The Shelter and WASH Assistant positions support NRC’s Shelter and WASH team in South Lebanon in the implementation of field activities under both emergency response and regular programming. The roles contribute to the delivery of timely and effective assistance to affected populations in line with NRC standards and sector priorities.

The positions work at the field implementation level, providing operational support including participation in technical assessments, distributions, monitoring activities, data collection, and follow-up with the contractors on the implementation of shelter and WASH-related activities in the south.
Generic Responsibilities
- Facilitate and monitor the Emergency, shelter and WASH activities and ensure compliance with plans and NRC standards.
- Implement delegated Emergency Response project portfolio according to plan of action.
- Produce accurate drawings, reports, measurements (BoQs) and/or photographs as evidence of a technical assessment
- Prepare and develop status reports as required.
- Carry out data collection as required and ensure proper filing of documents.
- Ensure minimum Shelter and WASH standards (based on SPHERE) are applied and maintained in collective shelters, shelters, schools,etc.
- Mobilize communities and community leaders for the building materials, construction activities, and maintenance of structures.
- Administrate payment requests for partners, contractors, suppliers, construction workers etc.
- Carry out related mainstreaming of protection in programme daily implementation as per the set NRC’s Protection mainstreaming guidelines and ensures reporting any breaches/concerns to the line manager for proper action.
- Compliance and adherence to NRC policies, guidance and procedures, (if a function role) and a specific responsibility for the functions policies and procedures
Specific responsibilities:
- Conduct rapid and precise technical assessments for collective shelters, schools, Residential units in scattered areas, ISs,etc.
- Produce accurate drawings, reports, measurements (BOQs), and/or photographs as evidence of a technical assessment.
- Identify needs and propose scope of intervention (from the technical aspect) for shelter rehabilitation such as minor rehabilitation works, major construction works and/or property upgrades
- Supervise the contractor’s rehabilitation work in the assigned collective shelter, Residential units and schools.
- Assist beneficiaries with technical advice on how to complete their works at the expected quality and budget.
- Ensure that all materials used and work performed address beneficiaries’ needs and ensure safety by doing safety inspections of the sites.
- Monitor, supervise and inspect the quality of the works so as to ensure conformity with the technical specification as specified in the Bill of quantities (BOQ) and scope of works, drawings and design requirements
- Check plans, drawings and quantities for accuracy of calculation.
- Distribution of Basic Assistance Kits, WASH-related kits, and other emergency-related supplies. Distribution efforts will encompass NRC areas of intervention including border areas, Palestinian camps and gatherings, ISs, and collective shelters.
- Ensure that the distribution sites are organized according to standard operating procedures and security rules.
- Report activities using distribution lists, field reports, attendance lists, and Kobo online activity reporting.
- Generate comprehensive weekly and monthly situation reports reflecting trends, challenges, and needs on field.
- Prepare daily report, consent forms, cooperation agreements and all other needed documentation for initiating and implementing construction works.
- Conduct multi-sectoral need assessments in areas experiencing new displacements.
- Water sampling and testing” collecting water samples from the site and testing it in NRC lab”.
- Data entry
- Report all protection-related concerns following internal and external referral pathways.
- Report code of conduct breaches especially those that affect vulnerable populations.
- Share your skills and experience within the team and learn from your colleagues.
- Perform any other relevant Emergency Response duties as requested by the Line Manager.
- Perform any other relevant Shelter and WASH duties as requested by the Line Manager.
- Participate in any trainings or assessments required by NRC Programmes
Qualifications
- Bachelor’s degree in civil engineering, Architecture engineering, or any related field
- 1-2 years of experience working on Projects in a humanitarian/recovery context
- Proficiency in MS Office (Word and Excel)
- Fluency in English and Arabic, both spoken and written
