Social and Behaviour Change in UNICEF is a cross-cutting programme strategy that analyses and addresses the cognitive, social and structural determinants of individual practices and societal changes in both development and humanitarian contexts. SBC uses the latest in social and behavioral sciences to understand people, their beliefs, their values, the socio-cultural norms and the economic and institutional contexts that shape their lives, with the aim of engaging them and increasing their influence in the design of solutions for change. SBC brings social and behavioral evidence generation together with participation in community-led and human-centered processes. SBC is at the core of UNICEF’s mandate, with corporate results across sectors revolving around behaviors like immunization, feeding practices, learning, hygiene, and positive discipline, as well as transformations across sectors needed to make societies more inclusive, equitable and peaceful.

UNICEF Lebanon operates in a complex, protracted multi‑crisis context affecting children, adolescents, and their families. The country programme focuses on delivering equitable and sustainable results across key sectors (Health, Nutrition, Education, Child Protection, WASH, Social Policy, and Youth) through integrated humanitarian and development programming. Priorities include increasing access to and demand for essential services, reducing inequities, strengthening national systems, and enhancing community engagement, accountability, and emergency preparedness.

The SBC Section plays a cross‑cutting role in supporting these objectives by addressing behavioural and social drivers that influence programme outcomes. SBC contributes to improving service uptake and quality of results through evidence generation, community engagement, and integration of behaviourally informed approaches across sectors. In Lebanon’s context, marked by social norms, misinformation, and barriers to trust and access. SBC is a key enabler of programme effectiveness and accountability.

How can you make a difference?

Under the general guidance of the SBC Specialist Section and in close coordination with Sectoral and Cross‑Sectoral Specialists and Officers, you contribute to and are responsible for the design, management, monitoring, and evaluation of evidence‑based, inclusive, and innovative SBC strategies in support of the country programme.

Summary of key functions/accountabilities:

1. Generate and utilize research, data, and evidence to inform the design, measurement, and monitoring of SBC programs and outcomes in both development and emergency contexts and to build the evidence base for SBC.
2. Design, plan and implement SBC activities that are backed by social and behavioural evidence and strong engagement and participation mechanisms in both development and humanitarian contexts.
3. Support operationalization of SBC by advocating for SBC, mobilizing resources, coordinating across stakeholders, sectors and teams, and partnership building.
4. Promote continuous learning, strengthening and scaling up in SBC for both development and humanitarian contexts through capacity building for UNICEF staff and partners.

To qualify as an advocate for every child you will have…

Minimum requirements:

• Education: A university degree (Bachelor’s or higher) in a social and behavioral science, including sociology, social work, educational studies, anthropology, communication studies/communication for development, psychology and/or related field is required.

• Work Experience: A minimum of two years of progressively responsible professional experience is required in Social and Behaviour Change (SBC), communication for development, or social development programme planning and implementation.
• Candidates should demonstrate experience in designing or implementing evidence-based SBC interventions, working with communities and partners to address behavioural and social barriers, and contributing to programme monitoring and reporting in multi-sectoral contexts.
• Strong understanding of SBC principles is required, including the ability to identify priority behaviours, analyse behavioural drivers, and support the design of SBC strategies and community engagement approaches; and any other related fields.

• Skills in behavioural analysis, evidence generation, SBC strategy design, community engagement, stakeholder coordination, and resource mobilization are required.
• Language Requirements: Fluency in English and Arabic is required.

Desirables:

1. Language: Knowledge of another official UN language (Chinese, French, Russian or Spanish) is an asset.

1. Familiarity with behavioural insights, human-centred design, and accountability to affected populations mechanisms is considered an asset.
2. Experience with UN agencies or international organizations and in humanitarian or complex settings is desirable, along with exposure to formative research, social listening, or capacity building.
