UNICEF’s Social Policy Section supports governments to design, strengthen, and institutionalize inclusive, shock-responsive, and child-sensitive social protection systems that address multidimensional poverty and vulnerability across the life cycle. This includes support to delivery systems such as social registries, social assistance programme management information systems (MIS), grievance redress mechanisms, and cross-sectoral coordination platforms.

Sudan’s social protection system has historically been characterized by fragmented formal and informal arrangements, overlapping targeting approaches, and weakened implementation capacity (Bilo et al., 2020; Machado et al., 2018). Since the onset of the Sudan conflict (2023 to present), large-scale social assistance programmes implemented by UN agencies and NGOs have become critical instruments for delivering life-saving support. As these programmes expand geographically and are delivered through a growing number of implementing partners, the social assistance landscape has become increasingly fragmented, with multiple programme MISs and corporate platforms operating in parallel alongside coordination mechanisms.

While the establishment of a nationally owned social registry or integrated beneficiary registry—capable of serving a system-level coordination function—remains a long-term objective, the current context calls for a practical, phased, and humanitarian-oriented approach. Such an approach should improve coordination, reduce duplication and exclusion errors, and lay the foundations for future nationally led systems when conditions allow.

How can you make a difference?

As the Social Policy Officer (Social Registry / Social Protection System Design), you will contribute directly to advancing this agenda by supporting system design, interoperability, and the analytical foundations for coordinated social assistance delivery. In this role, you will strengthen linkages between programme‑level delivery systems and emerging system‑level coordination mechanisms, ensuring alignment with UNICEF’s social protection frameworks, the Core Commitments for Children, and other international frameworks.

To qualify as an advocate for every child you will have…

Minimum requirements:

• Education: Bachelor’s university degree in Information Systems / Information Management, Data Science / Statistics, Computer Science (with focus on data systems or MIS).
• Work Experience: A minimum of 2 years of professional experience in social protection systems, social registry development, targeting, MIS, or related fields. Demonstrated experience supporting government-led systems, including social registries, national safety nets, or large-scale social assistance programmes.

• Skills: Strong analytical skills, with experience working on system design, data analysis, or policy-oriented research. Familiarity with social registry concepts, targeting methodologies, and delivery systems. Ability to translate technical system concepts into operational and policy-relevant guidance. Strong coordination and stakeholder engagement skills, with the ability to work across sectors and institutions.
• Language Requirements: Fluency in English and Arabic is required.

Desirables:

• Knowledge of another official UN language (French, Spanish or Russian) is an asset.
• Prior experience with UNICEF, the UN system, or international development partners is an advantage.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
