Job Summary: The Senior Technical Advisor – Health Programs will provide strategic technical leadership, monitoring, and support for the design and implementation of integrated, life-saving HIV, TB, and broader health service delivery strategies under the EpiC project in Uganda. S/he will strengthen a whole-systems approach by supporting capacity building of project partners, optimizing service integration across the continuum of care, and ensuring high-quality, coordinated technical performance. S/he will be responsible for the timely delivery of high-quality technical outputs within budget, while supervising technical teams to achieve program objectives. The role will also lead and contribute to technical engagements with key stakeholders, including donors, the Government of Uganda ministries, and technical working groups, to advance integrated, sustainable health system outcomes. Accountabilities: Provide technical leadership in integrated HIV, TB, Malaria, and related health services in Uganda in collaboration with the EpiC Technical Director; Creates and/or refines technical portion of the project workplan, within the given resource and financial constraints. Demonstrates good judgment in addressing challenges, selecting methods, techniques, and evaluation criteria for obtaining solutions, with some supervision. With technical oversight, provide technical leadership in the design, development, planning, and implementation of the EpiC project in Uganda. Contributes to staff and partner capacity-building on implementing and monitoring integrated health services, including adopting a whole facility strengthening approach. Leads the day-to-day technical activities and tracks delivery of project results as guided by the technical director. Supervises and oversees staff members’ Level of Effort (LOE) allocations, ensuring optimal resource coverage and alignment with program needs. Maintains constructive dialogue and technical exchange with country counterparts and technical staff members of implementing partners. Develops tools for the design and implementation of specific technical components of the project workplan, as needed. Supervises technical staff members, sub-partners, and others implementing technical project work. Develops and implements technical training and capacity building interventions for sub-partners. Identifies strategies to address training gaps. Drafts donor technical reports. Prepares and delivers presentations to donors and the Government of Uganda stakeholders on project progress. Gathers and aggregates data to provide a summary / high-level overview. Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures. Applied Knowledge & Skills: Ensures appropriate and timely technical support for the EpiC project. Ensures the quality of implemented technical activities and systems at all levels. Conducts routine coordination with employees and consultants, as needed, on-site and at field sites. Strong knowledge and practical skills in integrated health service delivery, including HIV, TB, and other priority health programs in Uganda. Solid understanding of integrated health service delivery standards, operational processes, workflows, and task coordination across HIV, TB, and other health services Can manage projects, set realistic priorities, and plan for the successful implementation of activities. Strong writing and verbal communication skills. Relevant computer software skills (including, at a minimum, the standard applications in MS Office). Ability to manage own work to job and performance standards. Must be able to read, write and speak fluent English. Problem Solving & Impact: Demonstrates the ability to assess needs within agreed upon duties and considers course of action best to meet those needs. Effectively applies knowledge of technical area to solve a range of problems. Demonstrates the ability to develop solutions to problems that cannot be solved using existing methods or approaches. Problem solving involves evaluating and resolving discrepancies with data, analyses, processes, etc. within prescribed guidelines. Supervision Given/Received: Will supervise junior staff members. Coordinates own workflow and sets individual priorities. Works under general guidelines for completion and accuracy as determined by the supervisor. Accomplishes results through lower-level staff managers or through experienced staff who exercise independence in their assignments. Serves as a mentor to more inexperienced technical staff. Reports to Technical Director. Education: Master’s Degree or its International Equivalent in either Public Health, Global Health, Epidemiology, clinical medicine, or a Human Development or Related Field. Project Management (PM) training is of added advantage. Experience: 8+ years of relevant experience in the technical implementation of large Health (including HIV, TB, and other related) projects and/or programs in Uganda. Experience working with PEPFAR-supported programs and local or international organizations implementing health programs in Uganda. Documented experience providing technical assistance and capacity building to government and/or partner organizations. Program development or program management experience are strongly preferred. Typical Physical Demands: Typical office environment. Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard. Ability to sit and stand for extended periods of time. Ability to lift 5 - 25 lbs. Travel Requirements: 20% - 40% The expected hiring salary range for this role is XOF 120,000,000 - 180,000,000 for annual basic salary.
