Project Description

STRengthening Infectious disease DEtection Systems (STRIDES) is the United States Government’s flagship project for global health security. It aims to strengthen countries’ capacity across laboratory and surveillance systems to prevent, detect, and rapidly and effectively respond to emerging infectious diseases and other public health threats. STRIDES is a global mechanism, a contract with a five-year (2024–2029) period of performance, led by FHI 360 as the prime, with core partners such as Black & Veatch focusing on biosecurity and biosafety and PATH on surveillance activities.

Job Summary:

FHI 360 is recruiting an Accountant located in Bogotá, Colombia, to support the STRIDES project.

An Accountant supporting the STRIDES program is responsible for ensuring that all accounting transactions, financial records, and reporting activities are accurate, complete, and compliant with Colombian accounting regulations, tax requirements, and applicable financial reporting standards. This role oversees the monthly and year-end closing processes, account reconciliations, general ledger maintenance, financial analysis, and the preparation of statutory and management reports. The Senior Accountant also ensures proper documentation, internal controls, and audit readiness while supporting compliance with local regulatory obligations and organizational policies.

In addition, S/he serves as a key liaison between the local finance team and the corporate headquarters, ensuring that financial information is reported in accordance with both Colombian accounting standards and the accounting policies, procedures, and reporting requirements established by HQ. The position supports budgeting, forecasting, grant and program expenditure monitoring, identification of accounting risks, and continuous process improvements to strengthen financial integrity, transparency, and operational efficiency within the STRIDES program.

Accountabilities:

• Applies accounting principles and practices to a limited range of accounting, budgeting, forecasting, cost accounting and/or other fiscal functions.
• Provides support for field programs by conducting live meeting training on financial/accounting systems and processes.
• Works with Global Program Management (GPM) staff to help them understand the financial/accounting aspects of the assigned Country Offices.
• Maintains the company’s legal and statutory registration status in Colombia by ensuring timely compliance with all corporate obligations, including commercial registry renewals, regulatory filings, corporate documentation updates, and other legal requirements established by Colombian authorities, in order to preserve the entity’s good standing and operational authorization.
• Ensures compliance with local tax regulations through the accurate preparation, review, and timely submission of all applicable tax returns, information reports, and related filings before Colombian tax authorities, while monitoring regulatory changes, supporting tax audits, and ensuring adherence to both local tax legislation and internal corporate policies.
• Reviews Country Office monthly financial reports for month end closings involving cash and travel reconciliations, accuracy of reports, and cost allowances.
• Work may include: reconciliation of accounts or reports, examination of various financial statements for accuracy, completeness, and conformance to guidelines, and maintenance of subsidiary ledgers.
• Assists in various financial analysis projects and closure of accounting records.
• Reviews inter department cash requests and journal entries.
• Assists with internal and external audit request.
• Work may include: account report preparation and reconciliation, development and implementation of control systems for determining and distributing costs, working with administrators to develop and operate accounting systems, examination of a variety of accounting documents to verify conformance with internal policies and external accounting standards.
• Ensures daily operations of the accounting systems, develops non- standard reports and statements requiring interpretation and analysis of trends.
• Responds to new or changing management requests related to audit and fiscal procedures, account structures or reports and accounting systems.
• Responsibilities may extend beyond accounting system maintenance to the solution of accounting problems.
• Performs other duties as assigned.

Applied Knowledge & Skills:

• Apply in-depth knowledge of Generally Accepted Accounting Principles (GAAP), theories and systems design.
• Identify problems and changing requirements regarding management needs, auditing and other fiscal procedures, account structures or reports, and accounting systems, along with responsible for modifications.
• Research, analyze and ensure implementation of new and/or changing accounting and reporting systems.
• Provide training and consultation related to new systems and/or reporting methodology and ensure the development of related policies and procedures.
• Make risk assessment of internal financial control systems and may suggest improvements or changes in processes.
• Convey concise, comprehensive, and accurate findings on matters of a complex nature in written form.
• Conclusions and recommendations are based on professional knowledge and judgment.
• Convey issues of a complex nature in a clear, concise, and organized manner.
• May consult and/or negotiate with senior management / external entities for purpose of funding levels, cost allocations, or related financial issues.

Education:

• Bachelor's Degree or its International Equivalent - Accounting, Business Administration, Finance or Related Field.

Experience:

• 5+ years of accounting experience in public accounting firm or a large company.
• Substantial experience using computerized information systems.

Typical Physical Demands:

• Typical office environment.
• Ability to sit and stand for extended periods of time.
• Ability to lift 5-50 lbs.

Technology to be Used:

• Personal Computer, Microsoft Word (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, fax machine, cell phones, PDAs and other hand held devices.

Travel Requirements:

• Less than 10%

The expected hiring salary range for this role is COP 93,000,000 - 110,000,000 for annual basic salary for national local hire. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
