Registration Associate
Organizational Setting and Work Relationships
The Registration Associate is a member of the Registration team and is normally supervised by the Registration Officer. The Registration Associate is responsible for supporting all activities related to registration, and with ensuring that registration is effectively used for the identification of specific protection needs, for the management of operations, and for the achievement of durable solutions.
Depending on the size and structure of the Office, the Registration Associate may provide day-to-day supervision, direction and support to UNHCR staff engaged in registration and related activities (including Reception, Filing and Data Management staff), and monitors the efficiency and quality of registration processes, identity and entitlement documentation activities and population data management. The Registration Associate collaborates closely with Protection, Programme, Operational Data Management and Information Management colleagues as well as with Government authorities and partners on the provision of quality population data for the delivery of registration activities.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
- Assist in the implementation of registration strategies and methodologies for populations of concern.
- Assist in the supervision and daily running of registration team activities, where required.
- Conduct registration interviews when required in accordance with registration standards and guidance.
- Provide counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR's registration procedures and their rights and entitlements.
- Maintain accurate and up-to date records and data related to all registration cases.
- Identify persons with specific needs and ensure timely referral to protection follow-up as required.
- Collaborate with protection staff and/or partners in the delivery of assistance and programming, including provision of identity and entitlement documentation.
- Draft correspondence and reports relating to registration activities in the operation, when required
- Provide statistics and draft reports related to registration data, as requested.
- In consultation with the supervisor, make decisions related to the day-to-day operations of the registration unit and devise registration procedures which are efficient and effective.
- Draft and submit reports and statistics related to registration.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate Profile
• Field experience and familiarity with humanitarian contexts are highly desirable.
• Proven experience in managing PRIMES applications, as well as a strong track record in preventing and identifying fraud through effective oversight, advice, and guidance provided to UNHCR staff, partners, and persons of concern.
• Strong leadership capabilities, coordination skills with a proven ability to manage and lead diverse teams in complex, high-pressure humanitarian environments.
• Candidates must have strong interviewing and drafting skills, with demonstrated expertise in handling complex cases as per UNHCR Standard Operating Procedures (SOPs) for registration.
• Experience in planning, organizing, and reporting on registration activities
• The candidate should exhibit a strong commitment to accuracy, a high level of adaptability, and the capacity to manage multiple tasks in fast-paced environments.
• Prior experience in conducting training to UNHCR staff and/or partners on UNHCR Tools/systems would be an advantage
• Proven analytical skills and ability to process large sets of data and information

Occupational Safety and Health Considerations:
Health hazards in the duty station include road crashes, work overload, natural disasters, mental health problems, substance use and abuse, heart disease, metabolic disease (diabetes), vector-borne disease, water and food-borne disease, SGBV, other infectious diseases and environmental hazards. Throughout the year, there are prevalent risks of malaria and dengue necessitating recommended vaccinations against Japanese Encephalitis and Diphtheria.
The General Threat Assessment in Cox’s Bazar is level 3 moderate. Given the current situation in the area, All UN official movements should be completed during daytime hours (Sunrise to sunset). All personnel should return to their homes before 2300 hours. Crowded local markets should be avoided. Security Clearance is required and can be requested via TRIP at https://dss.un.org. Requests for clearance should be submitted 7 days prior to travel.

Nature of Position:
The Registration Associate supports the Registration and Identity Management Officer in ensuring efficient, accurate, and high-quality registration processes. He/she manages complex cases, including those requiring litigation interviews (similar to Status determination interview), and help resolve identity and documentation issues.
The role involves coordination with internal teams—such as Protection, Programme, Data Management, IT and Information Management as well as external stakeholders, including government partners and NGOs, to ensure reliable population data. The Registration Associate also supports staff supervision, data quality control, and the improvement of registration tools and procedures, while upholding data protection standards, fraud mitigation and promoting access to services for forcibly displaced and stateless persons.
Living and Working Conditions:
Cox's Bazar is a beach city located in the southeastern corner of Bangladesh about 298 kilometres from Dhaka, the capital city. Educational resources are limited, and international schools spanning primary to secondary levels are exclusively located in Dhaka. Health services are somewhat also limited in Cox's Bazar, with more reliable facilities accessible in Dhaka. As a prominent tourist destination in Bangladesh, Cox's Bazar draws visitors due to its scenic location at the Bay of Bengal and its expansive beach stretching over 120km to the tip of the peninsula, with several hotels and restaurants.
The climate of Cox’s Bazar is mostly tropical monsoon: high temperatures, heavy rainfall, and generally excessive humidity, with distinct seasonal variations.
