The PMER & QA Senior Officer position is based in any of the following locations: Budapest, Hungary; Sarajevo, Bosnia & Herzegovina; Bucharest, Romania; or Ankara, Türkiye.
Job Purpose
Reporting to the Regional Head of PMER and Quality Assurance, the overall purpose of this position is to contribute to the strengthening and improvement of quality, accountability, performance and impact within the IFRC, by providing technical assistance and guidance in support of reliable planning, monitoring, evaluation and reporting (PMER) practices across the Europe Region.
The position has a dedicated and lead role in PMER and quality assurance support for the project: Inclusive and Integrated Migrants' Pathways to Access Care and Thriving Health (hereafter, "the Project"), which aims to improve equitable access to healthcare, including mental health and psychosocial support, for legally residing migrants across 11 EU Member States. The Project addresses systemic, cultural and practical barriers to healthcare inclusion, with a particular focus on vulnerable groups.
In this capacity, this position serves as a central technical resource for planning, monitoring, evaluation and reporting across the Project's implementation. This includes the design and roll-out of PMER frameworks and tools, monitoring of progress toward Project objectives, and the preparation of operational reports in accordance with donor requirements. The role ensures that implementation is grounded in reliable data and evidence, and supports effective coordination among relevant stakeholders, including the IFRC Regional Office for Europe, the RC EU Office in Brussels and the donors, to maintain reporting quality and accountability throughout the Project cycle.
The position works in close collaboration with IFRC Delegation offices and National Societies, providing technical assistance and guidance on PMER-related matters, and supporting National Societies through capacity-strengthening efforts to ensure timely and effective progress toward the Project's objectives.
Responsibilities include reliable planning, monitoring, evaluation and reporting for project implementation, donor reporting, and the elevation of overall Project quality, performance and impact through specialised technical direction in PMER practices.
While approximately 85% of this role is dedicated to the Project, the remaining 15% is allocated to general tasks supporting the broader activities of the PMER and Quality Assurance unit.
Job Duties and Responsibilities
Planning:
- Support and coordinate with National Societies and relevant stakeholders in the planning process for the Project.
- Ensure that Project planning documents are updated and revised when needed, including the M&E plan and reporting framework.
- Review and provide feedback during the design of project proposals and logical frameworks to ensure logical coherence, SMART indicators, and the inclusion of means of verification, targets and baselines.
- Contribute to PMERQA unit-level planning processes, including, but not limited to Unified Planning, project/programme planning, quality assurance of Emergency Appeals/DREFs plans of action, and the development of standardised planning tools and templates for use across the unit's portfolio, beyond the Project.
Job Duties and Responsibilities
Monitoring:
- Provide technical advice on setting up M&E frameworks and tools, monitoring activities and plans to facilitate results-based management, strengthen accountability and produce evidence-based results. This includes coordination with Community Engagement and Accountability (CEA), protection, gender and social inclusion (PGI) focal points on developing and disseminating CEA and PGI monitoring tools.
- Support National Societies and other relevant stakeholders in establishing frameworks for planning, monitoring and reporting in line with Project requirements.
- Support the collection and analysis of Project data to improve and strengthen programme quality, performance and impact.
- Ensure that National Societies and other stakeholders are aware of and use tools such as MEAL plans, Gantt charts, indicator tracking tables, baseline-endline studies and monitoring matrices to track objectives, indicators and activities, as per IFRC guidelines and Project requirements; and provide the necessary technical assistance and training in furtherance of this objective.
- Contribute to the use and improvement of ERP (D365) and donor reporting platforms and tools for monitoring Project performance.
- Contribute to the development, review and roll-out of PMERQA unit-wide PMER systems, tools, templates and standard operating procedures, ensuring alignment with IFRC guidelines and quality standards.
- Support the maintenance and improvement of PMERQA unit-wide monitoring systems and tools, contributing to consistent results-based management practices across programmes and operations.
Evaluation and Learning
- Take part in the management of Project evaluations and ensure they are timely, useful and ethical. Participate in the design and implementation of programme surveys, mid-term, real-time and final evaluations, special studies, and other components of evaluation and lessons learned activities.
- Support the use of evaluation results within the Project and in a way that contributes to learning processes at National Society, regional and global levels; ensure the development and usage of management response plans for relevant evaluations.
- Coordinate with National Societies and other stakeholders on planned evaluations and update the Regional Head of PMER and Quality Assurance regarding planned evaluations, their progress and reports.
- Contribute to a culture of learning, performance and accountability by identifying and sharing best practices with National Societies and relevant stakeholders. Facilitate learning events, such as lessons learned workshops.
- Support the documentation, organisation and dissemination of lessons learned, best practices and evidence generated across the unit's activities.
- Contribute to maintaining accessible repositories of PMER resources, tools and reference materials for use by National Societies and IFRC staff.
- Assist in the preparation and facilitation of PMERQA unit-level learning events, workshops and knowledge-sharing initiatives.

Reporting
- Ensure adherence to IFRC reporting formats and donor requirements during quality control. Undertake quality control of reports, ensuring coherence between narrative and financial reports.
- Ensure that Project leads and National Societies are aware of reports due and overdue, in liaison with relevant Finance and other stakeholder teams.
- Facilitate the initiation and finalisation of all mandatory Project updates and donor reports, including mid-term and annual reports.
- Liaise with relevant stakeholders on the status of reports and other accountability requirements of the Project.
- Ensure timeliness and compliance with standard IFRC and donor reporting requirements. Share finalised reports with relevant stakeholders for submission to donors. Publish endorsed Project reports on the official website and send out notifications thereof.
- Provide support in creating SOPs and workflows for reporting; facilitate and drive reporting and data collection processes as needed, both internal and external.
- Utilise ERP (D365) and donor reporting platforms and tools to monitor reporting deadlines, ensure timely progression of reporting workflows, track report status and verify that all required documentation is uploaded and properly filed.
- Support the consolidation of data, reports and information across multiple programmes and operations to inform unit-level analysis, planning and decision-making.
Capacity Strengthening and General Support
- Provide technical guidance for assessments, planning, monitoring, evaluation and reporting related to the Project.
- Contribute to strengthening the PMER technical capacity of National Societies and IFRC staff through training, workshops and capacity-building initiatives. Foster synergies and best practices for PMER among National Societies and other stakeholders participating in the Project.
- Provide PMER technical support to colleagues and teams across the PMERQA unit, contributing to a consistent approach to planning, monitoring, evaluation and reporting throughout the unit's portfolio.
- Undertake any other tasks as assigned by the line manager, in line with the objectives of the Project and the broader functions of the PMERQA unit.

Education
Required:
- Graduate degree in a relevant humanitarian or social sciences, ideally studies relating to programme management, public policy, data management, statistics etc.
Preferred:
- Basic Delegate Training Course or IMPACT, ERU, CAP Training or equivalent experience.
Experience
Required:
- At least 5 years of experience working in PMER, M&E or IM
- Experience working in an emergency response context
- Background in data collection, management, analysis and presentation methods and tools, and ability to set up systems and procedures for reliable data collection and management
Preferred:
- 3 years of experience working for the RCRC Movement
Knowledge, Skills and Languages
Required:
