Job Summary:
Funded by the U.S. Government, Strengthening Infectious Disease Detection Systems (STRIDES) Activity aims to strengthen Vietnam’s capacity to prevent, detect, and respond to infectious disease threats through enhanced surveillance systems, laboratory networks, workforce development, multisectoral coordination, and evidence-based decision-making. STRIDES supports Vietnam’s efforts to advance national health security priorities and strengthen preparedness for emerging and re-emerging infectious diseases.
Accountabilities:
Technical Requirements:
1. Outbreak response (~80%)
- Provide technical guidance for emerging infectious disease outbreak preparedness and response, with emphasis on operationalizing multisector coordination mechanisms for public health emergency notification and response and strengthening incident management readiness. Lead the day-to-day technical implementation of assigned response components, ensuring activities are delivered in line with approved work plans, timelines, and budgets.
- Apply technical expertise to strengthen multisectoral preparedness and response approaches, ensuring alignment with national policies, donor frameworks, and global best practices.
- Help ensure coordination mechanisms for public health emergency preparedness and response activities, technical products (including strategies, tools, SOPs, and materials for outbreak preparedness and response and rapid response team strategies), and outputs comply with donor requirements, national guidelines, and organizational SOPs.
- Prepare technical reports, briefs, presentations, products, and training materials for internal and external audiences.
- Maintain continuous technical exchange with government counterparts, field teams, and implementing partners, including health, animal health, border, and other relevant sectors.
- Work across internal sub-teams (surveillance, laboratory, data systems, workforce development, and coordination) to ensure synergy between preparedness and response activities.
- Coordinate and respond to technical assistance requests from STRIDES Vietnam leadership, including rapid technical guidance during preparedness or response activations.
- Coordinate with the global STRIDES Emergency Response Team to align Vietnam project implementation with global best practices and standards.
2. Laboratory and Diagnostic (~20%)
- Assists in providing technical support and guidance in the areas of laboratory and diagnostic system strengthening, including support for training/technical support for laboratory systems, developing and disseminating tools, materials, reports, papers, and interventions for projects.
- Provides quality control and quality assurance support for laboratory system strengthening activities.
- Assist in workplan development by preparing technical inputs, drafting sections of work plans, and supporting budget preparation for outbreak response and laboratory technical implementation, as directed.
Project Design Implementation:
- Ensures effective project coordination and compliance with donor regulations, government requirements, and organizational policies related to preparedness and response activities.
- Works closely with assigned team to ensure activities are implemented according to standard operating procedures
- Monitors and maintains protocols, instruments, data sets, manuals, training materials and reports.
Client Support:
- Participate in client meetings.
- Prepares requests for proposals for technical, administrative, and other service needs.
- Contribute to the development and sharing of lessons, knowledge, innovations, and best practices.
Operations Management (Finance, HR, etc.):
- Responds to requests and inquiries from internal and external staff.
- Provides administrative and logistic support for technical research, training, events, meetings, and other activities.
Project/Program Reporting:
- Provides support for work plan preparation and finalization.
- Supports preparation of quarterly and annual reports, and other documents.
- Gathers information, data, and statistics needed to provide evidence for reports, presentations, papers, and other documentation produced.
- Assists with technical troubleshooting, guides data analysis, and application of data.
- Participates in data review and supports data for decision-making.
- Ensures the documentation and reporting of appropriate services rendered to clients are done in the relevant service registers.
- Assists with compiling technical content (e.g., reports, presentations, manuscripts).
Applied Knowledge & Skills:
- Proficiency with database management software (i.e., SharePoint and business intelligence tools) and online search tools required.
- In-depth knowledge of concepts, practices, and procedures associated with outbreak emergency response.
- Broader knowledge of incident management (IM) structures, emergency response frameworks, and quality standards for outbreak response
- Development of scopes of work and deliverables for partners, consultants, etc.
- Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in laboratory and diagnostic systems.
- Articulate, professional, and able to communicate in a clear, positive manner with clients and staff.
- Basic working knowledge of concepts, practices, and procedures with providing technical support for technical research studies.
- Excellent oral and written communication skills.
- Excellent organizational and analytical skills.
- Demonstrated proficiency with using Microsoft Office Suite required.
- Ability to analyze and interpret data, identify errors, and prepare reports.
- Ability to solve problems and implement corrective action as needed.
- Must be able to read, write, and speak fluent English.

Education and Experience
- Master's Degree or its International Equivalent in Public Health, Public Policy, Human Development, Microbiology, Clinical Diagnostics, or a related field, and 3-5 years of relevant experience; or a Bachelor’s Degree and 5-7 years of relevant experience
- Proven knowledge and experience in the diagnosis of infectious diseases and/or community engagement.
- Knowledge and experience of multisectoral coordination.
- Prior work experience in a non-governmental organization (NGO), government agency, or private company.
Typical Physical Demands:
- Typical office environment.
- Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
- Ability to sit and stand for extended periods of time.
- Ability to lift/move up to 5 lbs.
Technology to be Used:
- Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
Travel Requirements:
10% - 25%
The expected hiring salary range for this role is VND 480,000,000 - 650,000,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
