Purpose of the Advertisement
This advertisement invites applications for training leading to potential admission to the Norwegian Red Cross Emergency Response (ER) roster.
It does not relate to a permanent or specific position within the Norwegian Red Cross.
NoRC maintains a roster of trained and experienced specialist delegates who can be deployed at short notice to international emergencies, including natural disasters, armed conflicts, health emergencies, and climate-related crises.
Most delegates are usually employed elsewhere and are expected to have approval from their employers to take unpaid leave during deployment. While on mission, delegates are contracted by the Norwegian Red Cross and receive salary, in addition to applicable allowances.
Typical deployment duration is a minimum of six to eight (6–8) weeks, with emergency operations often lasting four months or longer.
Emergency Response Units (ERUs)
NoRC specializes in deploying Emergency Response Units (ERUs) that provide:
-Prehospital Emergency Care
-Mobile and Fixed Health emergency clinics
-Emergency Hospitals
-Public health services
-Water, sanitation, and hygiene (WASH)
Working Conditions
Delegates must be prepared for demanding and unpredictable environments, which may include:
-Very basic living conditions, often in tents
-Long working hours under high pressure
-Limited resources and infrastructure
-Movement restrictions due to security conditions
-Rapidly changing contexts with limited information for decision-making

Public Health
Public health (PH) delegate’s responsibilities will vary greatly from one deployment to another, due to the broad range of public health interventions that can be required in an emergency. Public Health delegates focus on assessment, program development, technical support and coordination in the areas of water borne-, vector borne- and vaccine preventable diseases, maternal and child health, nutrition and field epidemiology. PH delegates are not expected/required to be specialists in all areas but will rather be selected for deployment based on the best possible match of program needs and demonstrated individual competencies.
The Public Health-Epidemiologist Delegate will be responsble for:
Required
-Advanced university degree (Master's or equivalent) in public health applied to Epidemiology OR relevant program in Epidemiology or field Epidemiology
-Medical degree (MD or equivalent) with documented specialisation or substantial experience in epidemiology or communicable disease control
-Completion of a recognised field epidemiology training programme (e.g. EPIET, EUPHEM, UKFETP, FETP or national equivalent)
-Minimum 3-5 years of professional experience in epidemiology, public health surveillance, or disease control.
-Candidates should be able to demonstrate practical field experience in at least some of the following:
Surveillance system design or management in a resource-limited setting
Outbreak investigation or epidemic response
Data analysis and epidemiological reporting in an operational context
Working with or for the Red Cross Red Crescent Movement, UN agencies, or NGOs in emergency health response
-Strong computer literacy.
-Valid driving license (Category B – manual transmission).
-Certificate of good conduct (criminal record) from the country of residence.
Language Requirements
Mandatory: Advanced English language skills (minimum C1 level), both written and verbal
Preferred: Advanced French language skills (minimum C1 level).
Additional asset: Intermediate to advanced proficiency (B2 level or higher) in Arabic, Portugese, Spanish, or Russian.
Health Requirements
Candidates must be in good physical and mental health.
A pre‑deployment medical examination is mandatory.
Availability Requirement
All prospective delegates must be available for at least one deployment per calendar year.
Please be aware that the use of this capacity depends on operational needs in the field.
During deployment, delegates may be seconded to the IFRC, ICRC, or other Red Cross and Red Crescent Movement partners to support emergency response operations in crisis settings, including epidemics, armed conflicts, and natural or climate‑related disasters.
Candidates are responsible for planning work commitments accordingly and must obtain any necessary approvals from their current employers prior to applying.
Eligibility Requirement
Must be eligible for deployment to international humanitarian operations.
This advertisement is open to Norwegian and international candidates.
Successful candidates:
-Remain affiliated with their home country, including continued participation in their national social security and pension schemes, in line with applicable regulations.
-Must be eligible for deployment to international humanitarian operations.
-Will work under a temporary, mission-based contract with the Norwegian Red Cross during deployments.
