The consultancy will contribute to strengthening institutional capacities in Guatemala on Sustainable Public Procurement. The ultimate result will be the design and delivery of a concise and practical training programme for public officials, structured around three sessions and supported by tailored training materials. The course will introduce key concepts of Sustainable Public Procurement, provide practical examples relevant to the Guatemalan context, and help participants identify opportunities for incorporating sustainability considerations into procurement practices. The consultancy will also produce a final document systematizing the main lessons from the training sessions, participant feedback, and practical recommendations for possible next steps in advancing Sustainable Public Procurement in Guatemala.

Duties and Responsibilities
The UN Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Industry and Economy Division works with international governments and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies, and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements. The Partnership for Action on Green Economy (PAGE), an interagency initiative involving the International Labour Organization (ILO), United Nations Industrial Development Organization (UNIDO), United Nations Institute for Training and Research (UNITAR) and United Nations Development Programme (UNDP) supports nations and regions in reframing economic policies and practices around sustainability to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. The Economic and Fiscal Policy Unit (EFPU) is executing the PAGE country delivery activities on behalf of UNEP. EFPU is looking for a consultant to design and deliver a short training programme on Sustainable Public Procurement (SPP) for public officials in Guatemala. The main activities to be carried out within the framework of this consultancy are: Deliverable 1: Sustainable Public Procurement Course Proposal and Design Package -Review of relevant background materials, UNEP/PAGE resources, available SPP instruments, and other documentation related to Sustainable Public Procurement. -Analysis of the Guatemalan institutional and procurement context, including relevant public procurement processes and possible entry points for SPP. -Identification of training needs, priorities, and practical issues to be addressed through the course. -Preparation of a proposed course structure, methodology, and session plan for three SPP training sessions. -Presentation of the proposed course structure and methodology to UNEP/PAGE focal points and, as appropriate, designated national counterparts for technical review, and incorporation of agreed revisions prior to finalisation. - Delivery Deadline: 30 August 2026 Deliverable 2: Sustainable Public Procurement Training Delivery and Final Documentation Package -Development and finalization of PowerPoint presentations and supporting materials for the three SPP training sessions. -Delivery of three training sessions on Sustainable Public Procurement for public officials in Guatemala. -Documentation of participation, key discussion points, participant questions, and issues raised during the sessions. -Collection and synthesis of participant feedback. -Preparation of a final report summarizing the training process, lessons learned, key messages, practical recommendations, and recommendations for possible follow-up actions for consideration by UNEP/PAGE and national counterparts. -Submission of all final training materials and documentation to UNEP/PAGE. Qualifications/special skills
Advanced university degree (Master's level or above), in Economics, Public Policy, or related field -At least five years of proven experience in areas related to sustainable public procurement, public procurement, environmental policy, sustainable development, public finance, or green economy. (Required) -Proven experience designing and delivering training programmes, workshops, or capacity-building activities for public officials or institutional stakeholders. (Required) -Knowledge of public procurement systems and institutional processes in Latin America, preferably in Guatemala. (Desirable) -Familiarity with Guatemala’s public procurement framework. (Desirable) -Demonstrated ability to translate technical concepts into practical guidance for non-specialist audiences. (Desirable) -Experience preparing technical reports, training materials, presentations, and workshop documentation. (Desirable) -Familiarity with UNEP, PAGE, or other international frameworks on sustainable public procurement, green economy, or sustainable consumption and production is an asset. (Desirable)
