During an in-country mission to Liberia, the consultant will provide high-level technical expertise across two heavily structured weeks:
Purpose of the Post:
UNICEF Liberia is supporting the Ministry of Education (MoE) to strengthen national digital learning infrastructure and expand access to schooling for vulnerable and out-of-school children. Following the 2025 Joint Education Sector Review (JESR) and Mid-Term Review (MTR), the MoE prioritized flexible, alternative digital learning modalities through the deployment of the Learning Passport (LP) platform.
This short-term assignment brings specialized regional expertise to accelerate the deployment process. The urgency is dictated by the TICAD grant expiration on 11 February 2027, requiring all hardware procurement, platform localization, and deployment setups to be fully completed and functional by late December 2026. The consultant will align interministerial governance structures and support the finalization of a fast-tracked roadmap.
