Duties and Responsibilities
The UN Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Industry and Economy Division works with international governments and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies, and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements. The Partnership for Action on Green Economy (PAGE), an interagency initiative involving the International Labour Organization (ILO), United Nations Industrial Development Organization (UNIDO), United Nations Institute for Training and Research (UNITAR) and United Nations Development Programme (UNDP) supports nations and regions in reframing economic policies and practices around sustainability to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. The Economic and Trade Policy Unit is executing the PAGE country delivery activities on behalf of UNEP. Specific tasks and responsibilities The main activities to be carried out within the framework of this consultancy are: Deliverable 1: SBA Implementation Support and Technical Documentation Package •Mapping and organization of relevant data sources related to SBA implementation. •Analytical support to the processing and documentation of SBA-related data. •Logistical and technical support for the preparation and documentation of SBA training sessions and technical meetings with government counterparts. •Preparation of background notes and technical inputs to support ongoing engagement with the Government. •Initial background research and coordination support for the preparation of the PAGE South-South exchange event. Deliverable 2: SBA Final Technical Contribution Package •Technical inputs to document the application of the SBA tool. •Consolidated documentation and analysis of training sessions and stakeholder engagement processes. •Contribution to the final evaluation of SBA implementation, including lessons learned, institutional integration prospects, and recommendations to strengthen sustainability and linkages with ongoing UNEP initiatives. •Support the preparation and delivery of the PAGE South-South exchange event, including background research, coordination support, and a documentation note capturing key takeaways relevant to sustainable public finance.
Qualifications/special skills
Bachelor’s degree in Economics, Public Policy, or related field (required). −At least 3 years of relevant experience in environmental economics, sustainable finance, public finance, or related fields (Required). −Demonstrated experience working with government institutions or public sector counterparts, preferably in Latin America (Required). −Proven experience in data collection and analysis (Required). −Experience in organizing and documenting technical workshops, training sessions and international events (Desirable). −Experience working in Guatemala or familiarity with Guatemalan public finance institutions is considered an asset (Desirable).
