Security Coordination Officer(P3)

Organizational Setting

The Department of Management’s Division of General Services (MTGS) provides support functions to the IAEA through its four Sections, namely the Archives and Records Section (ARMS), the Commissary Management Section (CMS), the Facilities Management and General Support Section (FMGSS) and the Seibersdorf Laboratories Services Section (SLSS). Among the five Sections, the Seibersdorf Laboratories Services Section (SLSS) provides site operation technical and administrative services to the work of the IAEA’s laboratories. SLSS services include facilities, technical, engineering, property and transport management, and site security through its management of the Seibersdorf Protective Force (SPF). The Section has a diverse complement of 35 staff, including technicians, drivers, procurement assistants and IT support. The armed SPF provides around-the-clock security for the site.

Main Purpose

Reporting directly to the Central Security Coordinator (CSC), the Security Coordination Officer (Operations) is a key and dynamic position that takes the lead in all operational security responsibilities (at both headquarters and at IAEA offices away from headquarters). He/she supports the CSC to ensure that the IAEA adopts the latest operational practices and procedures related to travel security, incident/emergency response and crisis management. He/she develops and implements the Agency's crisis management plan and directly supervises the work of the Associate Security Coordination Officer (Field Travel) to ensure associated security risk assessments, geopolitical analysis briefings and concepts of operations for travel activities are fully compliant with the requirements of the UN Security Management System (UNSMS). He/she also collaborates closely with relevant UNDSS partners and the Agency's internal Departments and Divisions for the delivery of relevant services.

Role

The Security Coordination Officer (Operations) is: (1) a team leader, ensuring the efficient and effective management of assigned staff, processes and resources related to operational support including emergency response, protective security and travel security arrangements to enable the safe, secure and efficient conduct of the Agency's programmes and activities;(2) a technical leader supporting the CSC on operational security matters, personal travel safety training and implementation issues related to the application of the UN Security Management System; and ( 3) a technical officer working collaboratively on the maintenance and revision of travel security policy, procedures supporting security requirements of duty travel, field security guidelines, and on the continuous improvement of travel security support to the Agency's programmes.

Functions / Key Results Expected

Lead the implementation of HQ and travel security operations and related activities, including minimum operating security standards (MOSS), crisis/incident management, emergency response, security investigations and other related activities, with a particular focus on supporting nuclear verification activities for the Department of Safeguards and including the day-to-day supervision of the IAEA's Associate Security Coordination Officer (Field Travel).
Perform tasks related to crisis/incident management and emergency planning, including the on-going maintenance and review of local guidelines, procedures, exercises and skills training for the IAEA's HQ and global office network; identify equipment needs and liaise with local emergency services, UN Department of Safety and Security and other relevant stakeholders as required.
Oversee the development and sustainability of an effective incident reporting and assessment capability designed to provide early warning alerts and timely security advisories/assessments to IAEA senior management, Office of Internal Oversight Services and UN Security Management System entities, including those related to: internal security breaches; threats to staff safety and well-being and those required to be recorded in the Safety and Security Incident Recording System (SSIRS).
Respond to any threats or failings in the programme, accommodation or transport arrangements that may expose the Director General (considered a Senior United Nations Official under the UNSMS) to unnecessary risk, by taking the appropriate follow up action.
Coordinate and collaborate with internal Departments and UNDSS stakeholders concerning the planning of the security arrangements for special events; ensure proper coordination and provision of specialized security support to external events, meetings and conferences.
Provides expert guidance and leadership to more junior staff; act on behalf of IAEA Central Security Coordinator in his/her absence, and take appropriate action as required; make recommendations to the Central Security Coordinator on courses of action and appropriate responses as required.

Qualifications, Experience and Language skills

• Bachelor's Degree - University degree on a security-related subject such as political science, business administration, international relations or an equivalent degree from a Member State military or police institution.
• Other - United Nations Security Certification Programme (SCP) at the Fully Competent level of certification or above is a strong asset.
• At least five years of progressively responsible experience in operational security and/or security management; of which at least 3 years of experience working within the UN Security Management System including experience in the field.
• Previous experience in a command/supervisory role in military or law enforcement is a strong asset.
• Ability to promote knowledge management initiatives, particularly through cultivating a culture of information and knowledge sharing.
• Experience in working with multicultural and multidisciplinary teams.
• Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $71335 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 38664*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
