Employee Contract Type: Local - Fixed Term Employee (Fixed Term) Job Description: Position: Senior Project Manager for Strengthening Community Based- Surveillance and Maternal & Child Health Services in priority (MCH&GHS) (Disclaimer: Successful applicant will be offered contingent to grant approval) Location: 70% in Banteay Meachey /Siem Reap Province and 30% based in National Office Phnom Penh. Salary: Negotiable Closing Date: 26 March 2026 Contract : Fixed-term (9 months) POSITION DESCRIPTION: The project is looking for a potential candidate to fulfill the role of The Senior Project Manager will collaborate closely with four project coordinators, the Senior Technical Specialists, Area Program Manager and team, Regional Management team, CDC, NMCHC, NNP, Provincial Health Departments (PHDs), operational districts (ODs), and Health Centers (HCs) to ensure timely delivery of project outputs and activities. The role reports to the Senior Manager for PNSs/GIK and leads implementation efforts to build skills and practices among PHDs/ODs staff, health center midwives and nurses, and community health workers. This supports the project goal: To strengthen community-based disease surveillance and increase access, linkage, and utilization of essential maternal and child health services in selected border provinces affected by migration and health access vulnerabilities. This position is a strategic leadership role in project management that demands strong leadership skills, aligned with WVI-C's values and mission. The Senior Project Manager will represent the project and WVI-C in stakeholder engagement to build capacity for promoting and supporting and strengthening Community Based- Surveillance and Maternal & Child Health Services in priority closed border provinces Cambodia – Thailand, among PHDs, MCHs, ODs, and HC midwives. Additionally, the role will lead and monitor project implementation to ensure alignment with the MCH and GHS approach/standard and compliance with donor requirements. Key objectives: Grant Management: working closely with resource acquisition, procurement team, finance team at national and zonal levels in order to ensure timely delivery of project outputs and activities. Partnership and Stakeholder Management: Take full responsibility for engaging with PHDs, MCHs, ODs, HCs and relevant authorities as appropriate for good collaboration and partnership. Financial Management: Develop and implement the project implementation plan in consultation with the STS Nutrition and the finance team. MAJOR RESPONSIBILITIES: I. GRANT MANAGEMENT, Coordinate and implement the project considering the elements of project planning, implementation, monitoring, budget management in accordance with project design. Ensure evidence-based programming, including lessons learnt and best practices are documented Manage the overall risk in the project, including designing, implementing and monitoring the risk mitigation plan. Ensure project outputs/activities are delivered within expectations, timeline and budget planned Fully understood and being updated the donor’s compliances and strategic direction that might affect the project implementation In coordination with internal and external stakeholders, ensure all design, supervision and monitoring documents are completed to a high standard, Complete all donor reporting to a high quality, including quarterly report, project end completion report II.STAKEHOLDERS ENGAGEMENT AND PARTNERSHIP, The project coordinator is responsible for engaging with various stakeholders to work together for effective implementation of the project. Meet with relevant MCH, NNP, PHDs, ODs and HCs regularly to review progress and challenges, especially to ensure any adjustment needed in terms of time frame, budget or scoping are made. Provide high quality feedback and recommendations to relevant PHDs, MCHs, ODs and HCs and provincial technical working groups (Pro-TWGH). Be WVI-C’s representative in provincial technical working group for health (Pro-TWGH) meetings and other networks and forums…Etc to present on this project. III.FINANCIAL MANAGEMENT AND CASH FLOW, Ensuring project is executed in line with the agreed/approved budget Track and monitor their expenses to ensure it is in line with plan, especially expenses less than +/-5% of over/under spending. Follow up and lead regular reflection with staff to prepare the transaction of project expenses and suggest to adjust if needed Ensure line items that are over/under +/_5% with adequate and clear variance explanation Being fully aware of donor requirements in terms of variations, cost principles and will ensure compliance with relevant procedure Closely work with the senior project manager, Grant Finance team on budget and financial management and ensure funding instalment, disbursement and settlement for the project in a timely and effective manner, so that project progress against plan can be maintained REQUIREMENTS: At least a formal degree of Medical Doctor, Midwife, Nurse, or any relevant degrees, experience and skills, At least 5 years’ experience as a clinical midwife/medical doctor who has experience in working for strengthening Community Based- Surveillance and Maternal & Child Health Services and GHS in priority closed border provinces Cambodia – Thailand, At least 5 years experiences in demonstrating experience in program management including project management, financial management, project design and implementation, reporting and analysis. Experience in working as partnership with government especially NMCHC, CDC, PHDs, MCHs, ODs and health facilities, Sound as technical expertise knowledge in health especially global health security (GHS), maternal child health (MCH) and nutrition. Strong negotiation, problem solving, liaison, and networking skills and brokering partnerships. Demonstrated knowledge of successful project management, communication and training. Demonstrated knowledge of health/social programming, especially reaching the most vulnerable. Good collaboration and coordination with stakeholders especially with CDC, NMCHC, PHD, OD and health facilities.
