Key Responsibilities:
PURPOSE OF POSITION:
To provide strategic leadership and management support to operations team, ensuring that projects and programmes (ADPs, PNSF, Grants etc…) implementations are within WVI standards and respect the expectations of donors, communities and partners and contribute to achieving improved child well being;
Develop a strong and capable force of sector leaders and sector specialists who are positioned to bring change for children in the APs through sustainable and community-based transformational development and emergency preparedness and response;
Build the capacity of direct reports through coaching, supervision and support that enhances their performance and spiritual formation;
Represent WV to all relevant stakeholders,
KEY RESPONSIBILITIES:
Strategy Development & Planning
- Strategic development, review and monitoring: Contribute to the development, review and monitoring of National strategy, organizational directions and programming guidance; as well as design and annual plans for APs, sectoral and emergency programs, ensuring programs are guided by sound development principles
- Annual program and budget planning: Provide leadership and support in coordination and planning of programs and budgets aligned to WVC’s strategic priorities and WV partnership directions.
- Identification and development of new ADPs and programs (sector, HEA, advocacy): Provide leadership and support in planning for and developing APs in new areas, including area selection and needs assessment, development of project designs, writing and submission of concept papers and project proposals, and funding negotiations with support offices and donors with the close support from the programs director. - Ensure that all programs effectively implement the national strategies and technical programmes.
- Ensure effective communication with donors and others partners.
- Contribute to the growth in grants/PNS and ensure coordination of the development of AP level special projects to grow the portfolio of programming focused on the priorities defined in the national strategy.
- Create an enabling environment so that programs are able to meet ministry standards (LEAP, DADDs, the Approach, etc.) and are community based, sustainable, holistic, and focused on the well being of children.
- Provide leadership on overall efficiency of Operations budgeting processes. Ensure proper management of AP / operations budgets, ADP/special project funding, expenditures and accomplishment of ministry objectives.
- Contribute to funding negotiations with support offices and other donors in collaboration with program director and Business Development Manager so that increased resources go towards child well being.
- Team leadership, coordination and learning: Lead operations (sectors, sponsorship) building cooperation, team spirit and a supportive environment which reflects WV’s core value. This includes sharing, learning and coordination across all operational and program areas on ministry/program issues.
- Coaching for Performance: Supervise all direct reports, including orientation, on-going management support, quarterly coaching, annual performance planning and appraisal. Support the professional and personal development of these staff through on the job coaching, identification of learning and training needs and opportunities.
- Spiritual nurture and Christian witness: Provide Christ-centred leadership to the team, facilitating a supportive environment for spiritual formation of staff, the internalization of WV’s Vision, Mission and Core Values.
- As a member of WVC Senior Leadership Team, participate and contribute to wider organizational decisions and policies. - Ensure programmes have emergency capacity and plans in place and implemented.
- Support emergency response where applicable and ensure implementation follows WV defined standards to achieve a quality and fast response to disasters in collaboration with HEA/Food security livelihood manager
- Ensure that programmes integrate CP& Advocacy, Gender/Diversity/Disability, sectoral programs and other cross cutting themes (CC, ) in the program implementation.
- Ensure team works together resulting in programs that are recognized through evaluations to have deep positive impact in communities
- Contribute to organizational cultural and behavioural changes away from a fear-based, compliance culture to one that takes action and values learning and initiative.
- Develop empowering leaders. Build capacity of Team Leaders, Sector Leads and other direct reports, through coaching for performance, supervision and support that develop their capacities, and enhance their performance and spiritual formation.
- Improve program-staff competencies in critical areas. Identify key competencies and contribute to organizational learning system. Support People and Culture in the development of Capacity Building Proposals.
- Actively work with other departments to develop mutually supportive relationships which facilitate effective work of programs and people. In particular develop dynamic and enduring relationships between Operations and Ministry Quality Team (DM&E)
- Develop and maintain positive and productive relationships with SOs and RO through the PST and various communication channels.
- Participate in relevant regional networks, working groups, workshops, meetings etc., contributing WVC’s experiences, perspectives and learning and feeding back to the Team.
- Represent WVC on Operations related matters to other NGOs, Non for Profit Associations, Mass Organizations and branches of the Government as needed or requested in .
- Ensure that there is regular effective communication to the Operations Director and Support Offices as needed to keep them up to date on all projects and programme developments.
- Ensure effective communication of the Operations with other departments and the SLT
- Advise, approve and evaluate operations budgets, operations funding, expenditures and accomplishment of ministry objectives.
- Ensure that new and existing partnership initiatives such as The Development Programme Approach, Horizons, LEAP 3, etc are applied to the context and the learning’s are shared internally and externally in the partnership to improve the quality of operations.
- Stewardship and financial management: Support and promote WV’s core value “we are stewards” throughout the APs and Operations. Review and approve project expenditures in line with assigned levels of authority, and ensure high standards of stewardship, accountability and compliance with WV financial policies and procedures, grant policies, government policy, including participation in and follow up of periodic audits.
- Conduct random checks to ensure that Operations respect established policies, procedures, systems and internal controls and effectively address audit findings to promote good management and accountability.
- Ensure that all programs produce timely reporting as required
- Ensure that Ministry Quality standards are respected

- Undertake other duties as reasonably assigned by the Program Director.
- Bachelor’s degree in International Development, Business Administration, Public
- Health, Economics, Rural Development or a related field
- Minimum of 4 years managerial experience in Project Development with a thorough
- Understanding of all areas of project management cycles in a complex international organization.
- Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred
- Ability to lead a multi-cultural team with an empowering and outcome oriented approach.
- Strong budgetary and financial management skills.
- Proficiency in written and spoken French and English.
- Good interpersonal, organizational and time management skills.
- Ability to maintain performance expectations in diverse cultural contexts, stressful environments and physical hardship conditions with limited resources.
- Able to work on a cross-cultural environment with a multi-national staff.
- Ability to solve complex problems and to exercise independent judgment.
- Computer literate in Microsoft Office, Lotus Notes or similar database, email and internet programs.
- Ability to travel within country, regional and internationally.
