ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:

• Operations Coordination Department (Office of the Deputy to the Director) (DDR)
• Projects, Partnerships & Digital Skills Department (PPS)
• Digital Networks & Environment Department (DNE)
• Digital Knowledge Society Department (DKS)

The regional offices provide assistance to the ITU Member States of the Region, ensuring a close relationship and collaboration. To implement the agreed programs and projects, in accordance with the ITU Strategy Plan and the BDT Action Plan, with the active support of all Departments, providing timely information about their development. To provide proper line management and support, the Regional Directors report to the Director of the BDT.

BACKGROUND INFORMATION

ITU (International Telecommunication Union) provide the platforms and tools for effective policy, legal and regulatory frameworks to support regulators and policymakers in driving inclusive and cross-sectoral collaboration so that all stakeholders have their voices heard and create a virtuous dynamic for the digital transformation.
The main purpose of the ITU work is to provide the tools for an effective policy, legal and regulatory environment for the ICT sector.
ITU convene global and regional forums to discuss global trends in regulation for Sector Members and other national and international stakeholders, through organizing strategic dialogues on topical policy, legal, regulatory, as well as on economic and financial issues and market developments.
ITU provide data, research and analysis and tools to support members in defining, elaborating, implementing, and reviewing transparent, coherent and forward-looking strategies, policy, legal and regulatory frameworks as well as in moving towards evidence-based decision-making.
ITU provide direct assistance to countries and regions on an enabling environment for smart connected societies.
The purpose of the consultancy is to establish a Senior ICT/Digital Consultant Roster to support ITU in the Americas Region.

TERMS OF REFERENCE

Under the direction of the Americas Regional Office (RO-AMS) and in coordination with the Telecommunication Development Sector (BDT) in Geneva, the consultant will:

• Carry out the activities assigned of the area of specialization.
• Ensure that all activities are carried out according to schedule.
• Prepare reports/presentations in accordance with assigned activities.
• Provide documents requested by the ITU.
• Participate in face to face and online meetings scheduled for development of the activities and delivery of results.

CONCRETE DELIVERABLES

Depending on the area of intervention (Digital Policy, regulatory, economic, market trends, spectrum management, cybersecurity, digital applications, emergency telecommunications and capacity building), the consultant will deliver the following:

• Developed detailed analysis on policy, regulatory, economic and market trends.
• Contribute to the creation of topical digital policy, regulatory, economic and market content.
• Developed training content and delivered training.
• Implemented research activities of the area of specialization and communicate.

COMPETENCIES

• Very good knowledge of the telecom/ICT environment and digital ecosystem, mainly in the Americas Region.
• Ability to develop training content and deliver training.
• Excellent ability to coordinate activities and communicate.
• Excellent editing skills and ability to produce high quality reports and documentation in Spanish or English.
• Effective communication and presentation skills.

QUALIFICATIONS REQUIRED

Education:
University degree in telecommunication/ICTs, law, economics, public affairs, international relations, international development, management, engineering, political or social sciences or a related field. An advanced degree would be an advantage.

Experience:
At least five (5) years of progressively responsible experience in the field of the Special Service Agreement (SSA) .
Extensive experience in ICT policy, regulatory and market analysis, mainly in the Americas Region.

Languages:
Knowledge of Spanish or English at advanced level.

REMUNERATION INFORMATION

Between USD 230 to USD 340 per day to be defined according to the work experience of the consultant.
