Job Description:
The Senior Manager, HEA provides strategic leadership in World Vision’s work in the humanitarian field, specifically in crisis response, DRR/Preparedness, and contribute to key sector areas, influencing host governments and donors in key policy areas. Additionally, the role will support the ADPs and non-ADPs areas on context monitoring, preparedness, disaster reduction and assessments analysis that will contribute to building an agile and responsive policy and disaster management framework. The post-holder will also contribute to the GAM unit in raising funds through strong assessments and situation analysis. Being the Senior HEA manager means that no day is the same and you never know what tomorrow will bring simply by the sheer nature of emergencies. This creates a fast-paced role where decisions have to be made quickly in the knowledge that they will have direct impact on the number of children, families and communities who will be assisted in humanitarian emergency contexts. While high stress and requiring extreme levels of personal resilience, it is also rewarding and challenging to know you are truly making a difference.
MAJOR RESPONSIBILITIES

I. Provide leadership in HEA contribution to the development and implementation of Country Humanitarian strategy to deliver key team objectives (20% Time)
- Provide humanitarian context and situation analysis to inform WVDRC Country Humanitarian Strategy
- Technical Programme and technical projects designs and implementation include DM components
- Lead in key technical areas, including Design, Monitoring & Evaluation
- Influencing key internal and external stakeholders for country humanitarian action
- Ensure streamlined and adherence to humanitarian standards in the area of work
II. Support to HEA Resources acquisition (20% Time)
- Contribute in project development for donor opportunities to support humanitarian responses and DRR
- Lead in key assessments including rapid and in-dept assessment and preparedness
- Ensure HEA contribution to WVDRC Grant acquisition and management Business plan
- Ensure HEA contribution to donor engagement plans
- Influencing key internal and external stakeholders for country humanitarian action
- Lead in Start Fund
- The National Emergency Preparedness and Response Funds (NEPRF) is established, replenished and managed per policy
III. Operational excellence in DRR, Emergency Response Management and Implementation (30% Time)
- Leading the set up and functioning of WVDRC National Office Disaster Management Team (NDMT)
- Active membership in the RDMT
- Prepare and carry out NDMT training
- Prepare and carry out NO Score Card
- Implement and monitor HEA early warning buster in all WV DRC Programs
- Carry out relevant preparedness training for Programs
- Meeting all reporting and other requirements of the National office
- Maintain ongoing surveillance of the developing humanitarian emergency situation, adjust interventions and activities in line with WV values and policies
- Ensure adequate monitoring, reporting and acquittal of emergency response and DRR activities in accordance with WV’s humanitarian accountability framework, SPHERE standards, and other essential standards.
- Ensure all personnel understand and carry out their duties in accordance with humanitarian principles, core values, the Code of Conduct and SPHERE.
- Lead the Documentation and sharing of the disaster preparedness processes and learning and share across the organization to enhance learning.
- Develop and establish contextual systems for DRR and effective emergency responses
- Oversee all reporting in DRR, preparedness and during and after responses
IV. Develop collaborative internal and external relationships (10% Time)
- Establishing and maintaining effective working relationships with other departments within the National office
- Actively participate in Humanitarian and clusters meetings
- Actively engage sponsorship team on disaster management and mitigation
- Actively participate in relevant humanitarian coordination meetings and share minutes with humanitarian team.
- Develop and maintain relationships with, the host government, donor agencies , UN agencies and other NGOs to influence these bodies and promote WV DRC humanitarian mandate
V. Demonstrates spiritual maturity in modelling Christian leadership (10% Time)
- Demonstrate, reflect and explain the theology that underpins the motivation and values of WV
- Inspire and motivate others through speaking at staff devotions and other events
- Deepen own spiritual maturity through prayer and reflection
VI. Manager responsibilities (10% Time)
- 100% completion of performance agreements across team and 75% of team fully competent or above
- Regular 1-on-1 meetings with direct reports
- Talent and Succession Plans in place for all direct reports and key roles
- Individual and team behaviour reflect organisation values and culture
- Develop/oversee the coordination of a functional NDMT
- Ensure due diligence and resource utilisation
KNOWLEDGE, SKILLS AND ABILITIES

Minimum education, training and experience requirements to qualify for the position:

- Post graduate qualifications in humanitarian/ development or similar
- Demonstrated understanding of humanitarian response principles, guidelines and policies
- Good understanding of development theory and principles
- Good grasp of child protection standards
- Knowledge of the key current debates on effective disaster preparedness and management methods
- Good understanding of Christian principles demonstrated through a personal expression of faith
List additional work experience required as a minimum qualification for this position.
- Response with development programming is desired
- Deployment and /or travel to humanitarian emergencies of all kinds
- Programming within a humanitarian or long term development context
- Demonstrated resource acquisition (grants) for humanitarian responses
- Clear track record of strong external stakeholder management within political and cross cultural contexts
- Demonstrated experience in child-focused and community-based programming
License, registration, or certification required to perform this position:
If applicable, include language requirement(s) as a minimum qualification for this position.
Trained and certified as a humanitarian manager by a comment authority such as a University or a humanitarian agency.
Preferred Skills, Knowledge and Experience:

- A master degree in humanitarian, development, economics or other related field.
- A certificate in the Humanitarian Leadership Program (HLP) or its equivalent
