In the usual norms, Protection from Violence (PfV) is a separate core competency (CC), however in the current context of Libya, PfV will be initiated under Information, counselling and legal assistance (ICLA) CC. This situation might change in the future. The following is a brief description of the role.
Generic responsibilities
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.
- Ensure compliance with NRC policies, guidelines and standards.
- Ensure compliance with Protection from Violence and ICLA Core Competencies (CC) strategy, tools, handbooks, guidelines and standards.
- Protection from Violence specific technical responsibility for implementation of technical activities of CC project(s).
- Specific technical responsibility for tracking of financial expenditures for technical activities of CC project(s).
- Specific technical responsibility for the quality control and monitoring of project activities.
- Specific technical responsibility for project documentation of technical activities of CC project(s).
- Provide specific technical support and capacity building towards project staff.
- Provide specific technical analysis and feedback to NRC representatives in coordination forums.
- Assess, promote and document ideas for technical improvement and further programme development options.
- Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist.
- Promote the rights of IDPs/returnees/refugees in line with the advocacy strategy.
Responsibilities
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. The line manager drafts the specific responsibilities and sends them to his/her line manager for approval.
- Carry out protection case management in line with NRC Protection Case Management guidelines and tools, including conducting intake and assessment, creating and implementing client-centred case plans, following-up on case plans in a timely manner.
- Provide psychosocial support to case management clients, as needed.
- Refer protection cases to relevant partners.
- Receive referrals and following up on the cases following NRC’s case management approach,
- Draft reports on the identified trends, protection gaps and needs.
- Report internally to the line manager on weekly and monthly achievements and challenges.
- Maintain case management files with accuracy and confidentiality, including regularly updating case management database.
- Attend internal case management and planning meetings.
- Collaborate with other team members when needed.
- Assist in capacity building of NRC staff and partners to identify and safely refer cases for protection case management.
- Support the preparation of appropriate training materials as needed.
- Conduct qualitative data collection, assessments, key informant interviews and focus group discussions to identify community needs and protection service gaps.
- Carry out regular field visits and conduct information sessions on available services and otherwise raise awareness of protection case management services among target populations in NRC West Libya offices and partner premises.
- Develop and maintain effective working relationship with relevant stakeholders including partner agencies, community leaders and service providers.
- Assist the team in identifying and responding to emergency cases, especially internal referrals.
- Prepare procurement requests for material assistance in-line with case plans and ensure project documents are collected and saved offline and online using Office 365, OneDrive and SharePoint in line with project agreements.
- Participate in any other related activity in coordination with the Line Manager.
- Participate in mapping exercises and assessments aimed at identifying the locations and needs of vulnerable populations in West Libya and the surrounding neighbourhoods, by using participatory data collection tools and methodologies.
- Coordinate with potential service providers (governmental, non-governmental, private, etc.) to improve the provision of assistance and referral mechanisms in West Libya.
- Close and active coordination with the relevant NRC CCs and the ICLA core competency in specific, managing cases using a holistic approach to addressing needs of programme participants,
- Accompaniment of persons of concern to service providers and relevant stakeholders,
- Provide regular updates to the mapping of services and service providers to improve the referral mechanisms.
- Drafting and/or adding inputs on internal, quarterly and donor reports
- Drafting of technical tools per project requirements
- Issuing and managing procurements needs related to project activities
- Setting targets per project outcome/output indicators on the MEL documents and trackers
- Manage the protection from violence volunteers recruitments (ToRs, interviews, selection, induction, supervision and payments).

- Good knowledge of data protection standards.
- Experience in managing teams a plus.
- Understands rights and protection issues of vulnerable and displaced target populations; experience working with vulnerable and displaced populations is an advantage.
- Proven communication, interpersonal, and representation skills.
- Level of knowledge and practice with Word, Excel, Outlook, etc. required.
