Shock Responsive Social Protection (SRSP) Coordinator

Under the guidance of the Senior Shock Responsive Social Protection Coordinator and the Head of Field Programme Operations at the Surkhet Field Office, The position holder will be responsible for implementing Save the Children’s component of the People in Need (PIN)-led consortium project, Pratibaddha IV: Whole-of-Society Approach to Strengthening and Scaling Shock Responsive and Anticipatory Multi Hazard Preparedness and Response in Western Nepal, across the project districts of Sudurpaschim, Karnali, and Lumbini Provinces. The position holder will be responsible for coordinating with the SCI team, PIN, other consortium partners, and government stakeholders at the district and local levels to plan, implement, and monitor project activities in accordance with the agreed Detailed Implementation Plan (DIP), ensuring that the required technical support is provided. The position holder will also be responsible for ensuring the implementation of the MEAL plan, documenting and promoting project learning for scale-up, and enhancing the visibility of Save the Children’s work on Shock Responsive Social Protection (SRSP).

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:

Technical Assistance and Quality Assurance:

• Serve as the district and local level technical focal person for Shock-Responsive Social Protection (SRSP) within the context of Disaster Risk Management (DRM) governance.
• Facilitate and coordinate capacity-building activities in collaboration with PIN and the Senior Shock Responsive Social Protection Coordinator, based on the capacity-building plan and in alignment with project outputs and indicators.
• Lead the development and/or revision of SRSP-related Standard Operating Procedures (SOPs), and guidelines at the district and local level.
• Make regular field visits and ensure the quality, identify best practices, identify issues to be addressed, and share with Senior Shock Responsive Social Protection Coordinator to seek technical advice
• Ensure the use of consolidated multi hazard and multi-sector risk assessment tools/guidelines that fits in line with the SCI CSP, MEAL plan and learning from stakeholders.
• Facilitate the SRSP part at the district and local level workshops and trainings
• Lead the thematic discussion on SRSP at district level including mandates, roles and responsibilities, coordinating arrangements, challenges and proposed solutions
• Support multihazard risk analysis embedding social protection database

Project management /implementation:

• Support to prepare and implement SRSP readiness action plan prioritize by targeted local governments
• Takes lead role at district and local levels in delivery of SCI component in a consortium led by PIN and ensure SRSP result is delivered and is integrated in other results of the project
• Ensure timely and quality technical support is available to the partner’s team on SRSP activities at the district and local levels through implementation of DIP.
• Ensure the effective and efficient implementation of the project grants
• Liaising closely with the field team, ensure clear roles, responsibilities and timelines are set for all project requirements such as reports, budget realignments etc.
• Ensure development and implementation of project /detail implementation plans and budgets, procurement plans and provide guidance and solutions to problems to ensure smooth, quality implementation of MEAL plan and achievement of log-frame objectives and results.

Coordination:

• Coordinate closely with consortium partners to ensure implementation of SCI deliverables
• Build good working relationships with all the stakeholders working in Anticipatory Action and SRSP at district and local levels and across other teams within SCI
• Work closely with the implementing partner deployed by PIN for the implementation of the SCI component of the project
• Coordinate with local government and district government
• Work with logistic team to ensure that programme supply needs are clearly defined and coordinated for implementation

Advocacy:

• Coordinate with districts, municipalities and relevant stakeholders
• Work as a district and local level focal point to coordinate with consortium partners
• Development and implementationof advocacy strategy at the local levels

Documentation and reporting:

• Conduct field visits to prepare high quality learning documents and reports as per SC and the donor’s requirements and timely submit to related stakeholders
• Ensure quality progress reports and learning documentation are prepared and share them at appropriate level
• Keep Senior Shock Responsive Social Protection Coordinator abreast regularly on the progress, consult for key decisions and way forward in the area responsible for.
• Work with programme teams to ensure that reports are delivered according to SC and donor contractual requirements, within the agreed timescale and budget.
• Ensure the compliance of programmes with internal SC requirements and any relevant external donor requirements

Qualifications and Experience:

• A minimum of 3 years’ experience in DRR/humanitarian/social protection sectors
• Master’s degree with 3 years of experience or bachelor’s degree with 5 years of experience in relevant areas such as disaster risk management, social policy, social sciences or equivalent.
• Solid project delivery, implementation, and monitoring skills with a proven history of delivering results
• Experience of working on shock responsive social protection, anticipatory action, DRR and emergency preparedness work
• Good understanding of shock responsive social protection, anticipatory action, DRR and Humanitarian programming or relevant thematic area
• Proven experience in coordination with municipalities, district stakeholders’ other government partners and the ability to lead, motivate and develop others
• Ability to analyze information, evaluate options and to think and plan strategically
• Effective interpersonal skills including leadership skills and ability to motivate those line managed by you and provide constructive feedback on performance
• Fluency written and spoken English and Nepali, as well as excellent report writing skills
• Commitment to and understanding of Save the Children’s aims, values and principles including rights- based approaches

Desirable

• Worked within the NGO community, donor agencies and government departments in relevant role
• Ability and willingness to stay and travel to any parts of the country
