies.
- Recruit, supervise, and support Hygiene Promotion Officers, CFRM Officers, assistants, and volunteers.
- Promote a high-performing team environment through coaching, supervision, and performance monitoring.
- Develop and manage the Hygiene Promotion budget efficiently.
- Monitor expenditure and resource utilization to ensure cost-effective program implementation.
Key Responsibilities:
Technical Support:
- Ensure that Hygiene Promotion activities are in line with relevant standards, codes of conduct, and humanitarian principles. ·
- Use participatory approaches as a far as possible throughout the programme cycle, in training, and in the use of tool kits and other materials.
- Ensure that Hygiene Promotion activities and resources are implemented and handed over or ended in a way that promotes local capacities and sustainable operations.
- Make frequent field visits to provide technical support to HP field staff and develop and ensure the use of appropriate techniques and materials for hygiene promotion, communicable diseases and training
- Establish close coordination and effective planning with the HP technical group and donors to organize day celebrations at both camp and district levels.
- Ensure that all HP related data and information is updated, well organized and easily accessible; and that lessons learnt and best practice are capitalized.
- Ensure that gender, protection, HIV, the environment, and other important crosscutting concerns (CFRM, PSEA, Safeguarding, inclusion etc) are taken into account in programme design, implementation, and reporting; ensure that activities reflect the needs of specific groups and individuals e.g. elderly people, children, and people with disabilities.
Program Management:
- Design, implementation, and monitoring of hygiene promotion activities that are appropriate to specific sectors of the community, e.g. children, youths, women, and men.
- Identification of any need for the distribution of non-food items related to public health, such as jery cane, soap, hygiene kits, etc., and participation in the choice of items, targeting strategy, promotion of effective use, and post distribution monitoring.
- Timely submission of narrative reports to line manager on project progress, program team and donors ·
- Contribute to the development of the project strategy, new projects and/or donor proposals.
Partnership, Networking & Advocacy:
- Maintain and create strategic partnerships and networks with government, UN agencies, and other NGOs. ·
- Actively participate in the technical working group and ensure that World Vision is represented in coordination forums and review meetings.
Staff Management
- Recruit, train, and manage Hygiene promotion officers, CFRM Officer, Asst. Hygiene promotion officers and Community based volunteers/Hygiene promotion volunteers.
- Manage day-to-day logistics, administration, and personnel activities (including any local, contracted personnel/daily Labor) in accordance with national law and organizational guidelines.
Financial Management: Plan and manage the Hygiene Promotion budget, and control/authorize expenditure.
Educational Qualifications: Master degree preferably with a Master’s in Public Health or Development Studies or related field.
Knowledge & Skills:
- Familiarity with the issues around water, sanitation and hygiene related issues and behaviours.
- Familiarity with protection issues in WASH, Gender & other cross cuttings issues (PSEA, Safeguarding, CFRM & inclusion in WASH and accountability to affected persons programming.
- Familiarities of using KOBO/other online survey tools and methods of data collection.
- Excellent coordination capacity with individuals, community group representatives, NGOs, WASH officers, and government officials.
- Experience in the RANAS methodologies, CCC_PLTH and child-focused approaches.
- Knowledge of the UN system and the humanitarian community. - Excellent spoken and written Bangla and English.
- Must be ready to work in a multi-cultural environment - Appropriate communication skill and approachable.
- Must have no history of violation of children rights.
- Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
- Ability to work in and contribute to team building environment.
Experience: 5 to 8 years relevant experience, at least 3 years in the humanitarian settings.
Work Environment: Must be able to do multiple tasks and willingness to travel in various locations of Bangladesh Rohingya Crisis Response (BRCR) as required.

Employment Status: 6‑month contractual position, with the possibility of extension subject to donor approval.
