Position Title: Supply Chain and Digital Solutions Senior Manager
Contract type: Full time, open-ended
Report to: National Director
The Digital and Supply Chain Management Solutions Senior Manager provides strategic leadership and oversight for World Vision Mongolia’s Supply Chain Management and Digital/ICT functions, ensuring the effective, efficient, and compliant delivery of services, systems, and solutions that support organizational objectives. The role is accountable for the governance, performance, and continuous improvement of procurement, sourcing, supplier and contract management, logistics, inventory, fleet, fixed assets, ICT services, digital platforms, and data-enabled business solutions, in accordance with World Vision Partnership standards, donor requirements, and organizational policies.
As a member of the Senior Leadership Team (SLT), the Senior Manager contributes to organizational strategy and supports the National Director and the SLT by providing evidence-based advice, performance insights, risk analysis, and practical recommendations that strengthen stewardship, compliance, service quality, innovation, and operational effectiveness. The role fosters collaboration across functions, drives digital transformation and continuous improvement initiatives, and develops high-performing teams that contribute to the strategic objectives of the organization.
20% Strategic Leadership, Planning, Policy Alignment, and Continuous Improvement:
· Develop integrated SCM and Digital/ICT strategies, annual plans, service standards, and performance targets aligned with WV Mongolia’s strategy, grants, operations, and Partnership standards.
· Review and strengthen policy compliance, procedures implementation, update process flows, and tools based on operational needs, audit findings, system changes, and risk trends.
· Promote continuous improvement, innovation, process simplification, accountability, and service excellence within both SCM and Digital/ICT functions.
· Identify recurring bottlenecks, compliance gaps, and system/process inefficiencies, and lead practical improvement initiatives.
· Advise the National Director and SLT on SCM and digital priorities, risks, performance issues, investment needs, and improvement opportunities.

20% Supply Chain Management Quality Assurance, Compliance, and Accountability:
· Provide oversight of the end-to-end SCM cycle - sourcing, procurement, supplier selection, contracting, logistics, inventory, fleet, fixed assets, and supplier performance management.
· Ensure compliant implementation of WV Source-to-Pay processes, SCM policies, donor requirements, internal controls, documentation standards, and Levels of Authority.
· Work with Operations, Programmes, Grants, Finance, and other functions to integrate procurement planning into annual planning, grant start-up, project implementation planning, budgeting, and operational reviews.
· Develop annual sourcing strategies from consolidated plans, especially for major, recurring, high-value, high-risk, or strategic requirements.
· Provide quality assurance over tactical sourcing results, framework agreements, procurement committee submissions, supplier selection records, and contract recommendations.
· Oversee supplier and contract management, including supplier rationalization, contract utilization, renewal planning, supplier performance follow-up, and value-for-money opportunities.
· Ensure supplier selection processes are transparent, competitive, well-documented, objective, and compliant with thresholds, due diligence, sanctions screening, conflict-of-interest standards, and donor expectations.
· Ensure the development, review, update, and consistent use of procurement documents, including contracting terms and conditions, RFPs, ITBs, RFIs, evaluation templates, and supplier documentation.
· Ensure logistics, warehousing, inventory, fleet, and fixed asset practices are compliant, properly documented, and designed to prevent losses, delays, misuse, stock-outs, safety concerns, or unmanaged risks.
· Maintain a strong SCM control environment by regularly assessing risk areas in procurement, logistics, inventory, fleet, fixed assets, supplier management, and contract management.
· Ensure audit findings, management actions, risk mitigation measures, and compliance issues are followed through and resolved within agreed timelines.
· Monitor SCM performance through procurement metrics, dashboards, performance scorecards, monthly management reports, and other agreed reporting tools. Use SCM performance data to identify trends, delays, process gaps, compliance risks, and opportunities for continuous improvement.
20% Digital solutions and ICT Leadership:
· Advise and support the National Office on strategic issues related to digital systems and platforms, ensuring alignment with organizational goals, operational needs, and global standards.
· Oversee the integration and performance of ICT functions, ensuring timely, efficient, and high-quality service delivery across all departments.
· Provide guidance and implement digital solutions initiatives from the Global Centre and internal stakeholders to enhance stewardship, drive innovation, and improve impact for children, communities, and partners.
· Identify gaps and opportunities in digital systems for internal operations and external engagement, including donors and partners, and collaborate with function leads to design and implement effective solutions.
· Ensure the successful execution of Digital Solutions and ICT business plans and performance targets, fostering a culture of accountability, continuous improvement, and service excellence.
· Ensure adherence to cybersecurity standards and oversee the regular maintenance, security, and reliability of digital systems and infrastructure to safeguard organizational data and ensure uninterrupted operations.
· Identify and manage risks associated with ICT infrastructure and digital solutions, including data security, system reliability, and technology adoption, ensuring proactive Security and Risk plans are in place to protect organizational operations and stakeholder trust.
20% Leadership and Staff management:
· Represent the Supply chain and Digital solutions team in Senior Leadership Team (SLT) meetings, actively contributing to strategic decision-making while modelling full alignment with World Vision’s mission, core values, and the Covenant of Partnership. Serve as a role model in living out the Witness to Jesus Christ policy, demonstrating Christ-centered leadership to the SC and DS team and the wider staff community.
· Provide strategic direction, coaching, and technical support to RD staff, ensuring high performance and professional growth.
· Build team capacity in funding acquisition and donor engagement, in collaboration with People & Culture, through structured development plans and on-the-job coaching.
· Promote staff well-being and psychological safety by recognizing and addressing emotional and spiritual needs, in collaboration with the People & Culture senior lead, to ensure a supportive and nurturing work environment.
· Identify and address capacity gaps in supply chain and digital dexterity within the team and across the National Office, and lead efficient team planning to maximize talent and impact.
· Participate in national and regional capacity-building initiatives to strengthen leadership and technical capabilities.
15% Internal and External Liaison and Coordination:
· Serve as the strategic liaison and primary point of contact for both internal and external stakeholders, ensuring seamless communication and collaboration across the Supply Chain and Digital Solutions functions.
· Cultivate and sustain effective working relationships with Support Offices, Global Centre (GC), and Regional Offices to facilitate alignment and operational efficiency in supply chain and information systems initiatives.
· Engage proactively with external partners including vendors, NGOs, international organizations (e.g., UN agencies, donors and partners), and private donors to support programmatic and operational needs.
· Foster strong cross-functional collaboration within World Vision Mongolia (WVM), by maintaining consistent engagement with field managers, project managers, and other departments to ensure shared accountability to achieve high levels of service effectiveness and stakeholder satisfaction.
5 % Other responsibilities:
· Actively participate in relevant capacity-building initiatives (online or in-person) and spiritual development activities such as devotions and chapels.
· Perform other duties as assigned by the National Director to support the overall mission and effectiveness of World Vision Mongolia
