ORGANIZATIONAL CONTEXT

Haiti faces recurrent humanitarian crises, fragile infrastructure, and severe access constraints that challenge the delivery of assistance. Haiti was designated as one of the pilot countries for the UN80 Integrated Supply Chain Reform. Haiti’s complex operating environment makes it a critical testing ground for these reforms, with lessons expected to inform global roll-out.

Within this framework, Supply Chain unit of the Country Office Haiti has been tasked with managing partner service requests, reinforcing compliance with WFP procedures, and ensuring that external services are delivered efficiently and transparently. The Unit also plays a pivotal role in bridging operational service delivery with strategic reform, ensuring that partners benefit from reliable logistics support while contributing to the broader objectives of UN80.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

• Lead the design, implementation, and continuous improvement of logistics coordination mechanisms, ensuring standards, solutions, and project delivery align with IASC guidelines and effectively address operational gaps.
• Continuously assess logistics capacities, gaps, and bottlenecks to inform strategy and advise the Humanitarian Country Team on evidence-based priorities and evolving needs.
• Build strong partnerships and ensure inclusive, well-coordinated engagement among stakeholders to enable information sharing, joint problem-solving, and efficient delivery of humanitarian logistics support.
• Coordinate external logistics services (transport, storage, customs clearance, fuel) provided to humanitarian partners, ensuring compliance with WFP procedures and donor requirements.
• Support national coordination mechanisms by actively engaging in OCHA-led inter-cluster forums and facilitating collaboration between partners and government institutions.
• Assist in the development and implementation of SOPs for external service delivery, ensuring clarity, efficiency, and alignment with WFP standards.
• Ensure timely collection, analysis, and dissemination of logistics data, monitor performance, map partners and assets, and evaluate activities to support informed decision-making and adaptive response.
• Strengthen national counterpart ownership of logistics operations by providing technical support, training, and mentoring to civil protection and disaster risk management actors.
• Contribute to preparedness and contingency planning, ensuring that national and subnational logistics capacities are integrated into emergency response frameworks.
• Facilitate partner engagement by maintaining effective communication channels, organizing coordination meetings, and supporting the identification of shared resources and gaps.
• Develop and drive advocacy strategies with partners to address key operational challenges and influence stakeholders through clear, consistent messaging.
• Support the implementation of UN80 Integrated Supply Chain reforms in Haiti, ensuring that WFP logistics sector coordination and external services are fully aligned with reform objectives and country strategy planning priorities.
• Support fundraising and reporting efforts by providing technical input, operational data, and analysis for donor reports and proposals.
• Mobilize and manage financial, human, and material resources to support logistics coordination activities, ensuring alignment with plans, budgets, and WFP regulations.
• Promote continuous improvement in service delivery by identifying bottlenecks, proposing solutions, and ensuring cost efficiency and quality standards.
• Any other duties required by supervisors.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education: University degree in International Relations, Economics, Commerce, Business Administration, Logistics, or Accounting or other relevant field.

Experience: 5+ years post graduate professional experience in supply chain coordination and management, preferably with UN agencies or INGOs. Proven record in managing teams and coordinating external service delivery. Knowledge of cost-recovery modalities, service provision frameworks, and inter-agency coordination. Experience in reform design, workflow optimization, and accountability mechanisms. Familiarity with UN supply chain and financial procedures and humanitarian coordination mechanisms (Logistics Cluster, HCT).

• Partnership: Builds and sustains strong, trust-based partnerships across UN, NGOs, government, private sector, and other actors, leveraging complementarity and fostering collaboration for collective impact.
• Customer Service (Partner & Beneficiary Focus): Ensures responsive, needs-based logistics support by understanding partner requirements, addressing common gaps, facilitating access to services, and ultimately supporting affected populations effectively.
• Reporting (Information Management & Monitoring): Collects, analyses, and communicates logistics data to monitor performance, inform decision-making, ensure transparency, and adapt operations based on evolving needs and evidence.
• Donor Relationship Competence: Supports resource mobilization, demonstrates accountability and transparency to donors, clearly articulates funding needs and impact, and promotes cost efficiency in delivering logistics solutions.

Language: Fluency (level C) in English and French is required.
