Purpose
The Security and Crisis Management Support (SCMS) Unit is looking for a Security & Safety Officer (Yangon) to be based in Yangon. Under the supervision of the Field Security and Crisis Management Coordinator (FSCM Co), the incumbent will advise and support the Delegation Management on security and safety matters, contribute to the effective implementation of the Delegation's Security Management System (SMS), and help ensure the safety and security of ICRC staff, operations and assets in Yangon and Nay Pyi Taw Areas of Responsibility.
Accountabilities & functional responsibilities
- Operate under the direct supervision of the Field Security and Crisis Management Coordinator (FSCM Co).
- Provide guidance and support to the Security Guards Focal Person in Yangon to ensure effective implementation of security and safety measures.
- Continuously monitor and analyse security developments, emerging trends, and contextual changes, providing timely updates, preparing reports and recommendations to mitigate risks affecting ICRC personnel, assets, and operations.
- Draft Security Advisories and contribute to Security and Safety Risk Assessments by identifying threats, vulnerabilities, and mitigation measures.
- Develop, maintain, and strengthen professional networks with key security and safety stakeholders.
- Maintain regular engagement with relevant interlocutors to facilitate information sharing and support the safe conduct of ICRC activities.
- Coordinate and facilitate Security and Safety Working Group (SSWG) meetings in Yangon and Nay Pyi Taw, ensuring follow-up on agreed actions and supporting implementation of the Security and Safety Plan of Action (PoA).
- Organize and lead Security Review Meetings, providing timely analysis of security developments and identifying potential risks to staff, operations, and assets.
- Support the FSCM Coordinator and the Head of Office in Nay Pyi Taw in the implementation, monitoring, and periodic review of sites’ Minimum Security Requirements (MSR).
- Contribute actively to annual Security Risk Assessment (SRA) exercises and support the development and implementation of appropriate risk mitigation measures, security procedures, and operational security guidelines.
- Provide technical security advice and support to internal departments.
- Support security managers and end users in the effective utilization of the SAFE Platform, including security incident reporting, tracking, and analysis.
- Deliver specialized security support and recommendations to strengthen site security management, including safety and security drills, assessments of new premises, and implementation of passive security measures.
- Conduct security support visits to Nay Pyi Taw and other locations as required, producing comprehensive reports and actionable recommendations in a timely manner.
- Contribute to emergency preparedness, crisis management planning, and business continuity initiatives within the Areas of Responsibility.
- Support the FSCM Coordinator and the Security & Safety Officer (SSO) Myanmar in implementing and monitoring security agreements with Movement Partners in Myanmar.
- Participate in monthly security coordination meetings with Partner National Societies (PNS) and other relevant stakeholders to promote information sharing and harmonized security practices.
- Contribute to the development and implementation of movement security procedures to ensure safe and efficient field operations.
- Support the Security & Safety Officer (SSO) Myanmar in supervising the Operations Room team in Yangon, ensuring effective movement tracking, communication, and security monitoring across Myanmar.
- Provide guidance and operational support to Operations Room Operators to maintain consistent standards and effective service delivery.
- Collaborate closely with the Operations Room team to ensure timely information management, incident escalation, and support to field movements.
Contribute to enhancing operational procedures, reporting mechanisms, and emergency response processes to strengthen movement security and operational access

- Internally, interacts within the ICRC delegation/office and Security Risk Management Advisers
- Externally interacts with a network of interlocutors related to ICRC security.
- Movement wise, interacts with and develops regular contacts with relevant Movement counterparts present in the country.
Certifications / Education required
- University degree in Security Management, International Relations, Political Science, Risk Management, Military Studies, Law, Social Sciences, or another relevant discipline.
- Minimum of 4 years of professional experience in security management, safety, humanitarian operations, crisis management, law enforcement, military service, or a related field.
- Strong analytical skills with proven experience in security risk analysis, incident reporting and information management.
- Excellent communication and interpersonal skills, with the ability to build networks and maintain effective relationships with diverse stakeholders.
- Excellent command of written and spoken English and Myanmar language. Knowledge of local languages is an asset.
- Strong computer literacy, including Microsoft Office applications and the ability to work with security management platforms and databases.
- Previous experience with the ICRC, the International Red Cross and Red Crescent Movement, the United Nations, INGOs or other humanitarian organizations will be considered a strong asset.
