Description:

FHI 360 is seeking a Senior Program Officer (SPO) to serve as a core member of the EpiC WASH team in Mozambique. The Senior Program Officer – WASH will provide day-to-day coordination, tracking, and quality assurance support to ensure that technical assistance activities are delivered on time, meet required standards, and are fully compliant with donor requirements and organizational policies.

The position serves as the operational and coordination link between technical staff, sub-partners, and internal operations, finance, and monitoring and evaluation teams. Working closely with the Senior Technical Advisor for WASH (STA-WASH), the SPO will track progress against the workplan, coordinate timely preparation of deliverables and reports, and support consistent documentation, filing, and follow-up.

This role is critical to enabling the technical team to function effectively by establishing and maintaining systems, trackers, and processes that support quality, coherence, and consistency across project activities. The position requires strong attention to detail, persistence in follow-up, sound judgment in identifying risks and escalating issues, and the ability to manage multiple priorities simultaneously. Through this function, the Senior Program Officer contributes directly to the successful implementation of EpiC’s WASH objectives in Mozambique. This position reports to the Senior Technical Advisor- WASH.

Accountabilities:

• Works closely with the STA-WASH to provide project management support in implementing EpiC-supported WASH activities, ensuring timely execution and documentation of activities in compliance with donor requirements and organizational policies and procedures.
• Provide technical and program management coordination to the EpiC WASH project technical team in Mozambique, including coordination of consultants and technical staff and sub-partners, and coordination with the ops functions and resources.
• Lead the design and establishment of in-country subawards, including defining subaward approaches and selection processes aligned with project objectives and local partner capacity.
• Ensure coherence and quality across technical scopes of work, budgets, and M&E frameworks, and lead or substantively contribute to subaward negotiation memoranda and justification of funding decisions.
• Ensures monitoring of subawardees takes place and is documented.
• Synthesizes existing information and data into an overarching summary of progress on key project activities reporting to senior management team.
• Communicate and work closely with technical team staff to respond to project programmatic questions and/or requests.
• Ensure that all documents (formal communications, deliverables, approvals, sub-agreements, modifications, descriptive reports, minutes/summaries/drafts) are properly organized and filed in physical and electronic format.
• Provide operational support for all activities under EpiC GHS, as requested. Serves as the contact regarding project operational needs.
• Support the technical team in the preparation of reports and deliverables.
• When assigned, represent EpiC in relevant stakeholder coordination platforms, and partner engagements.
• Contribute to resource mobilization by supporting the preparation of technical inputs for proposals and participating in stakeholder consultations and donor coordination meetings.
• Support the capacity-building of other EpiC staff and partners through training and mentoring.
• Perform other duties as assigned by the supervisor or project leadership to support EpiC’s WASH goals.

Required Qualifications:

• Bachelor's Degree or International Equivalent in Social Sciences, Development Studies, Economic Development, Education, Business or Related Fields.
• Project management certification preferred.
• A minimum of 6+ years of relevant experience with project management principles and practices.
• Prior work experience in a USG funded project in health with a non-governmental organization (NGO), government agency, or private organization required.
• Comprehensive knowledge of theories, concepts, and practices in project management, process development, and execution.
• Demonstrated experience designing and managing in-country subawards for donor-funded health or development projects, including alignment of program descriptions, budgets, and M&E frameworks, and preparation of negotiation memoranda.
• Excellent oral and written communication skills.
• Comfortable holding peers accountable for inputs and deadlines in a collegial, solutions-oriented manner.
• Exercise judgment to meet strategic business goals, develop objectives, and plans that align with and ensure achievement of organizational goals.
• Must be able to read, write, and speak fluent English and Portuguese.
• Proven ability to develop, adapt, and maintain monitoring tools and trackers (e.g., workplan trackers, deliverable matrices, compliance checklists).
• Exceptional attention to detail and persistence in following up on actions, documentation, and deadlines, while juggling multiple priorities
• Sound judgment in identifying risks, delays, or quality issues and knowing when and how to escalate.
• Experience working closely with operations, finance, and M&E teams to ensure technical activities meet internal and donor requirements.

• Ability to lift/move up to 5 lbs.

Technology to be Used:

• Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

• Up to 20%

The expected hiring salary range for this role is USD 47,500 - 55,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
