INTRODUCTION OF POST

Under the supervision of Director Counter-Terrorism (CT), the incumbent will be required to lead and manage the CT Operations Sub-Directorate by overseeing a range of CT-related activities through direct supervision of a number of staff and specialized project teams to ensure: (1) that the policies and plans of the Directorate, and the strategic and operational objectives, in so far as they concern the work of the Sub-Directorate, are known, explained and understood by staff, and are fully implemented by the Sub-Directorate; and (2) that the Sub-Directorate functions efficiently and effectively generating a high performing team environment, with professionalism and adherence to INTERPOL’s Values, Code of Conduct and governance policies.

The Sub-Directorate’s activities are global in scope and focused on all forms of CT threats and evolving criminality, including but not limited to, foreign terrorist fighter movements, travel and mobility and activities used to support terrorists and terrorism including weapons and munitions, online and secure communications, and financing. Working in coordination with the Executive Directorate of Police Services and other business area and capabilities of the Organization is equally fundamental to this role. In addition to overseeing capacity building, strategic partnerships, project activities and other deliverables related to the Sub-Directorate, the incumbent will oversee the following:

1. CT Operations strategy and outreach to support the implementation of CT’s Global Crime Programme and both the objectives and given priorities therein.
2. CT operational support and coordination to maintain the implementation of CT’s Global Crime Programme and to support INTERPOL’s membership in their intelligence, operational and investigative activities.
3. CT Operations capacity and capability development, being the strategic driver to identify the necessary skills, knowledge and technical requirements according to member countries needs and in line with best practice and international standards.
4. Design and develop programmes and projects of work that support (1), (2) and (3) above and the main objectives of CT’s Global Crime Programme.
5. Maintain a contemporary understanding and knowledge of the CT threat landscape.
6. Continuously nurture, build and enhance strategic and operational partnerships with key international and regional partners and stakeholders to improve our relevance, capacity and collaboration.
7. Lead and coordinate fund raising initiatives to ensure sustainability of CT Operations deliverables aligned with the implementation of CT Global Crime Programme, whilst working with other INTERPOL Directorates, partners and stakeholders to ensure successful delivery.
8. Strengthen and improve the CT Operations capacities and capabilities of member countries to enable them to prevent, deter, disrupt and investigate crimes relating to terrorism.
9. Oversee delivery against CT’s key performance indicators, implementation plans, governance reporting and project outcomes.

PRINCIPAL DUTIES

1. Lead, define and implement a programmatic approach to business planning, projects and policies of the CT Operations Sub-Directorate so that the teams of the Sub-Directorate will:
   1. through well-led and managed plans and projects, provide quality, up-to-date advice on strategic and operational support matters and maintain an in-depth knowledge covering a wide range of current and emerging CT threats;
   2. deliver capacity building, training and investigative support to INTERPOL’s member countries on specific CT Operations crime areas and thematic priorities;
   3. drive strategic, operational and administrative services for member country national and regional CT activities as required.

1. Initiate, coordinate and ensure the Sub-Directorate will, in a timely manner:
   1. identify existing and emerging CT Operations related issues;
   2. provide recommendations as part of a programmatic approach through programmes, projects, activities and missions for the Sub-Directorate to be undertaken and propose them to the Law Enforcement community for support and funding;
   3. ensure projects are in line with the Organization’s and Directorate’s strategic priorities; (d) and provide regular status reports of the Sub-Directorate’s activities for the Director and regular reporting on programmes and project outcomes to the Executive Directors or Secretary General.

1. Develop and maintain effective contacts and networks with other Sub-Directorates and Directorates of the General Secretariat, including leading or participating (as an expert in a field) in Working Groups, Regional Bureaus (RB), National Central Bureaus (NCB) and other fora; and foster productive relationships with other national, regional and international agencies and institutions outside the Organization.

Explore opportunities with member countries, partners and stakeholders to cooperate and collaborate on initiatives, programmes, projects, activities and other work to progress the implementation and operationalization of the Directorate’s global strategy to optimize resource mobilization and maximize impact.

Maintain a detailed knowledge of the activities, strategies and operational objectives and outcomes of teams under your supervision; being directly responsible for all Sub-Directorate matters, as well as assisting the Director to plan and maintain programs, projects, staffing and a budget, and then efficiently and effectively manage financial and staffing resources for the Sub-Directorate.

1. Act on behalf of the Director in their absence, as required; representing at the organizational level and at conferences and/or meetings.

1. Perform any other duties as required by the Director and/or the Executive Director of Police Services.

REQUIREMENTS

Education and qualification required:

• 5 years University degree (preferably in Law, Criminal Justice, Public Policy or Police Management).
• Law enforcement training at a senior level.

Experience required:

• Minimum of 10 years experience in CT or related field, and possess highly specialized criminal investigations expertise including regional and national operational exposure/policing activities or support;
• Strong leadership skills and experience as a senior manager of a national law enforcement agency or an equivalent position in an international law enforcement organization;
• Sound background in the management of strategic programs and projects and their performance monitoring, evaluation, measurement and reporting;
• Experience in planning and managing complex tasks, with minimum supervision;
• Experience working in an international environment would be highly desirable; either from employment in an international organization or from participating in for example, international working groups, joint international projects etc;
• Strong communication skills, both in written and oral form;
• Experience working with computers, including knowledge of oral presentation software, business intelligence and word processing software.

Languages:

• English is required.
• Proficiency in a second official working language (Arabic, French or Spanish) would be an additional asset.
