Purpose

The Protection Field Officer supports the implementation of protection activities under the supervision of the line manager and in coordination with other colleagues. The position mainly contributes to the file of protection of family links and ensures contact with families is maintained. The position is based in Benghazi SD with possible visits to other sites in line with operational needs.

Accountabilities & functional responsibilities

• Contributes to restoring and maintaining family links by delivering ICRC family links services; supports beneficiaries and families of missing persons by proposing relevant ICRC services and/or referring them to services provided by other humanitarian actors based on their needs.
• Supports the Protection Team Leader in meetings with interlocutors and families of missing persons, training and technical support to relevant institutions, and supports other staff involved in the file of missing persons through facilitation of meetings and trainings and provision of information.
• Monitors government policies and guidelines addressing the issue of missing persons and contributes to influencing their development and effective implementation; carries out media monitoring for a general follow-up of the issue of missing persons in Libya.
• Maintains contact with families of missing persons to understand the humanitarian consequences and assess their needs; updates available services of relevant actors, including LRCS, NGOs and family associations, and develops and maintains contact with them.
• Manages information related to missing persons, including paper filing and searches in ICRC databases used for the individual follow-up of missing persons; analyses available information, cross-checks the validity and coherence of data, proposes modifications and corrections, and coordinates with the data management team for proper updating of files.
• Contributes to protection reporting and analysis, including drafting replies to individual requests, field trip reports and minutes of meetings and workshops, contributing to periodic reports and needs assessments, and identifying, monitoring, analysing and reporting on protection issues and trends in the Benghazi area of responsibility.
• Prepares, participates in and reports on Protection field visits and follows up on related correspondence and work activities; contributes to the environmental analysis, ensures adequate and confidential treatment of information, and represents the ICRC appropriately during activities, meetings and in the field.

• Strong emotional intelligence, with the ability to communicate sensitively and professionally with families of missing persons and other vulnerable people.
• Experience in events management, including planning and coordinating meetings, workshops, and training.
• Strong relationship-building skills, with the ability to engage effectively with diverse interlocutors.
• Strong contextual and dynamic analysis skills, with the ability to identify and report on relevant protection issues.
• Ability to work effectively within a team, manage multiple priorities and handle sensitive information according to data-protection guidelines.
• Readiness and ability to undertake field travel within the area of responsibility, subject to operational requirements.

Certifications / Education required

• University degree.
• Fluent in English and Arabic.
• Good computer skills, including the Microsoft Office suite, Excel, etc.

Professional experience required

• 2 years' work experience in a similar function, with an INGO or other international Organisation. Prior ICRC experience is an advantage.
