Supervisor: This position falls under the overall supervision of the Nutrition and Food Systems Officer

ORGANIZATIONAL CONTEXT:

The United Nations World Food Programme (WFP) is the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build pathways to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change. WFP’s mission is to achieve Zero Hunger in line with Sustainable Development Goal 2.

In Cambodia, WFP implements its Country Strategic Plan (CSP) 2024–2028 in alignment with national priorities and in close partnership with the Royal Government of Cambodia (RGC). The CSP focuses on: (i) saving lives and protecting livelihoods in emergency contexts; (ii) strengthening shock-responsive systems, resilience and disaster risk management; and (iii) enhancing food security, nutrition and social protection systems.

BACKGROUND AND PURPOSE OF ASSIGNMENT:

Under the CSP, WFP is implementing social and behaviour change (SBC) initiatives to improve dietary practices and nutrition outcomes among vulnerable populations. This includes supporting the implementation and scale-up of school-based SBC programmes and promoting the commercialization and consumption of fortified rice through evidence-based SBC and marketing approaches.

WFP seeks a Senior Programme Associate (Social and Behaviour Change) to coordinate and support the implementation of SBC activities. The incumbent will strengthen partnerships with government and other stakeholders, facilitate capacity strengthening efforts, support research and evidence generation, and oversee external partners and service providers responsible for developing SBC and marketing products and campaigns.

The overall purpose of the assignment is to provide programme and coordination support to ensure timely, effective and high-quality implementation of SBC interventions under both workstreams, while helping to build the foundations for future scale-up and sustainability.

SPECIFIC POST REQUIREMENTS:

Under the direct supervision of the Nutrition and Food Systems Officer and in close collaboration with relevant WFP units, the Senior Programme Associate will be responsible for the following duties:

1. Support SBC Programme Implementation

• Support the planning and implementation of SBC activities in coordination with relevant WFP colleagues, government counterparts and implementing partners.
• Facilitate partnerships and coordination with national and sub-national government stakeholders to support programme rollout, alignment and operational readiness.
• Support the preparation and organization of training of trainers (ToT), review meetings, and other capacity-strengthening activities for partners and stakeholders.
• Track implementation progress and support resolution of operational bottlenecks.
• Support field visits, monitoring missions, consultation meetings and programme learning events related to programme implementation.
• Contribute to the preparation of implementation updates, progress notes, briefing materials and reports on school-based SBC activities.

2. Support Development of SBC and Marketing Strategy

• Support the coordination and management of the process for developing an SBC and marketing strategy for fortified rice commercialization.
• Facilitate consultations with consumers, factories, private sector actors, government counterparts and development partners to inform strategy development.
• Compile and synthesize research findings, stakeholder feedback and lessons learned to support evidence-based decision making.
• Assist in identifying behavioural barriers and motivators related to fortified rice consumption among priority audiences.
• Serve as WFP focal point for day-to-day coordination with creative agencies, consultants and research firms supporting the fortified rice initiative.
• Track deliverables, timelines and workplans and follow up on implementation progress.
• Review and provide feedback on drafts, campaign concepts, communication materials and research outputs.
• Support quality assurance and ensure outputs are aligned with WFP standards and project objectives.

3. SBC Materials and Campaign Implementation

• Support development and adaptation of communication materials and SBC tools for different target audiences.Assist in organizing campaign launches, outreach events, consumer engagement Support development and adaptation of communication materials and SBC tools for different target audiences.

• Coordinate dissemination and use of SBC materials through partner networks and project implementation channels.

4. Monitoring, Learning and Reporting

• Support collection and analysis of monitoring data related to campaign reach, engagement and consumer response.
• Document lessons learned and provide recommendations for strengthening SBC and marketing activities.
• Prepare regular progress updates and contribute to donor and management reporting requirements.

5. Cross-cutting Considerations

• Ensure that gender, protection, disability inclusion and nutrition considerations are systematically integrated into programme implementation.
• Adhere to WFP’s Code of Conduct and policies on protection from sexual exploitation and abuse (PSEA), prevention of sexual harassment, abuse and discrimination (SHAD), and safeguarding.
• Perform other related duties as required in support of emergency and resilience programming.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

• At least 7 years of relevant work experience in social and behaviour change, communication for development, nutrition, public health, social marketing, or related programme implementation.
• Demonstrated experience in engaging communities, workers, private sector actors, local authorities, or implementing partners is required.
• Experience supporting campaigns or interventions related to nutrition, healthy diets, or food systems is highly desirable.
• Experience in formative research, campaign development, facilitation, training, or behaviour change communication is an asset.
• Experience in coordinating service providers, consultants, agencies or implementing partners.
• Experience supporting research, assessments, surveys or evidence-generation activities.

Knowledge and Skills:

• Strong understanding of SBC concepts, audience segmentation, and communication planning.
• Strong drafting, coordination, and stakeholder engagement skills.
• Ability to translate technical nutrition content into practical and compelling messages for non-technical audiences.
• Proficiency in Microsoft Office and data management/reporting tools.
• Ability to work independently and collaboratively in a multicultural environment.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Completion of secondary education is required; a post-secondary certificate in nutrition, health, social sciences, public policy, or a related field is desirable.

Languages:

Fluency in both oral and written communication in Khmer and English.
