The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page.
GGGI has a diverse portfolio of programs in developing countries around the world. These national programs, together with its global products and services, focus on achieving results through an integrated approach to green growth planning and implementation that is evidence-based and aligned with countries’ development priorities.
The Ministry of Environment and Natural Resources (MMARN) of the Dominican Republic, in coordination with the Global Green Growth Institute (GGGI) and with the support of the United Nations Environment Programme (UNEP) and the Global Environment Facility (GEF), is implementing the project “Strengthening the Dominican Republic’s Capacity to Generate Climate Information and Knowledge within the Framework of the Paris Agreement,” as part of the Global Capacity-Building Initiative for Transparency (CBIT), with funding from the Global Environment Facility (GEF).
This initiative corresponds to the second phase of CBIT support in the country (CBIT 2), with a duration of 36 months, and aims to consolidate and expand national capacities for the generation, management, and reporting of climate information through the development of a fully operational National Transparency System, the expansion of modules on risk/vulnerability and climate finance, and their integration into national planning and reporting processes. This will ensure sustainability, compliance with MRT requirements, and long-term capacity for climate transparency.
In this context, the project seeks to strengthen the Dominican Republic’s technical and institutional capacity to produce high-quality climate information, improve inter-institutional coordination, and promote knowledge generation that contributes to the fulfillment of national commitments on climate change and evidence-based decision-making.
The Ministry of Environment and Natural Resources (MMARN) is the lead agency for environmental management, natural resources, and climate issues in the Dominican Republic. In exercising the powers conferred by national legislation, it leads the formulation, coordination, and implementation of public policies aimed at protecting the environment, conserving natural resources, and promoting sustainable development.
With regard to climate change, the Ministry plays a strategic role in coordinating national efforts to strengthen resilience and promote low- -greenhouse-gas-emission development, in line with national priorities and the commitments undertaken by the country under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. It also promotes the strengthening of institutional and technical capacities to improve the generation, management, and reporting of climate information, thereby contributing to transparency, evidence-based decision-making, and the Dominican Republic’s compliance with its international obligations.
GGGI’s support will focus on developing a fully operational National Transparency System, expanding the risk/vulnerability and climate financing modules, and integrating these into national planning and reporting processes. This will ensure sustainability, compliance with ETF requirements, and long-term capacity for climate transparency. This work focuses on improving data collection, addressing sectoral gaps, and enhancing the climate data management cycle—from planning and collection to analysis and dissemination—to produce high-quality information for international reporting and national decision-making.
The person holding the position of Risk and Vulnerability Officer will work at the Ministry of Environment and Natural Resources (MMARN) and report to the Senior Climate Action Officer at GGGI Dominican Republic. Additionally, they will maintain regular technical coordination and report to MMARN, in accordance with the projects’ governance structure regarding the technical implementation of climate action activities.
The person holding this position will provide technical support for the adaptation, risk, and vulnerability component of the MMARN projects supported by GGGI. They will contribute to the development and strengthening of the Risk and Vulnerability and NDC Monitoring modules of the National Transparency System (SNT); coordinate and supervise consultancies on climate change adaptation; ensure their alignment with UNFCCC transparency requirements, MTR modalities, and national policy frameworks; and contribute to the work of the expanded project team across all SNT modules.
The incumbent will contribute specialized technical expertise in climate change adaptation, vulnerability and risk assessment, resilience, and NDC monitoring to strengthen the country’s reporting capacity, integrating international best practices with a solid understanding of the national context.
The incumbent of the Risk and Vulnerability Officer position will provide technical expertise and support to strengthen the Dominican Republic’s capacity to monitor, assess, and report on climate change adaptation, risks, vulnerabilities, and progress on the Nationally Determined Contribution (NDC) within the framework of the National Transparency System (SNT). The incumbent will support the integration of adaptation and resilience information into the national climate transparency framework and aligned with the Enhanced Transparency Framework (ETF) of the Paris Agreement and the UNFCCC reporting requirements.
Through technical contributions to studies, data systems, methodologies, and institutional processes, the incumbent will support the development and implementation of the Risks and Vulnerability and NDC Monitoring modules, thereby generating robust, high-quality information for national planning, decision-making, and international reporting. Furthermore, the incumbent will support coordination among government institutions, technical specialists, academia, and other stakeholders, facilitating collaboration, capacity building, and validation processes to strengthen national ownership of adaptation-related data and reporting systems. Furthermore, it will contribute with technical inputs to the continuous improvement and integration of the National Transparency System into broader climate policy and planning processes; promote innovative approaches to data management, including digital and artificial intelligence (AI)-powered solutions; and ensure that gender-sensitive considerations are incorporated into adaptation and resilience actions.
Through technical guidance, quality assurance, stakeholder engagement, and project monitoring and reporting, the person in this position will help lay the institutional and technical foundations necessary for the Dominican Republic to strengthen its climate resilience, track progress on adaptation, and fulfill its international commitments to transparency and climate action.
The incumbent must proactively engage in collaboration, knowledge-sharing, communication, and advocacy to advance the country’s efforts to fulfill its commitments under the Paris Agreement through the following actions:
The Risk and Vulnerability Officer position corresponds to Grade G8 on GGGI’s national salary scale for the Dominican Republic. GGGI contributes 15% of the base salary to a retirement plan or long-term sav, offers 27 days of annual leave, and provides private health insurance with dental and vision coverage.
GGGI is committed to providing a work environment with sufficient flexibility to accommodate diverse life-cycle circumstances and help staff achieve a better balance between work and their personal and family commitments, thereby promoting high performance, long-term productivity, and well-being.
