The Monetary and Capital Markets (MCM) Department of the International Monetary Fund (IMF) is recruiting a well-qualified and experienced expert to work as resident advisor in monetary and foreign exchange market operations at the IMF Caucasus, Central Asia, and Mongolia Regional Capacity Development Center (CCAMTAC) located in Almaty, Kazakhstan. This is a twelve‑month initial assignment with the possibility of extension typically up to three to five years based on performance and funding availability.
CCAMTAC is a multi-donor-financed Regional Capacity Development Center, providing capacity development (CD)—technical assistance (TA) and training—to nine member countries to strengthen their institutional capacity to design and implement sound macroeconomic and financial policies. The CCAMTAC member countries include Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyz Republic, Mongolia, Tajikistan, Turkmenistan, and Uzbekistan.
The resident advisor assists participating countries in modernizing their monetary policy frameworks and operations. Additionally, with the assistance of MCM and short-term experts, the resident advisor may be asked to provide support on other central bank operations. The advisor will be part of the CCAMTAC team (https://ccamtac.imf.org/) and backstopped by the MCM Department of the IMF.
Duties and responsibilities
The resident advisor responds to CCAMTAC member countries’ CD and cooperation requests and is expected to travel or provide remote assistance to these countries to perform the assigned duties.
The advisor is also expected to lead/organize selected training for the member countries in Almaty or in other locations. By elaborating well-prioritized medium-term work programs, s/he assists CCAMTAC members through:
· Delivering TA on governance, accounting, and central bank financial reporting, central bank communication and transparency, monetary policy implementation and domestic market operations, FX policy implementation, FX reserve management, and FX market development, and central bank liquidity backstops for financial stability, directly and through short-term experts backstopped by the resident advisor.
· Assessing monetary policy frameworks and advising on central bank operations in line with monetary policy regimes and the central bank mandates.
· Developing specific recommendations on the necessary legislative, regulatory, and operational steps to improve monetary and foreign exchange market operations.
· Preparing required documents prior to and after each mission for MCM internal review and approval and ensure transmission of final documents to the relevant country authorities.
· Coordinating with MCM regarding member countries’ central bank operations TA requests .
· Conducting, facilitating, or otherwise participating in country or regional workshops and seminars/ webinars on monetary and foreign exchange market operations, including collaborating with other resident advisors in CCAMTAC.
· Coordinating with MCM, including backstoppers, on policy areas and keeping them up to date on major developments, to ensure that any advice provided by the advisor is consistent with IMF policies.
· Observing IMF policies and procedures, applying the results-based management (RBM) strategic framework in guiding CD activities.[1]
· Leading annual work planning and budgeting for the CD program in CCAMTAC on monetary and foreign exchange market operations and contributing to the Center’s reporting and outreach activities.
Qualifications
The successful candidate should demonstrate creativity and initiative and have:
· At least five years of experience working in a central bank, in-depth understanding of international standards and good practices for monetary and foreign exchange market operations and experience of their implementation at national and/or international level.
· Expertise in TA delivery in central bank operations is an advantage.
· A graduate degree in economics, finance, accounting, or a related area.
· Excellent interpersonal skills, including the ability to work effectively with senior policymakers in the region and the donor community, to lead teams of senior experts, to work as part of a team that would include staff at IMF headquarters as well as in CCAMTAC, and to handle sensitive and confidential issues with discretion in a multicultural environment.
· Strong verbal and written communication skills in English, including presentational skills in support of training-related activities.
· Good organizational and time management skills in balancing demands from member countries with duties and responsibilities from MCM and CCAMTAC.
· Proficiency in modern computer systems and applications, including AI.
The successful candidate will be selected based on a written test and a panel interview. Compensation and benefits are competitive and commensurate with qualifications and experience.
