The Position:

The Risk & Compliance Analyst is a high-impact oversight role designed to navigate South Sudan’s complex operating environment. The incumbent acts as the strategic architect of the Harmonized Approach to Cash Transfers (HACT) and the primary internal "check and balance" for the Country Office (CO). Responsibilities span the entire partnership lifecycle, from the rigorous vetting of NGOs to "last-mile" validation of life-saving supplies—ensuring that risk mitigation measures are effectively implemented, not just documented. The incumbent reports directly to the Deputy Representative.

Job Purpose:

The role of a Risk and Compliance Analyst supports safeguarding of the organization’s integrity, resources, and reputation. The overarching goal of this position is to de-risk the organization’s operations by ensuring that partnerships are transparent, internal controls are airtight, and staff/partners are equipped to prevent fraud. This position supports balancing high-level strategic oversight with "last-mile" field validation to ensure that every dollar and resource reaches its intended destination without being diverted by fraud or mismanagement.

Responsibilities:
The Programme Analyst, will be responsible for:

A. Strategic Partnership Governance & HACT Oversight
● Supports the Deputy Representative and acts as Secretary to the Partnership Review Committee (PRC); Supports end-to-end selection process, ensuring PSEA (Protection from Sexual Exploitation and Abuse) assessments and non-competitive justifications are watertight before approval.
● Contributes to the development of the annual HACT assurance plan, including micro-assessments, audits, and inter-agency spot checks. Serve as the custodian of partner risk data in corporate systems.
● Analyses cash transfers and reports on outstanding Direct Cash Transfers (DCTs) exceeding corporate limits to the Country Management Team (CMT).
● Contributes to the quality assurance of budgets supporting program teams to ensure budgets are segmented into Programme vs. Operations costs to enhance Value for Money (VfM).

B. Internal Controls & Risk Mitigation
● Regularly test internal controls for high-risk processes, including emergency procurement, localized logistics, and field-level activity monitoring.
● Support the IOM and Deputy representative with the CO ERM process, ensuring risk registers are dynamic and reflect the shifting security and political landscape of South Sudan.
● Conduct quarterly reviews of system access roles to prevent "super-user" risks in lean field office environments.
● Ensure suspicions of fraud, waste, or abuse are documented and referred immediately to the Office of Audit and Investigation Services (OAIS).
● Conducts basic research on regulatory trends and selected aspects of compliance operations. This includes collecting, analyzing, and presenting statistical data and other information gathered from diverse sources to support evidence-based risk assessments.

C. Enhanced Due Diligence & Field Assurance
● Support IP managers in conducting deep-dive due diligence on potential partners, including triangulating data from the UN Partner Portal (UNPP) and the South Sudan Risk Management Unit (RMU).
● Monitor "cascading risks" where primary IPs sub-contract to local NGOs, ensuring oversight capacity exists at every level of the chain.
● Participates in field missions to conduct on-site compliance spot checks and oversight activities, providing necessary substantive and administrative support and assisting in field-level data collection and conduct "last-mile" validations of physical supplies (e.g., Dignity Kits, RH Kits) to ensure they reach intended beneficiaries in inaccessible areas.

D. Capacity Building & Fraud Prevention
● Design and deliver training for high-risk national NGOs and government partners on financial management, procurement, and UNFPA reporting.
● Tailor fraud-prevention training for CO staff and IPs, focusing on specific South Sudan typologies such as "ghost beneficiaries" and kickbacks..

Qualifications and Experience:

Education:
Completed Advanced degree/ ,Master's degree in Finance, Accounting, Law, or Risk Management. Professional certification (CPA, CIA, CFE, or Prince2) is highly desirable.

Knowledge and Experience:

● Minimum of 2 years of professional experience in risk management, internal audit, or compliance.
● Deep understanding of the HACT framework, COSO internal control standards, and the UN Partner Portal (UNPP).
● Proven ability to analyze complex financial data and identify patterns of irregularity or systemic risk.
● Proven experience working in non-permissive or high-risk humanitarian environments. Specific experience in East Africa or South Sudan is a significant advantage.

Languages:
Fluency in English is required. A working knowledge of Arabic will be an asset.
