Technical Analyst Agri-PDB (Agricultural Public Development Banks) Platform - Co-Terminus

Organizational Setting

The advertised position is Co-terminus, i.e., subject to a limited duration and contingent on project funding. The successful candidate will be offered a co-terminus appointment, the duration of which is strictly limited to the period of funding for the specific project and/or assignment. Any extension, if applicable, will be contingent upon the continued availability of the same funding source, the continued existence of the position, and operational needs. Co-terminus appointments are also subject to a maximum total duration of seven years, including any contract extensions. This type of appointment does not carry any expectation - legal or otherwise - of conversion to any other type of appointment with IFAD, regardless of length of service.

Staff members holding an IFAD fixed-term or indefinite appointment are eligible to apply for this co-terminus position, with their terms and conditions of employment, including contractual status, remaining unchanged. The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.

The Office of Technical Delivery is responsible for providing expert technical guidance to IFAD teams engaged in the design and implementation of projects and programmes to deliver the high technical quality investments that facilitate rural transformation, and which comply with IFAD's mandate and operational policies. The Office ensures IFAD applies and disseminates state of the art knowledge in its investments and evidence on strategic themes and encourages the innovative application of global knowledge and evidence in IFAD investments. This helps countries tackle complex development challenges in fostering inclusive and sustainable rural transformation including mainstreaming areas. The Office of Technical Delivery (OTD) is led by a Managing Director and is comprised of two (2) divisions: the Environment, Climate, Gender and Social Inclusion Division (ECG) and the Sustainable Production, Markets and Institutions Division (PMI).

The Sustainable Production, Markets and Institutions Division (PMI) facilitates improved and efficient delivery of IFAD's corporate mandate, predominantly through the quality of the design and implementation of its policies, country strategies and projects. Key functions and activities of PMI include Quality Enhancement, Policy Engagement, Networking and Strategic Partnerships. PMIs' technical mandate covers a range of themes, all of which are key to deliver IFAD's strategic framework, including: agronomy, livestock, fisheries and aquaculture, markets and value chains, agriculture research for development (AR4D), ICT4D, inclusive rural finance (including PARM, INSURED and remittances), rural institutions and farmers organizations, rural infrastructure, water, land and natural resources management. PMI is led by a Divisional Director.

Position specifics:

IFAD is hosting the Platform of Agricultural Public Development Banks (138 agricultural PDBs in 94 countries), which is part of the Finance In Common Initiative (about 520 PDBs with different mandates) coordinated by the Agence Francaise de Développement (AFD). The coalition is also part of the UN Food System Initiative. The Agri-PDB Platform aims to strengthen the capacity of national, regional, and international PDBs to better direct and leverage financing towards sustainable and inclusive food systems, by delivering services such as technical assistance, sharing of experience and financial tools, training, support to innovation, and study tours according to the Agri-PDBs needs and contexts.

The Agri-PDB Platform was established within the framework of the Investing in Livelihood Resilience and Soil Health in ACP Countries (ILSA) programme and serves as a key mechanism for advancing the objectives of ILSA Pillar 2 Activity 1. Through its engagement with agricultural Public Development Banks (PDBs) across ACP countries, the Platform supports capacity development, knowledge sharing, and the promotion of agroecological approaches within agricultural financing systems.
In support of the programme's objectives, the Platform delivers a range of activities, including technical training, webinars, peer-to-peer exchanges, and the development of knowledge products aimed at strengthening the capacity of PDBs to design, finance and scale investments that contribute to resilient livelihoods, improved soil health, and sustainable agricultural transformation. While complementary funding sources support additional activities and geographic outreach, the Investing in Livelihood Resilience and Soil Health in ACP Countries programme remains the foundation of the Platform's work in ACP countries and its efforts to advance agroecological financing through agricultural PDBs.

Job Role

The technical Analyst is an entry-level professional in a specialized thematic area, reporting either to a more senior Technical Specialist or to the divisional Director. Technical Analysts analyse technical and policy problems of concern to IFAD, intergovernmental bodies, and national authorities and provide analytical inputs to support the development of policies, technical approaches and proposals under supervision. The incumbent may work collaboratively with the thematic Technical Specialists, Country Directors and other staff to ensure consistency, cohesion and synergy in the application of technical advice and provision of programme development support.

Position specifics:

The Technical Analyst is an entry-level professional in PDBs and agroecology, reporting to the Agri-PDB Platform Secretariat Coordinator and operating under the strategic and technical guidance of the Secretariat and associated teams within IFAD. The Technical Analyst supports the analysis of thematic and policy issues relevant to the Platform e.g. related to public development banks (PDBs) and regional networks and contributes input to the design and delivery of technical strategies, working group initiatives, and the Platform-based knowledge services. The incumbent is part of the Secretariat of the Agri-PDB platform and supports the coordination and facilitation of the network of PDBs. The incumbent participates in and contributes to ensuring coherence and cohesion with the overall activities of the Platform.

As part of the Agri-PDB Platform team, the Technical Analyst is responsible for supporting the implementation of activities linked in particular to the Platform's Working Group on Agroecology, and other thematic areas such as agroecological transition and climate policies, training, and results-based management tools (e.g. impact measurement and KPI). The incumbent supports the effectiveness, visibility, and alignment of PDB engagement in these areas under the ILSA Programme and related initiatives.

Key Functions and Results

TECHNICAL ANALYSIS:
On the basis of technical analysis of current thematic conditions, emerging development challenges and the state of rural poverty at the country, regional and global levels, the Technical Analyst provides analytical support to improve IFAD"s s capacity to address rural poverty, to support national programmes and to enhance IFAD's reputation as a trusted and valued partner. Accountabilities may include: Providing technical support in the identification, elaboration and assessment, in accordance with existing organization guidelines, technical opportunities, proposals and feasibility studies for development projects and programmes and monitoring their execution; Participating in project missions as necessary and pilot methods of analysis for IFAD projects.

KNOWLEDGE MANAGEMENT:
The Technical Analyst supports the development of viable and sustainable policy and project development at the country-level and supports regional thematic input. S/He will ensure country-level access to the latest sources of knowledge and innovation, strengthen national technical capacity and establish new knowledge and advisory partnerships. Accountabilities may include Contributing to knowledge and experiences generated through activities such as analytical and regional grants with colleagues in the country programme as well as the division; Supporting relevant knowledge development and dissemination with institutions outside of IFAD within the region concerned and national Institutions, disseminating knowledge and lessons learned with peers, counterparts and stakeholders through drafting of of Occasional Papers, journal articles, seminars and workshops, through electronic media (e.g. web resource platforms and social media) and the development of new knowledge products and operational tools that are informed by learning from the field;

PARTNERSHIP BUILDING AND RESOURCE MOBILIZATION
The Technical Analyst contributes to cultivate and maintain partnerships with a network of peer contacts inside and outside IFAD to keep up-to-date on activities at the country and regional levels, to support joint advocacy and for knowledge sharing to enhance the Fund"s profile as a highly competent and viable partner in development. Accountabilities may include, but are not limited to:

• Building partnerships with centers of excellence, complementary technical organizations and specialized departments of other development institutions (including United Nations agencies, International Financial Institutions, bilateral cooperation agencies, non-governmental organizations, and others) as st rategic partners;
• Maintaining networks with partner government staff, policy makers, researchers, and civil society for enhanced knowledge exchange, including training workshops and seminars; Identifying resource partners and opportunities for collaboration and supporting actions to develop collaboration.

5. TECHNICAL ANALYSIS:

• On the basis of technical analysis of current thematic conditions, emerging development challenges, and the financing needs of public development banks (PDBs) at national, regional, and global levels, the Technical Analyst provides analytical and operational support to activities on agroecology, green finance, and PDB institutional engagement.
• The incumbent assists in conducting technical reviews and feasibility assessments to inform PDB engagement strategies, specifically under ILSA Pillar 2, Activity 1, which focuses on promoting agroecology and green finance for PDBs in ACP countries.
• Supports the design of tools, frameworks, and methodologies for agroecological transition and impact measurement, including ILSA-funded impact measurement systems tailored for PDBs.
• Participates in field missions to assess PDB capacity-building needs, with a focus on ILSA-supported agroecology training, peer-to-peer exchanges, and webinars.
• Participates in the identification of new potential programme-level partnerships for IFAD with relevant PDBs, including through additional financing.

6. KNOWLEDGE MANAGEMENT:

• The Technical Analyst supports Agri-PDB Platform learning activities by contributing to the generation and dissemination of technical content.
• The incumbent drafts knowledge products (e.g., case studies, policy briefs, toolkits) that align with the objectives of ILSA Pillar 2, Activity 1, such as documenting best practices in agroecology financing and PDB institutional strengthening. Supports peer learning and experience-sharing sessions under ILSA Pillar 2 Activity 1, including webinars and workshops that explore innovative financing mechanisms for agroecology projects in ACP countries.
• Contributes to the integration of ILSA-funded lessons into Platform operations, ensuring that agroecology and green finance insights are embedded in IFAD"s country programmes and PDB engagements. Supports the development of strategic technical partnerships with organizations, centres of excellence, research institutions and thematic platforms that are relevant for the region, contributing to the generation and dissemination of knowledge, good practices and innovations in her/his thematic area of value chains and rural finance. The incumbent contributes to identify qualified technical consultants to be included in a corporate roster.
• The incumbent liaises closely with Technical Specialists and others at IFAD, as well as the CDs/Country teams and South South Technical Cooperation and Knowledge Centers, as well as with other relevant specialists within IFAD, on relevant knowledge management initiatives and products, including contributing to communities of practice.
• The incumbent also develops tailor-made training modules and courses related to their area of expertise as required. The incumbent supports the dissemination of information on the role of national PDBs within IFAD.

7. PARTNERSHIP BUILDING AND RESOURCE MOBILIZATION:

• The Technical Analyst supports the engagement of partners to expand Platform outreach and secure resources for targeted initiatives.
• The incumbent: Provides support to maintaining collaboration with development finance institutions, technical partners, and regional networks linked to ILSA partnerships.
• Assists in identifying co-financing and joint programming opportunities with PDBs and international partners.
• Supports the preparation of donor briefings and co-authored publications.

8. THEMATIC WORKING GROUPS:

• The Technical Analyst provides support to the day-to-day activities of the Agroecology Working Group and related thematic areas.
• The incumbent organizes meetings and aligns deliverables with ILSA Pillar 2, Activity 1 goals, ensuring that the Agroecology Working Group"s outputs directly support PDBs in ACP countries to finance agroecology projects.
• Supports tracking of working group outputs and follow-up actions meeting the needs of the PDBs. Align the objectives of the working group with the other activities and working groups of the Platform and ensure synergies with ILSA activities.
• Works in collaboration with consultants, mentors interns, and ensures quality control of outputs. The incumbent contributes to the drafting of terms of reference for interns and technical team members, supporting the engagement of qualified interns and technical consultants, facilitating technical inputs from other IFAD staff and/or others (e.g. centers of excellence, research institutions), providing analytical support to contribute to the technical quality of the working group design report, participating in select missions, as requested. The incumbent contributes to identify qualified technical consultants to be included in a corporate roster.
• Consolidates inputs from working group outcomes to develop actionable recommendations for ILSA-funded activities, such as training modules and policy briefs on agroecology financing.. Disseminate the information and participate to the communication pillar of the Platform.

9. STRATEGIC PLANNING AND MONITORING:

• The Technical Analyst supports the design and implementation of Platform work programmes and planning documents.
• The incumbent contributes to annual and multi-year work plans under ILSA, ensuring that Platform activities align with Pillar 2, Activity 1 objectives for agroecology promotion and PDB capacity-building. Explore every complementarity with Pillar 1 and Pillar 2 components.
• Supports the supervisor in ensuring that ILSA-funded activities are complementary to other Agri-PDB Platform initiatives funded by different donors, maximizing synergies and avoiding duplication.
• Supports tracking of progress on ILSA-funded initiatives under pillar 2 Activity 1 and tracking of complementarities with the other components of the whole ILSA programme. Contributes to the preparation of reports, and inputs to strategic guidance documents.
• Provides support in ensuring alignment with IFAD and donor reporting requirements (e.g. under ILSA).

10. COMMUNICATION AND VISIBILITY:

• The Technical Analyst enhances awareness of the Agri-PDB Platform's work by contributing to strategic communications:
  Supports the preparation of content for the Platform website, newsletters, and social media, highlighting ILSA milestones such as agroecology webinars, training sessions, and PDB engagement success stories.
• Edits and prepares mission reports and event summaries that showcase ILSA's impact on PDB capacity-building and agroecology financing in ACP countries.
• Supports webinars, public events, and advocacy engagements.

11. CONTRIBUTION TO COUNTRY ENGAGEMENT:

• The Technical Analyst contributes to project development with selected PDBs to strengthen institutional capacities:
• Participates in institutional assessments under ILSA to co-design training and investment planning tools that enable PDBs to finance agroecology projects effectively.
• Supports documentation of operational lessons from ILSA-funded activities, such as agroecology training and peer-to-peer exchanges and supports their integration into IFAD-supported investments.
• Contributes to service offers aligned with PDB needs and policy frameworks.

Key Performance Indicators

Assignments require input for the full programme/project cycle as well as support in knowledge sharing with peers and counterparts. The work involves technical analysis to provide inputs to project methodology and design, knowledge sharing among peers and counterparts to enhance cooperation, complementarity and synergy and support to monitoring and evaluation activities and reporting on lessons learned and best practices. The work is considered moderately complex requiring technical analysis and reporting. Typically operating as a technical analyst at the country, regional or HQ levels, the Technical Analys"s work is reviewed for technical accuracy for achieving the established work plan.

Position specific:

The incumbent contributes to the full program and knowledge cycle of the Agri-PDB Platform, including support to Platform work planning, thematic working groups, and service delivery to public development banks (PDBs). The work involves provision of technical analysis and analytical inputs into the design and adaptation of methodologies, support to knowledge exchange among Platform stakeholders, and contribution to monitoring, evaluation, and learning systems to support the development of ns learned and good practices from the field. The work is moderately complex, requiring technical review, synthesis, and reporting capacity in the areas of green and inclusive finance and PDB operations. The Technical Analyst's work is subject to review for technical quality and alignment with the Platform"s annual and multi-year work plans under the supervision of the PDB Platform Coordinator.

Working Relationships

The work relationships of Technical Analyst are primarily for the exchange of information regarding development projects. Information-gathering and exchange in support of studies and thematic assignments may also include identifying reliable sources and guidelines for obtaining information of activities undertaken on behalf of the Fund.

Position specifics:

The Technical Analyst maintains close collaboration with the PDB Platform Secretariat team, PMI Technical Specialists, IFAD country teams, and external partners. The incumbent engages regularly with PDBs in ACP countries, regional associations (e.g., ALIDE, APRACA), and development institutions (e.g., AFD, KfW, FAO, World Bank).
Interactions involve joint planning, technical coordination, knowledge sharing, and event facilitation. The role requires frequent communication through meetings, field missions, webinars, and technical workshops. The Analyst plays a central role in managing relationships to ensure effective collaboration and delivery of platform services.

As an integral member of PMI team, the incumbent works collaboratively with thematic Technical Specialists in PMI and other divisions, Country Directors (CD) and other staff to support consistency, cohesion and synergy in the application of technical advice and provision of programme development support. The incumbent supports partnership-related activities and contributes to the implementation of initiatives including supporting the advancement of the cluster of agricultural banks convened by IFAD. The incumbent also provides inputs, under supervision, to corporate events, initiatives and technical management briefs as required.

Work experience:

• Experience in resource mobilization and program management, including donor reporting and funding proposal preparation, is highly desirable
