PURPOSE OF THE POSITION:
The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster for WHO Health Emergency Programme (WHE), Nepal. Successful candidates will be placed on the roster and subsequently may be selected for the assignments falling in this area of work or for similar requirements/tasks/deliverables. Inclusion in the Roster does not guarantee selection to a SSA contract. There is no commitment on either side.
Objective of the Programme:
The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Ministry of Health and Population (MoHP), Government of Nepal (GoN) in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO's technical cooperation programmes at the country level. The Country Office collaborates with the Government of Nepal and relevant stakeholders in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy technical forums. WHO provides guidance and technical support in organizing the humanitarian health response following multi-hazard emergencies and in revitalizing the capacity of the health sector to recover and rebuild from emergencies in appropriate and sustainable ways. In the inter-emergency period the objectives are to increase the capacity and resilience of the Nepal Health System to reduce risk, prevent and prepare for disasters, to mitigate adverse health consequences, through supporting the Emergency Risk Management interventions prioritized in the national plan for the implementation of the Sendai Framework for Disaster Risk Reduction (2015-2030); and the health security interventions for enhancement of core capacities required to comply with the International Health Regulations (IHR) 2005 as prioritized in the National Action Plan on Health Security (NAPHS), and National Pandemic Preparedness and Response Plan (NPPRP).WHO strives to integrate and harmonize the actions undertaken for enhanced Emergency Risk Management (ERM) and Health Security with the interventions implemented to achieve the health-related Sustainable Development Goals (SDGs) and health systems strengthening through appropriate capacity building and co-ordination mechanisms and partnerships. The WHO Health Emergencies Programme (WHE) supports the MoHP, GoN to direct and coordinate the rapid provision of life-saving emergency health interventions at scale in the aftermath of multi-hazard emergencies and disasters and subsequently assists in the rapid recovery of the health system in collaboration with national and international partners. Thereupon, it provides technical support to the MoHP and partners to enhance health sector emergency risk management through prevention risk reduction or mitigation; preparedness and response readiness to build a health system that is resilient to multi-hazard disasters including public health emergencies.
Summary of Assigned Duties
Under the direct supervision of the National Professional Officer (Operations Support & Logistics) and overall supervision of Team Leader- WHO Health Emergencies (WHE) and WHO Representative to Nepal, the incumbent will perform the following duties.
1. Drive office vehicles to identified locations within the duty station, for the transport of the authorized personnel, visitors and delegates; including translation of basic conversations from/to the local language;
2. Perform messenger function such as delivery of various items/commodities, including diplomatic pouches following authorized routing and UN safety and security rules and regulations and report any traffic disruptions or incidents caused by civil unrest;
3. Meet WHO and other official personnel at the airport or other entry points and provides basic assistance with visa and customs formalities as required and facilitates immigration and customs formalities as required;
4. Apply knowledge of driving regulations, safety requirements, traffic conditions, and most desirable routes to minimize travel time; ensures that rules, regulations and local requirements are adhered to in the event of involvement in an accident; ensures safety of the vehicle and its contents when parked or left unattended, and report immediately to the supervisor on any apparent problems to seek instructions;
5. Maintain the assigned vehicle clean and in a good condition, including all equipment and ensuring that any major mechanical issues are reported to the supervisor. Any regular servicing or maintenance repair work should be monitored both for correctness and for accomplishment on time, as requested;
6. Responsible for logs of officials trips, the day-to-day maintenance including minor repairs or adjustments, maintenance of mileage and gasoline consumption records;
7. Recommends major repair on vehicles, as necessary; delivers the vehicles to the designated garage or servicing location, monitors the work and ensures it is accomplished as requested;
8. Takes suitable precautions for the security of the office vehicle and its contents when left unattended. Ensure that the office vehicle is properly parked in UN compound during non-working hours;
9. Performs convoy duties as and when assigned and other duties including photocopying, collating of documents, as required.
10. Ensures compliance of established travel reporting procedures and security measures enforced by UNDSS, reporting immediately to the Administrative Officer, Agency Security Focal Point, and Supervisors of any traffic movement disruptions, confrontation with mobs, hooligans, and other violent forces.
11. Perform other relevant duties as assigned by the Team Lead-WHE or WHO Representative. This includes traveling to provinces on duty travel or duty-station reassignment/relocation at any time as per the program requirements.
Education Qualifications:
Essential:
· Middle Level education (at least 8th standard)
Desirable:
· Knowledge of first aid desirable basic methods to be able to assist in case of emergency
· Formal Driver’s Certificate/Training from a recognized institution
· Defensive driving training will be an advantage
Experience:
Essential:
· 3 years’ work experience as a driver with demonstrated safe driving record.
· Knowledge of driving rules and regulations and skills in minor vehicle repair and experience in driving in difficult and hilly terrain.
Desirable:
· Experience in 4-wheelers driving a variety of makes and models of vehicles, including car, jeep, vans, minibus, and other kinds of motorized vehicles.
· Work experience with UN agencies, international organizations, embassies, or other reputed organization would be an advantage.
· Experience in defensive safe driving would be an asset.
Functional Knowledge and Skills
· Must have a valid 4-wheelers driving license for light motor vehicle (car, jeep, delivery van etc.)
· Must submit evidence of good eyesight (vision)
· Sound knowledge of driving rules and regulations and security issues
· Ability to assess vehicles for mechanical fitness and skills in minor repairs of vehicles
· Knowledge of the topography of the duty station and the surrounding areas
· Knowledge of chauffeur protocol and courtesies
· Ability to read and write instructions and maps
· Knowledge of safety standards and safety equipment first aid desirable.
· Knowledge and ability to use HF and VHF radio, email, telephone, and other applications.

Monthly Salary: (Net of tax) NPR 57,246.00 (Level II) at single rate (taxable as per Nepal Government laws and appointment will be through Special Services Agreement (SSA)
