Duties and Responsibilities
BACKGROUND The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat works with partners to build inclusive, safe, resilient and sustainable cities and communities. UN-Habitat promotes urbanization as a positive transformative force for people and communities, reducing inequality, discrimination, and poverty. A brief description of the ROLAC region The UN-Habitat Andean Countries Hub leads and supports urban development initiatives across the region, promoting participatory governance, inclusive public spaces, resilience, youth engage-ment and sustainable territorial development. Within this framework, UN-Habitat and Fundación YPF are implementing the FIDUS Project (Forum for Incubation and Capacity Development for Sustainable Urban Funds), aimed at strengthening local and provincial capacities for sustainable urban development in territories linked to the energy sector, with an initial focus on Sierra Grande, Río Negro Province, Argentina. The project seeks to support local governments and strategic stakeholders in the incubation, pri-oritization, and structuring of urban development initiatives through collaborative governance mechanisms, innovative financing approaches, and technical capacity-building processes. The communications strategy is a critical component of the project, ensuring visibility, stakeholder en-gagement, strategic positioning, and knowledge dissemination at local, national, and regional lev-els. Within this framework, the project requires a Senior Communications Analyst to lead the design and implementation of a high-level strategic communication and stakeholder engagement strat-egy aligned with the New Urban Agenda and the Sustainable Development Goals (SDGs). The purpose of this consultancy is to provide strategic communications leadership for the FIDUS Project by designing and implementing an integrated communication, visibility, advocacy, and stakeholder mobilization strategy that strengthens the project’s positioning as a flagship initiative on sustainable urban development and innovative urban financing in Argentina and Latin America. The consultant will support the consolidation of institutional partnerships, increase the visibility of project outcomes and methodologies, strengthen engagement with key stakeholders, and contrib-ute to the mobilization of technical and financial opportunities for project sustainability and scal-ing. The consultancy is also expected to ensure that communication products and dissemination pro-cesses contribute to knowledge management, policy dialogue, institutional advocacy, and the po-sitioning of Sierra Grande as a reference case for sustainable territorial transformation in energy-transition contexts. The consultant will work under the supervision of the Project Coordination Team and the Coordi-nator of the UN-Habitat Andean Countries Hub. RESPONSIBILITIES a.) Information and validation: • Keep the Project Coordination Team and the UN-Habitat Andean Countries Hub Coor-dinator informed about communication activities and stakeholder engagement pro-cesses. • Ensure timely communication regarding implementation progress, risks, opportunities and operational challenges. • Obtain validation of strategic communication products and institutional positioning activities. • Report on communication opportunities, risks and stakeholder perceptions that may affect project implementation. • Ensure alignment of all communication activities with project objectives and UN-Habi-tat communication standards. • The consultant will be responsible for keeping the HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle. b.) Development: • Design and implement the overall communication and visibility strategy for the FIDUS Project. • Develop key messages and strategic narratives for different stakeholder groups. • Support the positioning of FIDUS as a national reference platform on sustainable urban financing. • Develop communication campaigns supporting project implementation and visibility. • Prepare communication materials for strategic audiences. • Produce institutional presentations, briefs, reports and promotional materials. • Support donor engagement and resource mobilization efforts through communication products. • Coordinate communication activities related to the FIDUS Forum. • Support media engagement and public relations activities. • Develop visibility strategies for project events and technical workshops. • Document project achievements, lessons learned and success stories. c.) Technical and Strategic Support: • Provide strategic advice regarding communication and stakeholder engagement. • Support partnership-building efforts with governments, academia, development agen-cies and private sector actors. • Contribute to fundraising and investment attraction materials. • Support the preparation of concept notes, presentations and strategic reports. • Enhance resource mobilization opportunities. • Contribute to knowledge dissemination and project replication strategies. • Contribute to the systematization of good practices, lessons learned and knowledge products related to project implementation. • Support the development of strategic alliances with local institutions, academia, civil so-ciety organizations and cooperation actors. d.) Implementation: • Coordinate implementation of communication activities. • Monitor communication indicators and stakeholder engagement metrics. • Participate in technical meetings, workshops and institutional events. • Increased visibility and positioning of the FIDUS Project and Strengthen stakeholder en-gagement and institutional partnerships. • Ensure consistency of branding and visual identity across project activities. • Participate in coordination meetings, technical committees, workshops and events re-lated to the initiative. • Ensure that project implementation follows UN values and principles, including inclu-sion, participation, gender equality and integrity. e.) Knowledge Management: • In charge of documentation and systematization process of communication products and visibility materials. • Develop and document lessons learned and good practices. • Develop knowledge products for dissemination. • Support maintenance of project communication repositories. • Support the preparation of reports, presentations, summaries and other knowledge products required by the project. f.) Others: • Other activities requested and by mutual agreement with the HUB Coordinator of The Andean Countries of UN-Habitat, within the framework of this consultancy and without prejudice to the achievement of its responsibilities. • The consultant will participate in work and follow-up meetings, both with other consultants, as well as with the Coordinator and team of the Andean Countries HUB of UN-Habitat and with the staff of the projects. • The consultant shall be responsible for ensuring that all activities comply with the principles of United Nations integrity.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in Urban Planning, Social Sciences, An advanced university degree (Master’s degree or equivalent) in Communications, International Relations, Political Science, Journalism, Marketing, Urban Studies, Development Studies, or related fields is required. A first-level university degree in combination with at least eight (8) years of qual-ifying experience may be accepted in lieu of an advanced university degree. A minimum of eight (8) years of experience in strategic communications, institutional positioning, stakeholder engagement, and public affairs is required. The consultant must demonstrate experi-ence supporting communication, visibility, and advocacy strategies for development cooperation, sustainable development, urban or territorial development, governance, public policy, or related initiatives, preferably with international organizations, government institutions, NGOs, develop-ment agencies, or multilateral entities. Proven experience in stakeholder engagement, partnership development, resource mobilization, and the preparation of high-level communication and advocacy products is required. Experience designing and implementing communication strategies, coordinating visibility activities for multi-stakeholder events and platforms, and supporting institutional positioning and policy di-alogue is desirable.

English and French are the working languages of the United Nations Secretariat. For this post, Eng-lish and Spanish is required. Knowledge of another UN Official Language is desirable.
