Job Description:
This position is a dedicated role for the project “PHINLA Phase 2: Global Program to Scale-Up multi-sectoral Sustainable Waste Management Systems and strengthening of Livelihoods for poverty affected populations in the PHilippines, INdonesia and Sri LAnka”, funded by the Federal Ministry for Economic Cooperation and Development or “BMZ”, through World Vision Germany, who also partially funds the projec t. The WVIDN PHINLA Phase 2 team consists of the Government Relations & Partnering Manager, Accountant, Technical Livelihood Coordinator, and Social Accountability Coordinator. This team will work side-by-side with the fellow implementing partner of PHINLA Phase 2 in Indonesia, namely, based on the developed proposal thus far, Divers Clean Action (DCA). WVIDN and DCA make up the PHINLA Phase 2 Indonesia team; who will work with, coordinate with, report to (in terms of donor relations) the PHINLA global-level team, who then reports to WV Germany.
A central structural theme in Phase 2 is the long-term transition process of the partner, where the partner will gradually have larger roles and responsibilities, for sustainability purposes. The Social Accountability Coordinatorposition will ensure the quality of field implementation of social accountability processes, especially within the framework of the citizen voice and action (CVA) WV core project model (CPM), focusing on public participation in dialogues/engagement with institutional stakeholders. The position will need to have strong skills in design, monitoring, and evaluation component as it is an integral part of CVA.
This position will also be responsible in leading the advocacy activities to influence the government and partners’ priorities in waste management, improve policy/ regulations on waste management, including collecting evidence to inform the improved policy/ regulations/ system.
Strategy Development & Planning
- Develop social accountability strategy and implementation plan that is suitable to local and national context, rooting from the project design document (proposal/application)
Resource Acquisition & Management/ Engagement/Project Management
- Review costs of the social accountability efforts to ensure cost-effectiveness of interventions and to identify ways to leverage the advocacy efforts
Capacity Building/ Technical works
- Provide technical support for the communities and partners related to social accountability.
- Provide intensive technical assistance to CVA or community social accountability facilitator
- Create a Community Learning environment (including children and the marginalized) and encourage communities to share and learn from their own experiences as part of confidence and capacity building.
Accountability & Quality Assurance
- Conduct effective analysis from advocacy regular monitoring
- Produce good documentation and well-coordinated reporting system, including lesson learned on advocacy efforts
- Provide technical support for Project Manager in collaboration in project planning, implementation, monitoring and reporting processes relevant to assigned areas.
- Contribute to the submission of reports according to the BMZ’s and WV’s requirement
- Providesupporting information to complete ITT requirements.
- Share lessons learned from reports and evaluations with communities, development partners and other stakeholders
Networking & Coordination
- Build close and constructive relationships and actively
- Learn within partner communities in order to understand their realities and facilitate development processes effectively.
- Work with stakeholders in a range of different development relationships towards the well-being of children in the communities.
- Ensure that dialogue includes whole communities inclusive of their diversity.
- Contribute to develop robust networks and excellent relationship with the Government Including but not limited to sub-village, village, and district official, legislative in Province level, KLHK, DLH, BAPPENAS, and other national ministries, KSBB (Kolaborasi Sosial Berskala Besar) Jakarta Forum, the PHINLA-initiated & NWMC / Global & National Waste Management Committee) and other relevant strategic government stakeholders and communities
- Work with the team to undertake social networks analysis in order to understand the functions various stakeholders fulfill, power dynamics, potential for partnership and capacity building needs within target areas.
Management & Leadership
- Lead local partners to ensure project and program goals within target areas are met according to the project design on time, on budget and with quality.
- Monitor the context of target areas on an ongoing basis and recommend adjustments to program plans and management in light of changing context, resources, and opportunities.
- Monitor project expenses against budget for target areas and provide recommendations for over / under spending.
- Facilitate effective teamwork, coordination and work planning among coordinators, officers, field facilitators, and administrative staff to ensure program implementation as standard and achieved the target.
- Ensure that field facilitators, cadres and partners understand and follow the WV child protection policy, that efforts are taken to respond promptly and appropriately to child protection incidents, and that awareness raising for prevention and reporting of child protection incidents occurs within the program area
- Develop and manage annual performance agreement
- Submits periodical/ monthly accomplishment report
- Build and maintain positive spirit of working in team with other staff in respective unit and department

- Be a role model and inspiration in managing work, communication and relationship with internal staff and external parties.
- Manage all implementations and risks related to PHINLA Phase 2 according to organization policies, guidelines, and standard. This includes risks in fraud, safeguarding, and other related risks.
Requirement :
- Bachelor’s degree in Public Policy, Social Development, Social Welfare, Political Science, Public Administration, or a related field.
- Minimum 5 years of experience in a coordinator-level role, preferably managing projects related to waste management, social accountability, and Design, Monitoring, and Evaluation (DME), including partner engagement and capacity-building initiatives.
- Completion of a Project Management for NGOs course or equivalent project management training.
- Experience in waste management programs is highly desirable.
- Strong conceptual understanding of:
- Waste management systems
- Economic livelihood improvement initiatives (an advantage)
- Government relations and advocacy
- Social accountability approaches, including the Citizen Voice and Action (CVA) model
- Partner engagement and capacity building
- Strong interpersonal, communication, and facilitation skills.
- Proficiency in both Bahasa Indonesia and English, with excellent verbal and written communication skills.
- Willingness and ability to travel as required.
- Good physical and mental health.
- Strong conceptual understanding of basic Design, Monitoring, and Evaluation (DME) principles and financial management functions.
- Proficient in Microsoft Office applications.
- Strong analytical, problem-solving, and decision-making skills.
- Excellent collaboration, stakeholder engagement, and facilitation abilities.
