In partnership with the International Organization for Migration (IOM), this role contributes directly to strengthening evidence-based approaches that help governments anticipate, prevent, and address climate-related displacement risks.

The IOM Climate Mobility Innovation Lab (CMIL) for Asia and the Pacific works at the intersection of climate displacement risk analytics, adaptation planning, and climate finance. Through the Risk Index for Climate Displacement (RICD), CMIL supports governments and partners across Fiji, Indonesia, the Philippines, Thailand, and Vanuatu to better understand displacement risks and translate evidence into action through adaptation investments and planning processes.

This role is central to advancing NORCAP's commitment to helping partners reduce climate-related risks and strengthen resilience through innovative, evidence-based solutions.

The Role

As Technical Advisor - Climate Displacement Risk Management, you will support governments, research institutions, and regional partners across Asia and the Pacific to strengthen climate displacement risk analysis and integrate evidence into policy and planning processes. Success in this role means helping partners build sustainable institutional capacity, improving the application of climate displacement data, and strengthening collaboration between governments, academia, and regional organisations.

This position is based in Bangkok, Thailand, with travel across the region. The initial contract duration is 12 months, with the possibility of extension. The successful candidate will report jointly to the RICD Technical Lead (Asia & the Pacific) and the Head of the Climate Mobility Innovation Lab (CMIL) Asia and the Pacific.

Responsibilities

As the Technical Advisor - Climate Displacement Risk Management, you will take on the following responsibilities:

Role and Responsibilities

• Lead and support macro- and micro-level climate displacement risk analysis across priority countries, working with national research partners to produce and refine subnational risk profiles.
• Contribute to the development and improvement of methodologies related to climate displacement risk, including slow-onset hazards, heat stress, and validation against historical displacement data.
• Provide technical advisory support to government ministries and technical working groups to strengthen the use of climate displacement evidence in adaptation planning and disaster risk reduction frameworks.
• Support deeper subnational analysis and government-led application of RICD data, particularly in Fiji, Indonesia, and Thailand.
• Facilitate the integration of RICD outputs into Climate Catalytic Fund initiatives and Climate Mobility Investment Plans, helping translate risk evidence into practical investment priorities.
• Strengthen collaboration between governments, universities, regional organisations, humanitarian actors, and development partners through coordination, technical engagement, and knowledge-sharing activities.
• Organise and facilitate technical workshops, consultations, validation exercises, and stakeholder engagement processes while developing supporting guidance and materials.
• Support donor engagement, partnership development, external representation, proposal development, and evidence generation to advance innovation and learning on climate mobility and displacement risk.

Qualifications

Qualifications and Experience

To excel in this role, candidates should possess the following qualifications and skills:

• Advanced academic background in climate risk, disaster risk management, environmental science, geography, data science, migration studies, or another relevant discipline.
• Demonstrated experience in climate risk assessment, disaster risk analysis, displacement analytics, or closely related technical fields.
• Strong knowledge of Geographic Information Systems (GIS), spatial analysis, and the use of hazard, exposure, and vulnerability datasets.
• Experience conducting quantitative analysis and working with household, community-level, or other socio-economic datasets to inform decision-making.
• Proven experience supporting government institutions or other stakeholders in evidence-based planning, policy development, or capacity strengthening initiatives; experience in Asia and the Pacific is highly desirable.
• Excellent communication, coordination, and stakeholder engagement skills, with the ability to work effectively across diverse partnerships and institutional contexts.
