Specialist in analysis of existing solutions and service standards for foreign clients

Nature of the consultancy:

analysing existing legal frameworks, service standards and solutions used within Public Employment Services (PES) in relation to the provision of services for foreign clients. The role involves a systematic review of current tools, procedures, and practices in order to assess their effectiveness and consistency. Identifying gaps, inconsistencies, and areas for improvement in the existing approaches to service delivery.

Project Context and Scope:

The consultancy is implemented within the framework of the project “Standardisation of Services for Foreign Nationals in Public Employment Services (PES)”, implemented by IOM Poland in partnership with the Polish Migration Forum Foundation (PFM) and in cooperation with the Ministry of Family, Labour and Social Policy under the European Funds for Social Development 2021–2027 programme. The project aims to develop minimum and extended standard for the provision of services to foreign nationals within PES in Poland, based on a needs assessment of PES employees and foreign nationals, with particular attention to labour market integration, accessibility of services, and the specific needs of vulnerable groups.

Responsibilities

Category B Consultants: Tangible and measurable outputs of the work assignment

1 Month

• First deliverable: Reviewing the existing legal and institutional frameworks governing Public Employment Services (PES), with particular focus on services provided to foreign nationals. The report should be developed based on a structured review of relevant legislation and institutional arrangements.
• Second deliverable: A structured review of available sources and solutions concerning the provision of services to foreign clients by PES. The report will summarise existing studies, reports, evaluations, and other relevant documentation, and will include an analytical synthesis of key findings, trends, and identified gaps.

2 Month

• Third deliverable: A comparative review of existing service standards and/or good practices in the provision of services to foreign clients by public institutions in three selected EU Member States. The output will include a structured analysis of approaches, models, and solutions applied in different national contexts, with identification of transferable practices and lessons learned.

3 Month

• Final deliverable: Contribution to the preparation of the content of the minimum and extended service standards for the provision of services to foreign nationals. This includes supporting the drafting process based on evidence generated through research and analysis, as well as ensuring consistency with identified good practices and analytical findings.

Performance indicators for the evaluation of results

• Timely submission of all deliverables;
• Quality and relevance of the analytical review and outputs;
• Evidence-based approach and use of sources;
• Contribution to standards development.

Qualifications

Required Qualifications and Experience

Education

• Master’s degree in social sciences, career counselling, or a related field.

Experience

• At least 5 years of experience in conducting analytical research and reviews in the areas of the labour market, integration of foreigners into the labour market, the role of labour market institutions, as well as legal frameworks and public policies in this field.
• Research experience related to the functioning of Public Employment Services (PES) and their role in the integration of foreigners will be considered an asset.
• Documented experience in data analysis and in preparing analytical reports based on conducted research and diagnostic studies.
• Demonstrated knowledge of issues related to the provision of services to foreign nationals.

Languages

• Fluency in Polish (written and spoken). Fluency in English will be considered an advantage.
• English will be an advantage

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
